Implementation Opinions on Completely, Accurately, and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality

Recently, the Fujian Provincial Party Committee of the Communist Party of China and the Fujian Provincial People's Government issued the "Implementation Opinions on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality", and issued a notice, requiring all localities and departments to conscientiously implement it in light of actual conditions.

The "Implementation Opinions on Completely, Accurately, and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality" are published as follows:

In order to implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality", and to do a good job in carbon peak and carbon neutrality, scientifically formulate a timetable and roadmap, and put forward the following implementation opinions.

1. General requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and all previous plenary sessions of the 19th National Congress of the Communist Party of China, thoroughly implement Xi Jinping Thought on Ecological Civilization, conscientiously implement the spirit of General Secretary Xi Jinping's important speech on his visit to Fujian, and in accordance with the deployment of the 11th Provincial Party Congress, based on the new stage of development, completely, accurately and comprehensively implement the new development concept, actively serve and deeply integrate into the new development pattern, and incorporate carbon peak and carbon neutrality into the economic and social development and the construction of an ecological province. Scientifically coordinate and comprehensively promote high-quality development to surpass and achieve carbon peak and carbon neutrality, adhere to the principle of "national overall planning, conservation priority, two-wheel drive, internal and external unimpeded, and risk prevention", take the comprehensive green transformation of the economy and society as the guide, take the green and low-carbon development of energy as the key, deepen the construction of national ecological civilization pilot zones, correctly handle the relationship between development and emission reduction, overall and partial, long-term goals and short-term goals, and the government and the market, and unswervingly follow the high-quality development path of ecological priority, green and low-carbon. Strive to write a chapter in Fujian, a modern socialist country in an all-round way.

Second, the main objectives

By 2025, an economic system of green, low-carbon and circular development will take shape, and the energy efficiency of key industries will be greatly improved. Energy consumption and carbon dioxide emissions per unit of GDP have been reduced, and the national targets have been completed; the proportion of non-fossil energy consumption reached 27.40%; The forest coverage rate increased by 0.12 percentage points compared with 2020, and the forest stock reached 779 million cubic meters, laying a solid foundation for achieving carbon peak and carbon neutrality.

By 2030, remarkable results will be achieved in the green and low-carbon transformation of economic and social development, and the energy utilization efficiency of key energy-consuming industries will reach the international advanced level. Energy consumption per unit of GDP has dropped significantly; Carbon dioxide emissions per unit of GDP decreased by more than 65% compared with 2005; The proportion of non-fossil energy consumption has reached more than 30%, and the total installed capacity of wind power and solar power generation has reached more than 20 million kilowatts; The forest coverage rate increased by 0.19 percentage points compared with 2020, the forest stock reached 800 million cubic meters, and carbon dioxide emissions reached a peak and achieved a steady decline.

By 2060, an economic system of green, low-carbon and circular development and a clean, low-carbon, safe and efficient energy system will be fully established, energy utilization efficiency will reach the international advanced level, the proportion of non-fossil energy consumption will reach more than 80%, the goal of carbon neutrality will be successfully achieved, and the construction of ecological civilization will achieve fruitful results, creating a new realm of harmonious coexistence between man and nature.

3. Promote the comprehensive green transformation of economic and social development

(1) Strengthen the guidance of green and low-carbon development planning. Strengthen strategic orientation, fully integrate the requirements of the carbon peak and carbon neutrality goals into the province's medium and long-term economic and social development planning and ecological provincial planning, strengthen the connection of provincial development planning, land and space planning, special planning, regional planning and municipal and county-level planning, strengthen support and guarantees, and ensure that the main goals, development directions, major policies, and major projects of carbon peak and carbon neutrality are coordinated.

(2) Build a green and low-carbon territorial spatial pattern. Construct a unified land and space planning system in the province, strengthen the management and control of land and space use, and strictly protect natural ecosystems with important carbon sequestration functions such as forests, grasslands, wetlands, oceans, and soils. Adhere to green and low-carbon, adapt measures to local conditions, strengthen bottom-line constraints, and make overall plans for the layout of functional spaces such as agriculture, ecology, and towns. Following the concept of a community of life in mountains, rivers, forests, fields, lakes, grasslands and sands, we will protect the urban landscape pattern, build ecological corridors, protect ecological barriers, and improve land security and urban resilience.

(3) Comprehensively promote low-carbon development in key regions. In the process of promoting the construction of the Fuzhou metropolitan area and the Xiamen-Zhangquan metropolitan area, we will thoroughly implement the orientation and task requirements of green and low-carbon development, give full play to the advantages of regional industrial synergy and linkage, and build a green and low-carbon industrial system. Promote the construction of high-quality development demonstration zones in Longyan and Sanming old revolutionary base areas, and play a leading role in the comprehensive green transformation of economic and social development.

(4) Accelerate the formation of green production and lifestyle. We will vigorously promote energy conservation and emission reduction, comprehensively implement cleaner production, accelerate the development of a green, low-carbon circular economy, improve the efficiency of comprehensive utilization of resources, and continuously deepen the level of green and low-carbon development. Accelerate the establishment and improvement of the value realization mechanism of ecological products, and continuously improve the "green content" of high-quality development. Advocate a simple, moderate, green and low-carbon lifestyle, actively promote the demonstration and creation of a green and low-carbon society in accordance with regulations, and improve the awareness of energy conservation and low-carbon among the whole people.

Fourth, in-depth adjustment of the industrial structure

(5) Promote the optimization and upgrading of the industrial structure. Formulate implementation plans for carbon peaking in industries and fields such as energy, iron and steel, non-ferrous metals, petrochemicals, building materials, transportation, and construction. Implement green manufacturing actions, encourage enterprises to implement low-carbon upgrading and transformation of equipment, promote the application of clean and efficient manufacturing processes, and accelerate the green transformation of traditional industries. Actively promote the construction of carbon peak pilot parks, accelerate the recycling transformation of parks at or above the provincial level and the construction of national "urban minerals" demonstration bases. Accelerate the green and low-carbon development of agriculture, and promote agricultural carbon sequestration and efficiency. Promote the green transformation of commercial and trade circulation and information services, and continuously improve the low-carbon development level of the service industry.

(6) Resolutely curb the blind development of high-energy-consumption, high-emission and low-level projects. In accordance with the relevant provisions of the state on the scope of high-energy-consuming and high-emission projects, inventory management, classified disposal, and dynamic monitoring of high-energy-consuming and high-emission projects shall be implemented, and a management ledger shall be established. Comprehensively investigate the high-energy-consuming and high-emission projects under construction and proposed, strictly prohibit the construction and operation of high-energy-consuming and high-emission projects in violation of regulations, and resolutely win high-energy-consuming and high-emission projects that do not meet the requirements. Strengthen work guidance for new and expanded steel, cement, flat glass, electrolytic aluminum and other high-energy-consuming and high-emission projects. According to the national deployment, improve the energy consumption access standards for high-energy-consuming and high-emission projects. Strengthen overcapacity analysis, early warning and window guidance.

(7) Vigorously develop green and low-carbon industries. We will continue to develop a new generation of information technology, high-end equipment, new materials, new energy, biology and new medicine, energy conservation and environmental protection, marine high-tech and other strategic emerging industries, strengthen the pilot demonstration and promotion and application of new technologies and new products in accordance with regulations, and accelerate the construction of national green industry demonstration bases such as Fuzhou High-tech Development Zone. Fully implement green product design and build a green manufacturing system. Promote the deep integration of emerging technologies such as the Internet, big data, artificial intelligence, and fifth-generation mobile communications (5G) with green and low-carbon industries.

5. Accelerate the construction of a clean, low-carbon, safe and efficient energy system

(8) Optimize and improve the dual control system of energy consumption intensity and total volume. Adhere to the priority of energy conservation, strengthen the management of binding indicators for reducing energy consumption intensity, enhance the flexibility of total energy consumption management, effectively control and reduce carbon dioxide emissions, promote the transformation of dual control of energy consumption to dual control of total carbon emissions and intensity in accordance with national deployment, and accelerate the formation of an incentive and restraint mechanism for pollution reduction and carbon reduction. Do a good job in the connection of industrial layout, structural adjustment, energy-saving review and dual control of energy consumption, and strengthen environmental resource constraints. Strengthen the analysis and early warning of the completion of energy consumption and carbon dioxide emission control targets, strictly implement target responsibilities and scientific evaluation and assessment, increase the supervision of the implementation of energy-saving regulations and standards, and strengthen work guidance for areas with high warning levels. Strengthen the control of non-carbon dioxide greenhouse gases such as methane.

(9) Greatly improve energy efficiency. We will continue to deepen energy conservation in key areas such as industry, construction, transportation, and public institutions, and improve the energy efficiency of information infrastructure such as data centers and new communications. Strengthen the construction of energy management system, comprehensively improve the level of energy-saving management of enterprises, and strengthen the energy-saving management and target responsibility of key energy-using units. Eliminate backward production capacity in accordance with laws and regulations, implement the energy efficiency "leader" system, and promote energy efficiency benchmarking in key industries. Promote the cascade utilization of energy in key areas. Promote the construction of new energy industry innovation demonstration zones.

(10) Strictly and reasonably control fossil energy consumption. We should do a good job in the clean and efficient use of coal, promote the optimal combination of coal and new energy, accelerate the pace of coal reduction, strictly and reasonably control the growth of coal consumption during the 14th Five-Year Plan period, and gradually reduce it during the 15th Five-Year Plan period. During the 15th Five-Year Plan period, oil consumption entered a peak plateau period. Coordinate the development of coal-fired power generation and ensure supply and peak regulation, and accelerate the energy-saving upgrading and flexibility transformation of existing coal-fired power units。 Gradually reduce until the coal is burned. Vigorously promote the substitution of electric energy in the field of terminal energy.

(11) Actively develop non-fossil energy. Implement renewable energy substitution actions and continuously increase the proportion of non-fossil energy in energy consumption. Adhere to the simultaneous development of centralized and distributed, develop centralized photovoltaic power generation projects according to local conditions, cultivate photovoltaic industries such as "fishery and photovoltaic complementation", and actively carry out the centralized promotion of rooftop distributed photovoltaic in the whole county (city, district). Promote the development of offshore wind power in an orderly manner, and plan to build deep-sea offshore wind power bases. Actively explore new marine energy sources such as wave energy and tidal energy, promote source-grid-load-storage and multi-energy complementarity, and lay out and build a number of wind-solar-storage integration projects. Develop nuclear power safely and prudently. Rational use of biomass energy. Promote the construction of pumped storage power stations in an orderly manner, and accelerate the large-scale application of new energy storage. Coordinate and promote the development of the whole chain of hydrogen energy "production, storage, transportation and use". Gradually build a new power system with new energy as the main body, and improve the power grid's ability to absorb and regulate a high proportion of renewable energy.

(12) Deepen the reform of the energy system and mechanism. Comprehensively deepen the reform of the electricity market, accelerate the cultivation and development of independent market entities in the distribution and sale of electricity, promote the connection mechanism between the medium and long-term market, the spot market and the ancillary service market, and continuously increase the proportion of electricity market-oriented transactions。 Promote the reform of the power grid system, clarify the market dominant position of incremental distribution networks, microgrids and distributed power sources based on the consumption of renewable energy, and accelerate the formation of a new power installed capacity development mechanism supported by energy storage and peak regulation capacity. Improve the market-oriented formation mechanism for the price of electricity and other energy products. Deepen the reform of electricity prices from the perspective of energy conservation, rationalize the structure of transmission and distribution prices, and fully liberalize competitive electricity prices.

6. Accelerate the construction of a low-carbon transportation system

(13) Optimize the transportation structure. We will speed up the construction of a comprehensive three-dimensional transportation network, vigorously develop multimodal transport, expand and strengthen sea-rail intermodal transport, and form a river-sea intermodal transport system with the high-grade waterway of the main stream of the Minjiang River as the skeleton. Accelerate the development of green and low-carbon freight transport, increase the proportion of railways and waterways in comprehensive transportation, and continue to reduce transportation energy consumption and carbon dioxide emission intensity. Optimize the organization of passenger transport and guide the large-scale and intensive operation of passenger transport enterprises. Accelerate the development of green logistics, support logistics enterprises to build digital operation platforms, and encourage the development of smart transportation. Cultivate and build a number of provincial-level logistics parks with concentrated layout, intensive land use and integrated functions.

(14) Promote energy-saving and low-carbon means of transportation. Vigorously develop intelligent transportation, in-depth implementation of new energy vehicle substitution, ship electric transformation and other measures, and actively promote the normalization of the use of shore power by ships and airports. We will continue to promote the construction of "Electric Fujian", and accelerate the electrification, new energy and cleanliness of urban passenger transport and urban logistics and distribution vehicles. Orderly promotion of charging piles, supporting power grids, filling (gas) stations, hydrogen refueling stations,Swap stationsand other infrastructure construction to improve the level of urban public transport infrastructure. Implement the energy efficiency labeling system for transportation equipment, and accelerate the elimination of old vehicles and ships with high energy consumption and high emissions.

(15) Actively guide low-carbon travel. Accelerate the construction of large-capacity public transportation infrastructure such as urban rail transit, bus lanes, and bus rapid transit systems, and strengthen the construction of urban slow traffic systems such as bicycle lanes and pedestrian trails. Accelerate the construction of an urban-rural integrated green transportation network, create an efficient, fast and comfortable urban public transportation service system, vigorously build rail transit + TOD and other projects, and actively guide the public to actively choose green and low-carbon transportation modes. Comprehensively use legal, economic, technical, administrative and other means to increase the intensity of urban traffic congestion control.

7. Improve the quality of green and low-carbon development in urban and rural construction

(16) Promote the low-carbon transformation of urban and rural construction and management models. We will fully implement green and low-carbon requirements in all aspects of urban and rural planning and construction management, and promote the establishment of a green and low-carbon-oriented urban and rural construction management mechanism. The construction of urban forests, urban green spaces, urban greenways, and hydrophilic spaces, speed up the construction of urban ventilation corridors, carry out landscaping "millions" projects, and build high-quality community parks, "beaded parks" and "pocket parks" that integrate fitness, leisure, scenery and other functions, and vigorously improve the level of urban greening. Rationally plan the development target of urban construction area, and strictly control the construction of high-energy-consuming public buildings. Implement green construction in the whole process of project construction, improve the management system of building demolition, put an end to large-scale demolition and construction, and accelerate the construction of green towns and green communities. Combined with the promotion of rural revitalization and the implementation of rural construction actions, we will accelerate the green and low-carbon development of counties and rural areas.

(17) Actively develop energy-saving and low-carbon buildings. Advocate the concept of green and low-carbon design and construction, continue to improve the energy-saving standards of new buildings, and accelerate the large-scale development of ultra-low energy consumption, near-zero energy consumption and low-carbon buildings. Accelerate the energy-saving transformation of residential buildings and public buildings, continue to promote energy-saving and carbon-reduction transformation of old infrastructure, and improve the intelligent operation and management of urban buildings and infrastructure. Vigorously promote green building technology and green construction methods, accelerate the industrialization of new buildings, develop prefabricated buildings, and promote the recycling of building materials. Accelerate the management of building energy consumption quotas, implement building energy efficiency evaluation labels, and carry out low-carbon development performance evaluation in the building sector. Development of green farmhouses.

(18) Accelerate the optimization of building energy consumption structure. Promote the electrification and low-carbon use of building energy, and improve the energy efficiency level of new buildings. Carry out photovoltaic actions on the roofs of buildings, increase the application of "photovoltaic +", microgrids, integration of wind, solar and storage, and smart energy in the construction field, and greatly increase the penetration rate of electrification of domestic hot water and cooking. Promote the application of renewable energy such as biomass energy and solar energy in rural buildings according to local conditions.

8. Strengthen the research and promotion and application of major green and low-carbon scientific and technological research

(19) Strengthen the layout of basic research and cutting-edge technologies. Formulate an implementation plan for science and technology to support carbon peak and carbon neutrality, establish a catalogue of key green and low-carbon research technologies, and lay out a number of forward-looking, systematic and strategic R&D projects. Improve the mechanism for tackling key problems in major green technology projects, and strengthen cross-departmental and cross-industry major scientific and technological research. Cultivate and establish a number of high-level scientific and technological innovation platforms for energy conservation and carbon reduction, new energy technology and product research and development. Build a green and low-carbon innovative talent system, encourage colleges and universities in the province to add professional disciplines related to carbon peak and carbon neutrality in accordance with regulations, strengthen research on the causes and impacts of climate change, ecosystem carbon sinks, greenhouse gas numerical models, satellite remote sensing monitoring of carbon dioxide, etc., and achieve scientific frontier breakthroughs in the field of marine carbon sinks.

(20) Accelerate the research and development and promotion of advanced and applicable technologies. Strengthen the research, demonstration and industrial application of new energy storage technologies such as electrochemistry, ammonia-hydrogen batteries, and marine high-power new energy batteries, and promote the construction of scientific and technological innovation platforms such as the National Engineering Research Center for Electrochemical Energy Storage Technology, the Fujian Energy Device Science and Technology Innovation Laboratory, the Fujian Energy Materials Science and Technology Innovation Laboratory, and the National Engineering Research Center for High-efficiency Solar Cell Equipment and Technology. Vigorously promote the research and development, demonstration and industrial application of large-scale carbon capture, utilization and storage technology. Promote the research and development of renewable energy and energy storage technologies such as wind energy, solar energy, biomass energy, geothermal energy, marine energy and hydrogen energy, accelerate the promotion of new breakthroughs in nuclear energy and nuclear safety technology, smart grid and building energy-saving technology, and promote the implementation of the first (set) demonstration application of major technical equipment.

9. Continue to consolidate and improve carbon sink capacity

(21) Consolidate and improve the capacity of forestry carbon sinks. Implement the protection and restoration project of forest ecosystems in the Wuyi Mountains and Daiyun Mountains, promote the integrated protection and restoration of mountains, rivers, forests, fields, lakes, grasslands and sands in key river basins, establish and improve the support system for ecological protection and restoration, and strengthen the construction of the ecological security barrier system. Implement key ecological projects for forest carbon sequestration, comprehensively strengthen forest management, adjust and optimize the structure of forest stands, strengthen the protection and restoration of natural forests and ecological public welfare forests, and the construction of coastal shelterbelt systems, scientifically promote the tending and transformation of degraded forests and low-yield and low-efficiency forests, increase forest area and volume, and enhance forestry carbon sequestration capacity.

(22) Enhance the carbon sequestration capacity of the marine system. Guided by the restoration of coastal ecosystem structure and the improvement of service functions, we will promote the restoration of Sandu Bay, Minjiang River Estuary, Xinghua Bay, Quanzhou Bay, Xiamen Bay, Dongshan Bay, etc., restore the degraded marine ecological environment, and improve the marine ecosystem. Carry out the comprehensive application of marine shellfish and algae aquaculture in the region, and continue to carry out the construction of marine ecological ranches. Deepen the research on the rules and technical standards related to the artificial increase of marine sinks and negative marine emissions, and establish a technical system and procedures for monitoring carbon sinks in aquaculture. Pilot projects such as marine aquaculture to increase sinks, coastal wetlands and mangroves, and marine microorganisms to increase sinks have been carried out to promote carbon sequestration and sink increases in marine ecosystems.

(23) Enhance the carbon sink of ecological agriculture. Accelerate agricultural emission reduction and carbon sequestration, promote energy conservation and emission reduction of agricultural machinery, fishing boats and fishing machinery, promote healthy and low-carbon breeding, implement livestock and poultry manure resource utilization and improvement projects, and promote the development of planting and breeding cycles. Promote green planting, continue to carry out actions to reduce the amount of chemical fertilizers and pesticides and increase efficiency, strengthen the management of water and fertilizer in paddy fields, promote the comprehensive utilization of straw, build ecological fruit and tea gardens, and enhance the carbon sink capacity of crops. Dig deep into the potential of soil carbon sequestration, implement high-standard farmland construction, and build a fertilization and carbon sequestration model that combines land use and land cultivation to improve the level of soil carbon sequestration in farmland. Actively promote green aquaculture technology models such as integrated rice and fishery planting and breeding, multi-trophic marine aquaculture, industrial circulating water aquaculture, and pond engineering circulating water aquaculture, and develop efficient ecological fisheries.

10. Raise the level of green and low-carbon development in opening up to the outside world

(24) Accelerate the establishment of a green trade system. Promote the construction of efficient and smooth international freight channels, promote the speed and efficiency of logistics and trade, and save energy and reduce carbon emissions. We will continue to optimize the trade structure and vigorously develop trade in high-quality, high-tech and high-value-added green products. Strictly manage the export of high-energy-consuming and high-emission products. Promote the digital transformation of service exports, promote the integrated development of digital trade and other industries, build a support platform for digital service trade, and cultivate and build a number of important carriers for the development of digital trade and digital service export clusters in our province. Support the import of green and low-carbon products, energy conservation and environmental protection services, environmental services, etc.

(25) Promote the construction of a green maritime Silk Road. Give full play to the advantages of the core area of the "Maritime Silk Road", promote exchanges and cooperation with countries and regions along the "Maritime Silk Road" in the fields of new energy and equipment, water environment management in river basins, environmental governance and restoration of mines, biodiversity conservation, wetland protection and restoration, and marine ecological environment, and improve the construction level of the "Belt and Road" ecological environment big data (Fujian) service platform. Actively seek loans from international financial organizations and foreign governments to support the construction of green and low-carbon projects in our province. Promote green and low-carbon concepts, technologies and products to "go global", promote the application of green technologies, green equipment, green services and green infrastructure in countries and regions along the "Belt and Road", and guide overseas investment projects to practice green investment.

11. Improve laws, regulations, rules, standards, and statistical monitoring systems

(26) Complete laws and regulations. Conscientiously implement the laws and regulations promulgated by the state on carbon peak and carbon neutrality, and accelerate the formulation and revision of corresponding laws and regulations on carbon neutrality, energy conservation, electricity, coal, renewable resources, and circular economy promotion. Serious violations of laws and regulations such as environmental protection and the use of natural resources shall be dealt with in accordance with law.

(27) Improve the standard measurement system. Establish and improve a standard measurement system to support carbon peak and carbon neutrality. Strictly implement energy consumption limits, mandatory national standards for energy efficiency of products and equipment, engineering construction standards, and supporting standards for energy accounting, testing and certification, evaluation, and auditing. Implement carbon emission verification and accounting reporting standards for regions, industries, enterprises, products, etc., and implement a unified and standardized national carbon accounting system. On the basis of the national green standard system, establish and improve the provincial standard system, encourage and support enterprises, social groups and other organizations to lead or participate in the formulation and revision of national standards and industry standards.

(28) Enhance statistical monitoring capabilities. Improve the statistical monitoring system of energy consumption in key industries and fields such as electric power, iron and steel, petrochemical industry, and building materials, and accelerate the construction of online monitoring systems for energy consumption of key energy-using units in the province. Strengthen the capacity of statistical accounting of carbon dioxide emissions, establish a carbon sink monitoring and accounting system covering terrestrial and marine ecosystems, carry out background surveys and carbon storage assessments of carbon sinks in forests, wetlands, oceans, and soils, and implement monitoring and evaluation of the effectiveness of carbon sinks in ecological protection and restoration.

12. Improve policy mechanisms

(29) Improve investment policies. Integrate the relevant requirements of carbon peak and carbon neutrality into the investment and financing policy system, actively strive for relevant central funds, planning and policy support, and increase investment and financing support for projects such as energy conservation and environmental protection, new energy, low-carbon transportation equipment and organization, and carbon capture, utilization and storage. Improve policies to support the participation of social capital, and stimulate the vitality of green and low-carbon investment by market entities. Provincial enterprises should increase green and low-carbon investment, and actively carry out the research and development and application of low-carbon, zero-carbon and carbon-negative technologies.

(30) Actively develop green finance. Build a long-term mechanism for financial support for green and low-carbon development, develop green financial products and services in an orderly manner, guide banks and insurance institutions to provide credit and insurance guarantee services for green and low-carbon projects, and give full play to the role of green finance in supporting a green, low-carbon and circular economic system. Encourage development policy financial institutions to provide long-term and stable financing support for achieving carbon peak and carbon neutrality in accordance with the principles of marketization and rule of law. Support eligible enterprises to go public, raise and refinance for the construction and operation of green and low-carbon projects, and expand the scale of green bonds. Study the establishment of provincial green and low-carbon development funds and green and low-carbon transformation funds to support the development of green and low-carbon projects. Carry out special actions on carbon finance, and effectively use financial instruments such as carbon options, carbon futures and other derivatives.

(31) Improve relevant support policies. Finances at all levels should increase support for major actions, major demonstrations and major projects for carbon peaking and carbon neutrality, and support the development of green and low-carbon industries, the implementation of energy-saving, carbon-reduction and high-efficiency new energy projects, and technology research and development. Support institutions of higher learning, R&D institutions and enterprises to research and develop new technologies, new processes, new materials and new equipment for green buildings, and enjoy tax incentives for their R&D and achievement transformation in accordance with national regulations. Establish and improve the government's green and low-carbon procurement policies, and increase the procurement of green and low-carbon products. Strictly implement preferential tax policies for environmental protection, energy and water conservation, new energy and clean energy vehicles and vessels. Comprehensively clean up and cancel the preferential electricity price policies for projects with high energy consumption and high emissions, strictly implement the differential electricity price policy, and implement the energy-saving and environmentally friendly electricity price policy for electric vehicle charging and ship shore power. (32) Promote the construction of market-oriented mechanisms.   13. Earnestly strengthen organization and implementation

(33) Strengthen organizational leadership. Implement the major strategic decisions of the Party Central Committee and the State Council on carbon peak and carbon neutrality, in accordance with the work requirements of the provincial party committee and the provincial government, obey the national game of chess, do not rush or offside, and form a work pattern of overall planning and comprehensive deployment. Encourage and support qualified regions, key industries, and key enterprises to take the lead in achieving carbon peaking, organize and carry out pilot demonstrations of carbon peaking and carbon neutrality in accordance with regulations, and explore effective models and beneficial experiences. Make business knowledge related to carbon peak and carbon neutrality an important part of cadre education and training, and improve the ability of leading cadres at all levels to promote green and low-carbon development.

(34) Strengthen overall planning and coordination. The Provincial Development and Reform Commission should strengthen overall planning, organize the implementation of the carbon peak implementation plan, strengthen the planning of carbon neutrality, regularly dispatch the progress of the implementation of the carbon peak and carbon neutrality goals and tasks of the districted cities, Pingtan Comprehensive Experimental Zone and relevant departments, strengthen tracking and evaluation and supervision and inspection, and coordinate and solve major problems encountered in the implementation. All relevant departments should strengthen coordination and cooperation, form a joint work force, and ensure that the policy orientation is consistent and the steps are cohesive.

(35) Consolidate local responsibilities. To implement the responsibility system for the construction of ecological civilization among leading cadres, party committees and governments at all levels should take the work of carbon peak and carbon neutrality as a major political task to wholeheartedly support the "two establishments" and resolutely achieve the "two maintenances", resolutely shoulder the responsibility of carbon peak and carbon neutrality, clarify the goals and tasks, formulate implementation measures, ensure that various policies and measures are implemented, and consciously contribute to the realization of carbon peak and carbon neutrality.

(36) Strictly supervise and evaluate. All cities (counties, districts) and Pingtan Comprehensive Experimental Zone should incorporate indicators related to carbon peak and carbon neutrality into the comprehensive evaluation system of economic and social development, improve the assessment mechanism and supervision and inspection mechanism, increase the weight of assessment, and strengthen the constraints of indicators. Further strengthen evaluation and accountability, give commendations and awards to regions, units and individuals with outstanding performance in accordance with relevant state provisions, and implement circulars of criticism and interviews for regions and departments that have not completed their goals in accordance with regulations and laws; The implementation of the work will be included in the key content of the provincial ecological and environmental protection inspection, and the rectification and implementation of problems will be promoted. The implementation of the districted cities, Pingtan Comprehensive Experimental Zone and relevant departments shall be submitted to the Provincial Double Carbon Office (Provincial Development and Reform Commission) before December 10 each year, and the Provincial Double Carbon Office shall submit the report to the Provincial Party Committee and the Provincial Government before December 31 each year.
