(8) Gradually introduce other market entities in the inter-provincial market, and allow all kinds of power generation enterprises, users, and electricity sales companies to participate in transactions. The main tasks of long-term construction in the electricity spot market:

(1) Further improve the spot market mechanism. Expand the scope of trading by emerging market entities and shorten the intraday/real-time spot market trading cycle.

(2) Improve the medium and long-term market. Promote the full liberalization of priority power generation and consumption plans, and achieve a smooth transition through mechanisms such as government authorization contracts; further improve the connection between the medium and long-term and the spot market; Explore trading in transmission rights, electricity futures, and derivatives.

(3) Improve the market for power auxiliary services. Combined with the needs of the operation of the power system in various places, establish and improve the market-oriented procurement mechanism of reactive power service and black start, explore new auxiliary service trading varieties such as climbing, and promote the sharing and mutual assistance of auxiliary service resources in a wider range.
