On April 17, the National Energy Administration released <关于促进新时代新能源高质量发展的实施方案>the second and third chapters of "Case Interpretation".

In November 2021, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) jointly issued the National Implementation Plan for the Transformation and Upgrading of Coal-fired Power Units, proposing to implement 200 million kilowatts of flexibility during the 14th Five-Year Plan period.

In particular, the "Implementation Plan" proposes to encourage the western region and other areas with good sunlight conditions to use solar thermal power generation as a peak shaving power source. The minimum technical output of CSP power generation can reach 15%-20% of the rated power, and the output response speed is comparable to that of gas-fired power generation, with the ability to start and stop frequently. In addition, CSP can also provide moment of inertia and have a low-cost, high-safety long-term heat storage system. With the help of many excellent regulation capabilities of CSP, the integrated development of CSP with new energy sources such as wind power and photovoltaic can become an important mode for the development and utilization of new energy. In large-scale new energy bases in deserts, Gobi and desert areas, solar thermal power generation can be bundled with wind power and photovoltaic power as a peak shaving power source, and large-scale heat storage power generation can be explored to replace thermal power and electric energy storage to achieve the transmission of a high proportion of new energy.


The "Implementation Plan" requires the improvement of the approval (filing) system for new energy projects, and the strengthening of the supervision of the whole chain and all fields of new energy investment before, during, and after the event; promote the implementation of the enterprise investment project commitment system; Promote the adjustment of wind power projects from the approval system to the filing system。 The implementation of the "commitment system", reducing prior approval, and strengthening ex-post regulatory constraints and process services can promote a better combination of an effective market and a promising government, so that enterprises can operate more independently, respond more sensitively, and invest more smoothly.

Promoting the adjustment of wind power projects from the approval system to the filing system is conducive to further simplifying the approval process of wind power projects and improving the efficiency of the early stage of project development.

Carry out national exploration and evaluation of new energy resources, establish a database of developable resources, form detailed investigation and evaluation results and maps of various new energy resources in administrative areas at or above the county level, and release them to the public. Establish a mechanism for sharing mast and wind data.

The "Implementation Plan" is based on the large-scale and market-oriented development needs of new energy project construction, and continues to deepen the reform of "delegating power, delegating power, and providing services". In view of the characteristics of new energy projects, such as a wide range of sites, small single scale and short construction period, the focus is on simplifying management procedures and improving service levels, requiring optimization of project approval and grid connection procedures, effectively dredging the pain points and difficulties in the development of new energy projects, and promoting the healthy and orderly development of the new energy industry.
