International Energy Network/Wind Power Headlines learned that on August 19, Pinghu City, Zhejiang Province, issued the "Several Policy Opinions on Promoting the Green and Low-Carbon Development of Energy in Pinghu City (Trial)".
The document points out that the focus is on promoting the coverage of rooftop photovoltaic applications in industrial enterprises, making up for the shortcomings in the development of photovoltaic applications in public buildings, universities, hospitals, commerce, agriculture, transportation and other fields, promoting the construction of decentralized wind turbines, exploring project construction models such as "agriculture and photovoltaic complementation", encouraging financial institutions to develop green credit products, and increasing the concentrated and continuous development of photovoltaic for community residents.
For the new distributed wind turbine project, the power generation subsidy will be implemented for three years from the date of grid-connected power generation, and the electricity price subsidy of 0.15 yuan/kWh will be given every year according to the actual power generation.
These Opinions shall take effect on September 15, 2023.

Several Policy Opinions on Promoting the Green and Low-Carbon Development of Energy in Pinghu City (for Trial Implementation)
All towns and streets, Pinghu Economic and Technological Development Zone, Dushan Port Economic Development Zone, relevant departments of municipal organs, and relevant municipal units:
In order to effectively implement the goal of "carbon peak and carbon neutrality", accelerate the construction of a clean, low-carbon, safe and efficient modern energy system in our city, and continue to promote the green and low-carbon development of energy in the city. In accordance with the spirit of the "14th Five-Year Plan for the Development of Renewable Energy in Zhejiang Province" (Zhejiang Fagai Energy [2021] No. 152) and the "Three-year Action Plan for Promoting the Green and Low-carbon Development of Energy and Ensuring Supply and Stable Prices in Zhejiang Province" (Zhejiang Zheng Banfa [2022] No. 60), combined with the actual situation of our city, the following policy opinions are hereby formulated.
1. Support the sustainable development of distributed generation
Focus on promoting the coverage of rooftop photovoltaic applications in industrial enterprises, make up for the shortcomings in the development of photovoltaic applications in public buildings, universities, hospitals, commerce, agriculture, transportation and other fields, promote the construction of decentralized wind turbines, explore project construction models such as "agriculture and photovoltaic complementation", encourage financial institutions to develop green credit products, and increase the concentrated and continuous development of photovoltaic for community residents. Subsidy policy support will be given to distributed generation projects with full data access to the unified management and regulation of the Pinghu Electric Power Load Management Center.
(1) For new industrial and commercial rooftop photovoltaic power generation projects, a three-year power generation subsidy will be implemented from the date of grid-connected power generation, and a subsidy of 0.1 yuan/kWh will be given every year according to the actual power generation.
(2) For new rooftop photovoltaic power generation projects in public buildings and public facilities such as schools, hospitals, party and government organs, village communities, scenic spots, stations, etc., a three-year power generation subsidy will be implemented from the date of grid-connected power generation, and a subsidy of 0.15 yuan/kWh will be given every year according to the actual power generation.
(3) For the new "agriculture and photovoltaic complementation" photovoltaic power generation projects, a three-year power generation subsidy will be implemented from the date of grid-connected power generation, and a subsidy of 0.2 yuan/kWh will be given every year according to the actual power generation.
(4) Implement installation subsidies for community residents concentrated and contiguous distributed rooftop photovoltaic power generation projects, and give a one-time subsidy of 1 yuan/watt according to the installed capacity.
(5) For new distributed wind turbine projects, a three-year power generation subsidy will be implemented from the date of grid-connected power generation, and a subsidy of 0.15 yuan/kWh will be given every year according to the actual power generation.
2. Support the construction of new energy storage projects
Encourage the development of new energy storage and new power system demonstration projects with exemplary significance and effective peak regulation. Promote the high-quality development of energy storage with pilot demonstrations, and scientifically guide the construction of user-side energy storage projects.
(6) For energy storage projects with a single capacity of 2MWh or more, and the cumulative energy storage construction of the energy storage investor in the local area must reach 5MWh or more and has demonstrative significance, and the full data is connected to the municipal power load management center for unified management and control, a one-time subsidy will be given at a rate not exceeding 8% of the total amount of actual equipment investment, with a maximum limit of 3 million yuan.
3. Support the flexible load regulation and control of "virtual power plants".
Encourage the industrial and commercial fields to carry out the aggregation and control transformation of flexible load adjustable equipment such as air conditioners, expand the total load aggregation of "virtual power plants", and improve the city's flexible load regulation and control capacity.
(7) For the local demand response invitation initiated by the Pinghu Electric Power Load Management Center, according to the response load evaluation of the "virtual power plant" platform, if the response is judged to be effective, a subsidy of no more than 3 yuan/kWh will be given according to the average response electricity.
(8) Implement a one-time installation subsidy for units that install intelligent control equipment on flexible adjustable equipment such as air conditioners, and subsidize no more than 50 yuan/kW according to the maximum adjustable capacity of flexible (taking central air conditioning as an example: total power of heating < cooling > * 20%).
Fourth, support the energy-saving transformation of smart buildings
Build a demonstration application of smart buildings in Pinghu City, and actively promote the application of energy-saving service models such as contract energy management and comprehensive energy services in urban buildings.
(9) If the smart building energy-saving renovation project of the existing building meets the requirements of the energy-saving mode of the smart building after review, and the full amount of data is connected to the unified management and regulation of the municipal power load management center, a one-time subsidy of 10% will be given according to the actual investment of the project, with a maximum limit of 200,000 yuan.
5. Support the construction of rural public charging pile facilities
Improve the "14th Five-Year Plan" layout plan for electric vehicle charging facilities in the city, and scientifically distribute public charging facilities.
(10) For the rural public new energy vehicle charging and swapping facilities that are in line with the planning and construction and connected to the "municipal charging infrastructure intelligent service platform", subsidies will be given according to the rated charging power and the actual annual charging capacity, and the subsidy plan shall be formulated separately.
6. Relevant requirements
(11) The buildings (structures) of the photovoltaic project must comply with the relevant planning and meet the safety requirements. Rural community households must comply with the village plan, and the installation of photovoltaic must be reviewed by the village committee, and after being reviewed and approved by the natural resources and agriculture department of the town street, it must be reported to the Municipal Development and Reform Bureau for the record.
(12) Strictly control the quality requirements and operational efficiency of project construction.Photovoltaic modulesThe conversion rate of polysilicon must reach more than 18.4%, and monocrystalline silicon must reach more than 20%; The new energy storage project should be set up according to the working life of 10 years or more, and the performance of the main equipment should meet the relevant national standards and specifications; In principle, the efficiency of the AC side shall not be less than 85%, the depth of discharge shall not be less than 90%, the availability rate of the power station shall not be less than 90%, and the number of charging and discharging shall not be less than 6,000 times.
(13) The subsidy project shall be declared by the investment unit, and the Municipal Development and Reform Bureau, in conjunction with the Finance Bureau, the Municipal Power Supply Company and other departments.
(14) Article 7, 8, 9 and 10 The source of subsidy funds for the project is the subsidy from the higher level.
(15) The scope of subsidy projects involved in this policy opinion is: green and low-carbon energy projects that will be completed and put into operation from January 1, 2023 to December 31, 2025. If the photovoltaic project is connected to the grid before December 31, 2023, the "Several Opinions of the Office of the People's Government of Pinghu Municipality on Encouraging the Construction of a New Round of Photovoltaic Power Generation Projects" (Pingzheng Banfa [2021] No. 67) will still be implemented. If there is overlap or intersection between this policy and other policies of our city, it shall be implemented in accordance with the principle of preferential, high, and non-repetitive.
(16) These Opinions take effect on September 15, 2023.
