China Wind Power News Network: On June 4, the National Energy Administration issued a notice on doing a good job in the consumption of new energy and ensuring the high-quality development of new energy. The Notice requires:


Strengthen planning and management。 For 500 kV and above supporting power grid projects, the National Energy Administration organizes the adjustment of projects within the national power development plan every year, and opens up a "green channel" for key projects such as large-scale wind power and photovoltaic bases and water, wind and solar integration bases in river basins, and accelerates the promotion of a number of new energy supporting power grid projects. For supporting power grid projects below 500 kV, the provincial energy authorities should optimize the management process and do a good job in project planning and management; Combined with the development plan and project layout of distributed new energy, organize power grid enterprises to coordinate the preparation of distribution network development plans, scientifically strengthen the construction of distribution networks, and enhance the carrying capacity of distributed new energy.


Arrange the construction of new energy projects in an orderly manner。 The provincial-level energy authorities shall, in combination with the absorption capacity, scientifically arrange the development layout, production sequence and consumption direction of centralized new energy, guide and supervise the municipal (county) level energy authorities to reasonably arrange the development layout of distributed new energy, urge enterprises to do a good job in implementation, and strengthen the coordination between new energy and supporting power grid construction。 For the large-scale wind power and photovoltaic bases in the desert and Gobi desert areas included in the planning and layout plan, the construction of new energy projects should be promoted in accordance with the timing requirements of the relevant state departments on the construction of wind power and photovoltaic bases and supporting UHV channels.


Scientifically determine the target of new energy utilization rate in various places。 The provincial energy department shall, in conjunction with relevant departments, on the basis of scientifically carrying out the analysis of new energy consumption, fully consider factors such as new energy development, system carrying capacity, system economy, user affordability, etc., and fully connect with the power grid enterprises and power generation enterprises in the region to determine the new energy utilization target。 Some areas with better resource conditions can appropriately relax the target of new energy utilization, which is not less than 90% in principle, and carry out annual dynamic assessment according to the consumption situation.



Notice of the National Energy Administration on doing a good job in the consumption of new energy and ensuring the high-quality development of new energy

The energy bureaus of all provinces (autonomous regions and municipalities directly under the Central Government), the Development and Reform Commissions of relevant provinces (autonomous regions and municipalities directly under the Central Government) and the Xinjiang Production and Construction Corps, the Beijing Municipal Urban Management Commission, all dispatched agencies, and relevant power enterprises:


Doing a good job in the consumption of new energy under the new situation is an important part of planning and building a new energy system and a new power system, which is of great significance to increasing the proportion of non-fossil energy consumption and promoting the realization of the "double carbon" goal. In order to thoroughly implement the spirit of General Secretary Xi Jinping's important speech at the 12th collective study of the Political Bureau of the CPC Central Committee, improve the power system's ability to absorb new energy, ensure the large-scale development of new energy while maintaining a reasonable level of utilization, and promote the high-quality development of new energy, the relevant matters are hereby notified as follows.


1. Accelerate the construction of new energy supporting power grid projects


(1) Strengthen planning and management. For 500 kV and above supporting power grid projects, the National Energy Administration organizes the adjustment of projects within the national power development plan every year, and opens up a "green channel" for key projects such as large-scale wind power and photovoltaic bases and water, wind and solar integration bases in river basins, and accelerates the promotion of a number of new energy supporting power grid projects. For supporting power grid projects below 500 kV, the provincial energy authorities should optimize the management process and do a good job in project planning and management; Combined with the development plan and project layout of distributed new energy, organize power grid enterprises to coordinate the preparation of distribution network development plans, scientifically strengthen the construction of distribution networks, and enhance the carrying capacity of distributed new energy.


(2) Accelerate project construction. The competent departments of energy at all levels, in conjunction with the power grid enterprises, shall establish a project list for the new energy supporting power grid projects that have been included in the plan every year according to their authority, and accelerate the pre-approval, approval and construction work under the premise of ensuring safety, and the power grid enterprises shall report the progress of the project to the competent energy department on a quarterly basis, and at the same time send a copy to the corresponding national energy bureau dispatched agency where it is located。 Power grid enterprises bear the main responsibility for the construction of power grid projects, and shall work with power generation enterprises to determine the construction and commissioning sequence of new energy and supporting power grid projects, optimize investment plans, and make good connections with the progress of the preliminary work of the project, and shall not affect the project construction due to untimely funding arrangements. For new energy supporting transmission projects that have difficulties in the construction of power grid enterprises or do not match the timing of planning and construction, power generation enterprises are allowed to invest in construction, and after consultation and agreement between power grid enterprises and power generation enterprises, they may be repurchased by power grid enterprises in accordance with laws and regulations at an appropriate time。 In order to do a good job in the consumption of new energy in 2024, we will focus on promoting the construction of a number of supporting power grid projects (see Annexes 1 and 2 for details).


(3) Optimize the network connection process. Power grid enterprises should optimize the work process, simplify the review process, implement parallel processing, shorten the processing time, and further improve efficiency. In accordance with the relevant provisions of the state on the fair and open of the power grid, we should take the initiative to provide services for new energy access to the power grid, and accept applications for access to the power grid by means of "online acceptance" and "one-time notification".


2. Actively promote the improvement of system regulation capacity and the coordinated development of network sources


(4) Strengthen the capacity building of system regulation. Provincial-level energy authorities shall, in conjunction with the dispatched agencies of the National Energy Administration and relevant departments, carry out an analysis of the demand for power system regulation capacity according to the growth scale and utilization rate of new energy, formulate a plan for improving the regulation capacity of the power system in the region according to local conditions, and clarify the scale of new coal-fired power flexibility transformation, regulated power supply, pumped storage, new energy storage and load-side regulation capacity, as well as inter-provincial mutual aid and other adjustment measures, and organize their implementation。 The National Energy Administration, in conjunction with the preparation of the national electric power development plan, organizes and carries out the optimization of the layout of the inter-provincial system regulation capacity, and promotes the optimal allocation of regulation resources.


(5) Strengthen the assessment and identification of the effect of regulating resources. The provincial-level energy authorities shall, in conjunction with the dispatched agencies of the National Energy Administration, organize power grid enterprises and other units to carry out a comprehensive assessment of the effect of the flexibility transformation of coal-fired power units, determine the actual regulation capacity, analyze the operation situation, and put forward improvement requirements; Carry out the evaluation and identification of the regulation performance of various energy storage facilities, put forward management requirements, and ensure the regulation effect; Reasonably evaluate the scale and confidence of load-side regulation resources participating in system regulation, and continue to tap the potential.


(6) Arrange the construction of new energy projects in an orderly manner. The provincial-level energy authorities shall, in combination with the absorption capacity, scientifically arrange the development layout, production sequence and consumption direction of centralized new energy, guide and supervise the municipal (county) level energy authorities to reasonably arrange the development layout of distributed new energy, urge enterprises to do a good job in implementation, and strengthen the coordination between new energy and supporting power grid construction。 For the large-scale wind power and photovoltaic bases in the desert and Gobi desert areas included in the planning and layout plan, the construction of new energy projects should be promoted in accordance with the timing requirements of the relevant state departments on the construction of wind power and photovoltaic bases and supporting UHV channels.


(7) Effectively improve the grid-connected performance of new energy. Power generation enterprises should vigorously improve the grid-friendly performance of new energy, explore the application of new technologies such as long-term power forecasting, grid-building new energy, and various new energy storage, and improve the accuracy and active support capabilities of new energy power prediction. Power grid enterprises should actively cooperate with power generation enterprises to strengthen the sharing of basic information and historical data of provincial/regional new energy stations, and jointly promote the progress of new energy-friendly grid-connected technology. The National Energy Administration (NEA) has organized the revision of new energy grid-connected standards, clarified the grid-connected operation specifications of new energy, promoted the implementation and application of standards, improved the grid-connected performance of new energy, and promoted the high-quality development of new energy.


3. Give full play to the role of the power grid resource allocation platform


(8) Further enhance the ability of power grid resource allocation. Power grid enterprises should further increase the proportion of new energy transmitted through inter-provincial and inter-regional transmission channels in combination with the construction of new energy bases; Adjust the operation mode in a timely manner according to the needs of new energy consumption, strengthen inter-provincial mutual assistance, and expand the scope of consumption; Comprehensively improve the observable, measurable, adjustable and controllable capacity of the distribution network; Improve scheduling and operation procedures, promote the fair use of various regulatory resources and give full play to regulatory capabilities; Build an intelligent dispatching system to improve the power grid's ability to regulate and control a high proportion of new energy. Promote the construction of new energy microgrids and renewable energy local area networks according to local conditions, and improve the capacity of distributed new energy consumption.


(9) Give full play to the role of the electricity market mechanism。 Provincial-level energy authorities, dispatched agencies of the National Energy Administration and relevant departments shall accelerate the construction of an electricity market mechanism compatible with the characteristics of new energy in accordance with their duties。 Optimize the inter-provincial power trading mechanism, and according to the contract, allow the power transmission party to complete the power transmission plan by purchasing new energy electricity from the receiving province during the period when the electricity price of the receiving province is low. Accelerate the construction of the electricity spot market, and further promote the participation of new energy in the electricity market。 Break down inter-provincial barriers, and inter-provincial new energy trading shall not be restricted. Explore distributed new energy to participate in market transactions in an orderly and fair manner through aggregation, agency and other means. Establish and improve the regional electricity market, and optimize the space for peak staggering and mutual assistance between provinces in the region and the ability to share resources.


Fourth, scientifically optimize the target of new energy utilization


(10) Scientifically determine the target of new energy utilization in various places. The provincial energy department shall, in conjunction with relevant departments, on the basis of scientifically carrying out the analysis of new energy consumption, fully consider factors such as new energy development, system carrying capacity, system economy, user affordability, etc., and fully connect with the power grid enterprises and power generation enterprises in the region to determine the new energy utilization target。 Some areas with better resource conditions can appropriately relax the target of new energy utilization, which is not less than 90% in principle, and carry out annual dynamic assessment according to the consumption situation.


(11) Optimize the target management method of new energy utilization rate. The provincial-level energy authorities shall assume overall responsibility for the new energy utilization rate target in the region, and organize relevant units to study and propose the new energy utilization rate target for the current year in accordance with relevant principles in the first quarter of each year。 The new energy utilization rate target of each province shall be copied to the National Energy Administration, and copied to the corresponding National Energy Administration dispatched agency where it is located, and the National Energy Administration shall carry out national overall planning in conjunction with relevant units, and adjust the targets of some provinces if necessary.


(12) Strengthen the implementation of new energy utilization targets. The provincial-level energy authorities shall determine the annual development plan and supporting consumption plan for new energy in accordance with the weight target of renewable electricity consumption responsibility and the new energy utilization target of the current year。 The annual development plan of new energy should determine the scale of development by region, the centralized new energy should be specific to the project and the timing of production, and the consumption plan should clarify the arrangements for various adjustment capacity building, measures to expand the consumption space and implementation effects. Power grid enterprises should further consolidate their responsibilities and continue to improve consumption safeguard measures around the target of new energy utilization. For provinces where the actual utilization rate does not reach the target, the National Energy Administration will supervise and rectify it by means of interviews and notifications.


Fifth, do a solid job in the statistical management of new energy consumption data


(13) Unify the statistical caliber of new energy utilization rate. Power generation and power grid enterprises shall strictly implement the statistical methods for the available power generation and restricted electricity of wind farms and photovoltaic power stations stipulated in the National Energy Administration's "Measures for the Monitoring and Statistical Management of Wind Farm Utilization" (National Energy Development New Energy Gui [2022] No. 49) and the "Measures for the Monitoring and Statistical Management of Photovoltaic Power Plant Consumption" (National Energy Development New Energy Gui [2021] No. 57) (hereinafter referred to as the "Measures"), and the utilization rate of new energy shall be calculated according to the situation that only considers the limited electricity due to system reasons. Power grid enterprises shall clarify and publish the identification standards and calculation instructions for the limited amount of electricity for special reasons。


(14) Strengthen the verification of new energy consumption data. Power generation and power grid enterprises shall, in strict accordance with the requirements of the "Measures", report to the National New Energy Power Consumption Monitoring and Warning Center basic data such as the scale of new energy grid connection, utilization rate and available power generation, actual power generation, limited electricity, and limited electricity for special reasons, and cooperate with the National New Energy Power Consumption Monitoring and Early Warning Center to do a good job in data statistics verification. The National New Energy Power Consumption Monitoring and Early Warning Center, together with the National Renewable Energy Information Management Center, shall jointly carry out the statistical verification of new energy consumption data, and report the new energy consumption situation to the National Energy Administration。


(15) Strengthen information disclosure and statistical supervision. In strict accordance with the requirements of the Measures, power grid enterprises at all levels shall disclose basic data such as utilization rate and available power generation, actual power generation, restricted electricity and limited electricity for special reasons to wind farms and photovoltaic power stations within the dispatching scope of their power dispatching agencies on a monthly basis。 The National Energy Administration dispatched agencies to supervise and inspect the statistical work of new energy consumption data of power generation and power grid enterprises, and urge relevant units to truthfully count and disclose data.


6. Carry out monitoring, analysis and supervision of new energy consumption on a regular basis


(16) Strengthen monitoring, analysis, and early warning. The National Energy Administration (NEA) organizes the National New Energy Power Consumption Monitoring and Early Warning Center and the National Renewable Energy Information Management Center to carry out monthly consumption monitoring, semi-annual analysis and consultation, and annual consumption assessment. Comprehensively track and analyze the national new energy consumption situation, study the problems of difficult areas for new energy consumption, and urge all units to implement the division of labor according to their responsibilities. In the first quarter of each year, we should do a good job in summarizing the new energy consumption work of the previous year, calculate the new energy utilization rate and new energy consumption space of each province in the current year on a rolling basis, and simultaneously carry out the medium and long-term cycle (3-5 years) calculation, and put forward measures and suggestions.


(17) Carry out supervision of new energy consumption. The National Energy Administration and its dispatched agencies regard the supervision of new energy consumption as an important regulatory content, focusing on the implementation of consumption measures and carrying out supervision on a regular basis around the requirements of consumption work. Strengthen the supervision of cross-provincial consumption measures for new energy, and urge relevant units to cancel unreasonable restrictive measures.


All localities and units should conscientiously do a good job in the consumption of new energy in accordance with the above requirements, and report to the National Energy Administration in a timely manner in case of major events.

The "Notice" is now interpreted from three aspects.


1. Background


In recent years, the National Energy Administration has continued to do a good job in the consumption of new energy, vigorously promoted the construction of inter-provincial transmission channels, strong backbone grids and distribution networks, continuously improved the regulation capacity of the power system, expanded the market-based trading of new energy, and promoted the rapid development and efficient use of new energy. In 2023, the utilization rate of wind power and photovoltaic power generation in China will be 97.3%, maintaining a high level. In the past two years, the development of new energy has further accelerated, and by the end of April 2024, the cumulative installed capacity of wind power and photovoltaic power generation in China has exceeded 1.1 billion kilowatts, a year-on-year increase of about 38%, and the demand for consumption has increased significantly. In order to adapt to the rapid growth of new energy and ensure the high-quality development of new energy, it is necessary to optimize and improve the policies and measures for new energy consumption, consolidate the foundation, consolidate achievements, reform and innovation, and promote the construction of new energy supply and consumption system with high-quality consumption.


The "Notice" puts forward measures to do a good job in consumption in view of the coordinated development of network sources, the improvement of regulation capacity, the allocation of power grid resources, the optimization of new energy utilization targets and other key directions that need to be improved, which is of great significance for planning and building a new energy system, building a new power system, and promoting the realization of the "double carbon" goal.


Second, key tasks


The "Notice" puts forward four key tasks.


The first is to accelerate the construction of new energy supporting power grid projects. With the large-scale integration of new energy into the grid, the demand for supporting power grid construction has risen sharply, and it is necessary to speed up the planning and construction of supporting power grids and optimize the grid connection process. The "Notice" proposes to strengthen planning and management, and puts forward improvement requirements for the planning and management of supporting power grid projects and distribution networks of 500 kV and above, and below 500 kV. System regulation capacity building is an important guarantee for new energy consumption, and it needs to be coordinated with the development of new energy. The "Notice" proposes to strengthen the capacity building of the system, and the provincial energy authorities, together with the dispatched agencies of the National Energy Administration and relevant departments, shall carry out the analysis of the demand for the regulation capacity of the power system according to the growth scale and utilization rate of new energy, and formulate a plan to improve the regulation capacity of the region according to local conditions. The "Notice" clearly strengthens the evaluation and identification of the effect of regulating resources, and carries out a comprehensive assessment of the flexibility transformation effect of coal-fired power units, the regulation performance of various energy storage facilities, and the scale and confidence of load-side regulation resources participating in the regulation system. The National Energy Administration organizes the revision of new energy grid-connected standards.


The third is to give full play to the role of the power grid resource allocation platform. Under the new situation, in order to expand the scope of new energy consumption, it is necessary to flexibly adjust the dispatching and operation mode to improve the ability of inter-provincial mutual assistance and resource sharing. The "Notice" proposes to further enhance the ability of power grid resource allocation, power grid enterprises to further increase the proportion of new energy transmitted through inter-provincial and inter-regional transmission channels, strengthen inter-provincial mutual aid, comprehensively improve the observable, measurable, adjustable and controllable ability of the distribution network, fairly mobilize all kinds of regulatory resources, and build an intelligent dispatching system. The "Notice" emphasizes giving full play to the role of the electricity market mechanism, accelerating the construction of an electricity market mechanism that is compatible with the characteristics of new energy, and further promoting the participation of new energy in the electricity market. Optimize the inter-provincial power trading mechanism, and according to the contract, allow the power transmission party to complete the power transmission plan by purchasing new energy electricity from the receiving province during the period when the electricity price of the receiving province is low.

From the perspective of system optimization, the utilization rate of new energy is related to the cost of new energy LCOE, the cost of consumption measures and other factors. The "Notice" proposes to scientifically determine the utilization rate targets of new energy in various places, fully consider factors such as new energy development, system carrying capacity, system economy, and user affordability, and make overall plans to determine the utilization rate targets of sub-regions. Some areas with better resource conditions can be appropriately relaxed, in principle, not less than 90%, and carry out annual dynamic assessment according to the consumption situation. The "Notice" clearly optimizes the management method of new energy utilization rate targets, and the provincial energy authorities assume overall responsibility for the new energy utilization rate targets in their own regions, and organize relevant units to study and propose new energy utilization targets for the year in the first quarter of each year in accordance with relevant principles. The National Energy Administration, in conjunction with relevant units, shall carry out national overall planning. The "Notice" emphasizes the strengthening of the implementation of new energy utilization targets, and requires provincial energy authorities to determine the annual development plan and supporting consumption plan of new energy according to the weight of renewable energy power consumption responsibility and the new energy utilization rate target. Power grid enterprises should continue to improve consumption safeguard measures around the target of new energy utilization rate。


3. Management measures


The first is to do a solid job in the statistical management of new energy consumption data. Power generation and power grid enterprises shall strictly implement the statistical methods for the available power generation and limited electricity of wind farms and photovoltaic power stations stipulated in the relevant documents, and unify the statistical caliber of new energy utilization rate。 The National New Energy Electricity Consumption Monitoring and Early Warning Center, in conjunction with the National Renewable Energy Information Management Center, shall do a good job in the statistical verification of new energy consumption data。 Power grid enterprises at all levels should strengthen the disclosure of data related to new energy consumption。


The second is to carry out monitoring, analysis and supervision of new energy consumption on a regular basis. The National Energy Administration organizes relevant units to carry out monthly consumption monitoring, semi-annual analysis and consultation, and annual consumption assessment. The National Energy Administration and its dispatched agencies regard the supervision of new energy consumption as an important regulatory content, focus on the implementation of consumption measures around the requirements of consumption work, carry out supervision on a regular basis, and focus on strengthening the supervision of new energy cross-provincial consumption measures.
