How to accelerate the comprehensive realization of green transformation is to accelerate the promotion of four measures with the goal of carbon peak and carbon neutrality as the traction.

First, it is to accelerate the construction and implementation of a dual control system for total carbon emissions and intensity. In the past, we were a dual control system for energy consumption, but now we have fully shifted to a dual control system for carbon emissions. This is the "baton" of comprehensive green transformation. The "Proposal" proposes to steadily implement local carbon assessment, industry carbon control, enterprise carbon management, project carbon evaluation, product carbon footprint and other systems, and establish and improve the incentive and restraint system covering various subjects.

Second, accelerate the green and low-carbon transformation of energy. This is the "bull's nose" of comprehensive green transformation. We will accelerate the construction of a new energy system, and by the end of the 15th Five-Year Plan, most of the new electricity demand will be met by new clean energy power generation, so that more green electricity can cross the mountains and seas and light up thousands of homes. There are three key tasks: first, to develop non-fossil energy with greater efforts, accelerate the construction of clean energy bases such as northwest wind power photovoltaic, southwest hydropower, offshore wind power, and coastal nuclear power, and develop new energy such as biomass energy, geothermal energy, and marine energy according to local conditions; second, promote the clean and efficient use of fossil energy, and promote the transformation of coal power from basic guarantee power source to supporting regulated power source; The third is to accelerate the construction of a new power system to ensure that green electricity is generated, the power grid can be connected, and the terminals are used well.

The third is to accelerate the green and low-carbon transformation of the industrial structure. This is actually to increase the "gold content" of the economy by increasing the "green content" of the industry. According to estimates, the scale of our country's green and low-carbon industry is about 11 trillion yuan, and there is still room for doubling or even greater growth in the next five years, especially during the "15th Five-Year Plan" period, striving to build about 100 national zero-carbon parks, which will bring huge development space for the green and low-carbon industry. We will deeply implement special actions for energy conservation and carbon reduction in key industries such as steel, nonferrous metals, and petrochemicals, and strive to save more than 150 million tons of standard coal, which can reduce carbon dioxide emissions by about 400 million tons.

Fourth, accelerate the green and low-carbon transformation of production and lifestyle. This is closely related to each of us and is the foundation of comprehensive green transformation. In terms of production, we will further promote cleaner production, implement large-scale equipment renewal, vigorously develop the circular economy, and strive to achieve an annual utilization of about 4.5 billion tons of bulk solid waste by 2030. In terms of life, we will widely carry out green and low-carbon national actions, vigorously advocate food saving, water saving, electricity conservation and domestic waste classification, vigorously promote green and low-carbon lifestyles and green and low-carbon products, and build a beautiful home and a beautiful China with green life.

In addition, it also mentioned the market, which is to build a strong domestic market. The economy of a large country is dominated by domestic demand, the market is the most scarce resource in the world today, and a strong domestic market is the strategic support of Chinese-style modernization. The "Proposal" proposes to adhere to the strategic basis of expanding domestic demand, deploys three key tasks, and implements them well, and grasps the three keys of "expanding increments, improving efficiency, and smoothing the cycle".

The first is to expand the increment. our country has both space and potential to expand domestic demand. The "Proposal" proposes to adhere to the close combination of benefiting people's livelihood and promoting consumption, investing in things and investing in people, deeply implement special actions to boost consumption, expand service consumption, and promote the expansion and upgrading of commodity consumption; Measures such as maintaining reasonable investment growth, promoting the construction of "double" projects with high quality, implementing a number of major landmark projects, and improving the long-term mechanism for private enterprises to participate in the construction of major projects will expand domestic demand in an all-round way and promote our country's economy to continue to improve.

The second is to improve efficiency. The annual scale of fixed asset investment in our country has reached 50 trillion yuan, but the tasks of benefiting people's livelihood, making up for shortcomings, and cultivating kinetic energy are still very heavy. In this regard, the "Proposal" proposes measures such as optimizing the structure of government investment, increasing the proportion of government investment in people's livelihood, making overall use of various types of government investment, and strengthening the management of the whole process of government investment, which will better play the leverage role of government investment and continuously enhance the comprehensive benefits of investment.

The third is to smooth the cycle. With a unified market, the cycle can be smoothed. The negative list of market access in our country has been reduced from 328 in the past to 106 at present, and more than 4,200 policy measures that hinder the flow of factors have been cleared, but there are still many blockages and stuck points. In this regard, the "Proposal" proposes measures such as unifying the basic market system rules, breaking down local protection and market segmentation, standardizing the economic promotion behavior of local governments, unifying market supervision and law enforcement, and comprehensively rectifying "involution" competition, which will more effectively break down various market obstacles and fully release our country's super-large-scale market dividends.
