On November 10, the National Development and Reform Commission and the National Energy Administration issued guidance on promoting the consumption and regulation of new energy.
The overall requirements of the opinions are that by 2030, a collaborative and efficient multi-level new energy consumption regulation and control system will be basically established to ensure the smooth connection, diversified utilization and efficient operation of new energy, and the demand for new electricity consumption will be mainly met by new energy power generation. The adaptability of the new power system has been significantly enhanced, the system regulation capacity has been greatly improved, the mechanism for promoting new energy consumption in the electricity market has been more sound, and the cross-provincial and cross-regional new energy transactions have become smoother, meeting the country's demand for reasonable consumption of more than 200 million kilowatts of new energy every year, and helping to achieve the goal of carbon peaking. By 2035, a new power system adapted to a high proportion of new energy will be basically completed, the new energy consumption regulation and control system will be further improved, the national unified power market will play a fundamental role in the allocation of new energy resources, and new energy will be optimized and efficiently consumed nationwide to support the realization of the nationally determined contribution target.
Specific measures include coordinating the delivery and local consumption of the "Shage Huang" new energy base, optimizing the integrated development and consumption of water, wind and solar bases, promoting the standardized and orderly development and consumption of offshore wind power, scientifically and efficiently promoting the development and consumption of centralized new energy in the province, and actively expanding the development and consumption space of distributed new energy.

In order to fully implement the spirit of the 20th National Congress of the Communist Party of China and the 20th Plenary Session of the Communist Party of China, implement the Energy Law of the People's Republic of China, improve the policies and measures for new energy consumption and regulation, and strongly support the construction of new energy systems and new power systems, the following opinions are hereby put forward.
1. General requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the new energy security strategy of "four revolutions and one cooperation", adhere to the system concept, classified policies, diversified consumption, market guidance, safety-based, and innovation-driven, improve new energy consumption measures, optimize system regulation, and promote high-quality consumption of new energy while large-scale development. By 2030, a collaborative and efficient multi-level new energy consumption regulation and control system will be basically established to continue to ensure the smooth connection, diversified utilization and efficient operation of new energy, and the demand for new electricity consumption will be mainly met by new energy power generation. The adaptability of the new power system has been significantly enhanced, the system regulation capacity has been greatly improved, the mechanism for promoting new energy consumption in the electricity market has been more sound, and the cross-provincial and cross-regional new energy transactions have become smoother, meeting the country's demand for reasonable consumption of more than 200 million kilowatts of new energy every year, and helping to achieve the goal of carbon peaking. By 2035, a new power system adapted to a high proportion of new energy will be basically completed, the new energy consumption regulation and control system will be further improved, the national unified power market will play a fundamental role in the allocation of new energy resources, and new energy will be optimized and efficiently consumed nationwide to support the realization of the nationally determined contribution target.
2. Classified guidance of new energy development and consumption
(1) Coordinate the delivery and local consumption of the "Shage Huang" new energy base. Fully implement the decision-making and deployment of the Party Central Committee's work on desertification prevention and control and the development and layout plan of the "Shage Huang" new energy base, and promote the simultaneous delivery and local consumption of the "Shage Huang" new energy base. Focus on deserts, Gobi, deserts, desertification, salinization and other areas to rationally lay out delivery bases and improve the economy of the bases. Establish a national strategic responsibility system for the implementation of the sending and receiving end, and strengthen the responsibility for the consumption of new energy at the receiving end. Through the integrated development of new energy, the industrial gradient transfer in the eastern region, and the tapping of consumption potential in the western region, we will promote the large-scale local consumption of the "Shage Huang" new energy base.
(2) Optimize the integrated development and consumption of water, wind and solar bases. Relying on the large-scale hydropower base in southwest China, fully consider the characteristics of hydropower regulation and optimize the allocation of new energy. For qualified existing hydropower transmission channels, reasonably increase the allocation of new energy and improve the utilization level of channels. Combined with the development of Yaxia hydropower base, optimize and demonstrate the allocation of new energy and the delivery and consumption plan.
(3) Promote the orderly development and consumption of offshore wind power standards. Implement the requirements for the high-quality development of the marine economy, scientifically lay out offshore wind power, continue to promote the development of offshore wind power, and promote the construction of deep-sea wind power bases in an orderly manner. Coordinate and optimize the offshore power transmission network, intensively lay out submarine cable corridors and landing points, and realize the centralized transmission of offshore wind power bases, mainly in coastal areas for consumption.
(4) Scientifically and efficiently promote the development and consumption of centralized new energy in the province. Comprehensively consider resource conditions and electricity consumption growth, combined with the implementation requirements of the responsibility weight of renewable energy power consumption, scientifically lay out centralized new energy in the province, optimize the development structure, reasonably grasp the construction rhythm, strengthen regulation capacity building, improve the carrying capacity of the power grid, and ensure the efficient consumption of new energy. Do a good job in the pilot census of new energy resources.
(5) Actively expand the development and consumption space of distributed new energy. Fully tap the potential of distributed new energy resources and expand distributed new energy development scenarios. Enhance the self-regulation ability of distributed new energy and increase the proportion of spontaneous self-consumption. Revise the evaluation standards for the carrying capacity of distributed new energy grid connection to release the open capacity of public power grids to accept distributed new energy.
3. Vigorously promote the innovation and development of new energy consumption models and new formats
(6) Innovate the integrated development model of new energy. Research and formulate policies and measures to promote the integrated development of new energy, support new energy resource-rich areas such as "Shage Wasteland" to strengthen the coordination of the upstream and downstream industrial chains of new energy, and establish an integrated development industrial system. Improve the application level of green electricity in new energy equipment manufacturing and realize "green for green". Coordinate the layout of green fuel production, storage, transportation and other green fuel production, storage, transportation and other integrated industries to create a "flexible load". Promote the construction of zero-carbon parks.
(7) Promote the integrated development of new energy and industry. Actively promote the coordinated docking of industrial gradient transfer and local consumption of new energy bases in the eastern region, and promote the transfer of high-capacity industries to the advantageous areas of clean energy in the west in a steady and orderly manner. Encourage traditional industries to innovate processes, improve load flexibility, and use more new energy in heat, heating, cooling, power and other links. Support areas rich in new energy resources to realize the integrated development of strategic emerging industries such as information technology, high-end equipment manufacturing, and new materials with new energy. Strengthen the coordinated planning, layout and optimized operation of new energy and computing power facilities, and promote the green development of computing power facilities.
(8) Support the development of new energy consumption and new formats. Promote the healthy and sustainable development of new energy consumption and new formats such as source-grid-load-storage integration, direct connection of green electricity, smart microgrids, and incremental distribution networks for new energy access, support the nearby access of new energy, and improve the level of green electricity consumption and power supply guarantee in industrial parks, buildings, export-oriented enterprises, and high-capacity enterprises. Formulate and improve support policies, management systems and technical standards by category, strengthen overall coordination with power grid planning, clarify the interface with public grid safety, economic and social responsibility, improve self-balancing and self-regulation capabilities, and exclude new energy abandonment from statistics.
Fourth, enhance the adaptation ability of new power systems to new energy
(9) Accelerate the improvement of system regulation capabilities. Actively promote the construction of leading reservoir power stations and the expansion and capacity increase of hydropower in the basin. Accelerate the construction of pumped storage power stations and give full play to multiple roles such as peak shaving and valley filling. Vigorously promote the construction of new energy storage with advanced technology, safety and efficiency, tap the potential of new energy storage regulation, and improve the level of utilization. Moderately lay out peak shaving gas and electricity. Build CSP power stations according to local conditions. Promote the transformation and upgrading of a new generation of coal power, and promote new energy to replace coal-fired captive power plants for power generation. Give full play to the role of virtual power plants in aggregating load-side adjustment resources, and expand the large-scale application of vehicle-network interaction.
(10) Improve the ability of the power grid to accept new energy. Accelerate the construction of a new power grid platform with main distribution and micro coordination to improve the carrying capacity of the power grid. Optimize the national power flow, further expand the scope of new energy resource allocation, and steadily increase the scale of cross-provincial and cross-regional transmission channels. Make full use of the complementary characteristics of inter-regional and inter-provincial regulated resources and new energy output, rationally lay out flexible mutual aid power grid projects, and improve mutual aid capabilities. Strengthen the construction of the main grid of the power grid and improve the grid-connected acceptance capacity of new energy. Vigorously promote the construction and intelligent upgrading of distribution networks, and accelerate the construction of new distribution systems that adapt to large-scale distributed new energy access. Promote the coordinated development of smart microgrids and large grids according to local conditions.
(11) Optimize the new energy regulation and control model. Build a new power dispatching system, further clarify the regulatory relationship and scope of responsibilities of dispatching agencies, power grids at all levels, centralized new energy, distributed new energy, etc., strengthen the strength of municipal and county-level dispatching agencies, and comprehensively improve the level of observable, measurable, adjustable, controllable capabilities and intelligent regulation. Explore the collaborative regulation mode of new energy bases, water, wind and solar bases, and offshore wind power base clusters, and accelerate the call of the integrated output curve of new energy and energy storage in the station. Revise the power dispatching management system and strengthen power dispatching supervision.
(12) Strengthen the safety governance of new power systems. Strengthen the analysis of power grid safety and stability in the planning stage of new energy bases and the safety and stability management of power grids in the operation stage. Deepen the risk management and control of active distribution network operation, and establish and improve risk identification, monitoring and control systems. Improve the network-related security management system for new energy and new grid-connected entities, strengthen the full-cycle control of network-related security performance and parameters, strictly implement network-related performance evaluation procedures, standardize grid-connected access and operation management, and strengthen network security control.
5. Improve the national unified electricity market system to promote the consumption of new energy
(13) Expand the market-oriented system for multi-level new energy consumption. Adapt to the fluctuating characteristics of new energy output, shorten the medium and long-term transaction cycle, achieve flexible and continuous transactions, promote the multi-year power purchase agreement mechanism, and stabilize the long-term consumption space. Give full play to the functions of the spot market, strengthen the connection with the demand-side response mechanism, guide the system to regulate resources to actively participate in the regulation, improve the user-side participation in the spot market trading mechanism, and stimulate the potential of flexible adjustment on the user-side. Rationally set up the trading varieties of power auxiliary services, improve the cost diversion mechanism to the user side, and promote the smooth operation of the system in the process of large-scale development of new energy. Consolidate the "basic plate" of new energy inter-provincial consumption with inter-provincial medium and long-term transactions, flexibly respond to the short-term consumption needs of new energy with inter-provincial spot transactions and inter-provincial mutual aid transactions within the region, and promote the normalization of new energy power trading across power grid business areas.
(14) Improve the rule system to adapt to the participation of new energy in the electricity market. Promote the establishment of trading rules for the "Shage Wilderness" and the integrated model of water, wind and solar energy bases to participate in the market; Support new entities such as distributed new energy, energy storage, and virtual power plants to participate in the electricity market through aggregation and direct trading; Research and promote new energy, users and other entities to participate in direct transactions in the cross-provincial and cross-regional electricity market; Promote the construction of market quotation methods that conform to the characteristics and distribution pattern of new energy power generation. Improve the price limit and other mechanisms in the electricity market, and give full play to the role of price signals in guiding the consumption of new energy. Actively promote the high-quality development of the green certificate market, promote the synergy of the "electricity-certificate-carbon" market, and scientifically reflect the environmental value of new energy.
(15) Innovate the price mechanism to promote the consumption of new energy. Establish and improve the cross-provincial and cross-regional new energy transmission price formation and adjustment mechanism, and encourage the overall formation of power transmission prices for various power sources in new energy delivery bases. Improve the flexibility of the transmission price mechanism of cross-provincial and cross-regional channels, and study the price mechanism related to offshore wind power transmission projects. Implement and improve the electricity price mechanism to promote the nearby consumption of new energy. Improve and improve the electricity price mechanism for regulated resource capacity such as coal power, pumped storage, and new energy storage. Accelerate the effective transmission of market price signals to end users, improve the retail market price mechanism that reflects the difference in time-of-use value, and study and improve the time-of-use electricity price mechanism for residents.
6. Strengthen the support for technological innovation in new energy consumption
(16) Breakthrough in new energy efficient power generation and utilization technology. Strengthen the research and development of high-efficiency and low-cost photovoltaic and wind power technologies, and pilot the construction of ultra-high-power deep-sea wind turbines. Accelerate the improvement of power prediction accuracy at different time scales such as ultra-short-term, short-term, medium-term and long-term power prediction of new energy.
(17) Flexible adjustment technology of the research system. Innovate and apply various technical routes such as flow batteries, compressed air energy storage, and gravity energy storage to accelerate breakthroughs in large-capacity long-term energy storage technology. Promote new pumped storage power stations with variable speed adjustment capabilities. Deepen the application of virtual power plant coordinated operation control technology and diversified trading technology, and expand the application of new flexible load adjustment technology. Accelerate the pilot application and promotion of the new generation of coal power.
(18) Strengthen power grid operation technology. Strengthen research on efficient simulation and stable operation control technology of power systems with a high proportion of renewable energy and power electronic equipment. Pilot tests of high-proportion new energy UHV flexible DC transmission, large-capacity and high-voltage offshore flexible DC submarine cable transmission technology, and multi-terminal DC island operation technology. Improve the technical level of power collection and stable operation of weak transmission systems in new energy bases. Promote network-based control technology to improve the network-related performance and active support capabilities of new energy. Accelerate the revision of new energy grid connection technical standards.
(19) Upgrade intelligent control technology. Accelerate the application of advanced technologies such as artificial intelligence, big data, and cloud computing in the collaboration of main and microgrids. Promote the application of state perception technology to improve the dynamic perception ability of power grids for scattered resources. Accelerate the application of massive source-grid-load-storage resource aggregation control technology, and improve the collaborative regulation and control technology of new energy bases.
7. Safeguard measures
(20) Optimize the management mechanism of new energy consumption. Strengthen the guiding role of planning, set new energy utilization targets in different regions in the five-year power development plan, scientifically coordinate the development and consumption of new energy, and coordinate the planning and layout of new energy and supporting power grids, and regulate capacity building. Improve the evaluation method of new energy consumption, and promote the gradual transformation of new energy consumption assessment from a single new energy utilization index to a comprehensive evaluation index system. All provincial energy authorities have scientifically carried out the formulation of annual new energy utilization targets and the outlook for the next three years, and clarified the annual new energy development and consumption plan. According to the new energy utilization rate target and the renewable energy power consumption responsibility weight target, the annual new development scale of grid-connected new energy (including distributed new energy) will be determined as a whole. Implement the minimum proportion of renewable energy consumption targets, accelerate the establishment of a green certificate consumption mechanism that combines compulsory consumption and voluntary consumption, and further consolidate the responsibility for renewable energy electricity consumption.
(21) Clarify the division of responsibilities. The National Development and Reform Commission and the National Energy Administration will coordinate the promotion of new energy consumption and regulation, and guide provinces to optimize the utilization rate of new energy and the scale of development. The provincial energy authorities are the main body responsible for coordinating and ensuring the consumption of new energy in the region, comprehensively organizing and implementing various consumption measures to achieve the consumption goals. Power grid enterprises are the main responsible units for ensuring the connection and regulation and operation of new energy, and continue to strengthen the construction of power grids and optimize system operation. Power generation enterprises will improve the reliable substitution capacity of new energy and strengthen the construction of regulated resources. All kinds of business entities actively participate in the interaction of the power system.
(22) Strengthen monitoring and supervision and target implementation. Optimize the release of new energy utilization statistics, and improve the management methods for monitoring and statistical management of new energy utilization rate as needed. All provincial energy authorities should establish a full-cycle monitoring and early warning mechanism for new energy "planning-construction-grid-consumption", timely analyze the consumption of new energy in the region, and scientifically demonstrate the scale of new energy new energy connection to avoid a sharp decline in new energy utilization rate in areas where the utilization rate of new energy has declined significantly or has not completed the utilization rate target. The National Energy Administration dispatched agencies to carry out normalized supervision on the implementation of new energy consumption and regulation policies and measures, and report major matters in a timely manner.
