With the consent of the People's Government of the Autonomous Region, the "Implementation Plan for the Guarantee of Renewable Energy Electricity Consumption in the Inner Mongolia Autonomous Region" is hereby issued to you, please conscientiously implement it.

In order to accelerate the construction of a clean, low-carbon, safe and efficient energy system, promote the development and utilization of renewable energy, and do a good job in the implementation of the renewable electricity consumption guarantee mechanism in the autonomous region, according to the notice of the National Development and Reform Commission and the National Energy Administration on establishing and improving the guarantee mechanism for renewable electricity consumption (Fagai Energy [2019] No. 807) and the notice of the General Office of the National Development and Reform Commission and the General Department of the National Energy Administration on printing and distributing the outline of the implementation plan for the provincial renewable electricity consumption guarantee (Development and Reform Office Energy[ 2020 [No. 181] and the "Notice of the National Development and Reform Commission and the National Energy Administration on Printing and Distributing the Responsibility Weight of Renewable Energy Electricity Consumption in 2020 in All Provincial-level Administrative Regions" (Fagai Energy [2020] No. 767), combined with the actual situation of the autonomous region, this plan is formulated.

1. General requirements

(1) Guiding ideology

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th, and 5th Plenary Sessions of the 19th CPC Central Committee, conscientiously implement the spirit of General Secretary Xi Jinping's important speech on energy work in Inner Mongolia, thoroughly implement the new energy security strategy of "four revolutions and one cooperation", focus on the green and low-carbon transformation and development goal of "carbon peak-carbon neutrality" energy, and accelerate the construction of a clean, low-carbon, safe and efficient modern energy system. Establish and improve an efficient restraint mechanism for ensuring the consumption of renewable electricity, and promote the sustained, healthy, and high-quality development of renewable energy in the autonomous region。

(2) Work objectives

In 2020, the autonomous region will achieve the annual renewable electricity consumption responsibility weight target set by the state, with the autonomous region's total consumption responsibility weight at a minimum of 18.0%, and the non-hydropower consumption responsibility weight at least 16.5%; The weight of the incentive total consumption responsibility was 19.7%, and the incentive non-hydropower consumption responsibility weight was 18.2%.

In the future, the annual targets and tasks shall be adjusted according to the annual consumption responsibility weight target issued by the state. Vigorously develop new energy, further increase the capacity of renewable electricity consumption, and strive to achieve more than 25% of the total renewable electricity consumption responsibility in the region by 2025, so as to promote the high-quality development of renewable energy in the autonomous region.

Second, the weight distribution of consumption responsibility

(1) The principle of distribution

1. The weight of the autonomous region's consumption responsibility is divided according to the business area of Inner Mongolia Electric Power Company and the business area of State Grid Mengdong Electric Power Company.

2. Each market entity (including captive power plants) that bears the responsibility for consumption shall belong to the corresponding business area according to the region where it is located.

3. In principle, the weight of the consumption responsibility borne by market entities in the same business area shall be allocated according to the same weight.

(2) Distribution plan

The Energy Bureau of the Autonomous Region shall, in accordance with the annual consumption responsibility weight target tasks issued by the state, formulate a plan for the distribution of consumption responsibility weights on an annual basis。 In 2020, the minimum total consumption responsibility weight in the operating area of Inner Mongolia Electric Power Company was 17.7%, and the minimum non-hydropower consumption responsibility weight was 16.2%; The minimum total consumption responsibility weight in the business area of State Grid Mengdong Electric Power Company is 22.1%, and the minimum non-hydropower consumption responsibility weight is 21.6%; The weight of incentive consumption responsibility is 1.1 times of the weight of the minimum consumption responsibility.

The weighting scheme for each market entity that bears the responsibility for consumption is as follows:

1. Power grid enterprises shall bear the weight of consumption responsibilities corresponding to their annual electricity sales。

2. All kinds of enterprises that directly supply (sell) electricity to power users, independent electricity sales companies, and electricity sales companies with the right to distribute electricity (hereinafter referred to as "distribution and sales companies", including incremental distribution project companies) shall bear the weight of consumption responsibility corresponding to their annual supply (sale) of electricity。

3. Electricity users who purchase electricity through the electricity market (excluding those who purchase electricity through electricity sales companies on their behalf) shall bear the weight of consumption responsibilities corresponding to the amount of electricity purchased in the electricity market for their years。

4. Enterprises with self-supplied power plants shall bear the weight of consumption responsibility corresponding to their annual electricity consumption.

3. Weight of consumption responsibilities

(1) Main methods of performance

There are two main ways to purchase or self-consume renewable energy.

(2) Supplemental performance methods

1. Purchase the excess consumption amount of other market entities, and the two parties independently determine the price to trade or transfer the consumption amount.

2. Purchase renewable energy green power certificates, and the equivalent amount of renewable energy electricity corresponding to the green certificate shall be recorded as consumption。

(3) The allocation of the corresponding consumption amount of renewable electricity purchased in full guaranteed

1. Give priority to completing the weight of consumption responsibility corresponding to residents, agriculture, important public utilities and public welfare services, and non-market electricity consumption in the business area。

2. If there is a surplus in consumption, the electricity purchased or consumed by each market entity in the business area (excluding isolated grid captive power plants) shall be distributed according to the principle of free compensation at the initial stage, and then adjusted in a timely manner according to the progress of electricity market-oriented reform.

(4) Calculation of consumption

1. Electricity purchased from renewable energy through the market. (1) The amount of renewable energy purchased by power grid enterprises on a guaranteed basis shall be allocated to each market entity in the business area and shall be included in the consumption of the market entity according to the allocated amount。 (2) The amount of renewable energy traded in the electricity market shall be included in the consumption of market entities according to the amount of electricity settled in the transaction。

2. Renewable energy for self-consumption. The amount of renewable energy for self-generation and self-consumption measured by the power grid enterprises (or approved by the relevant energy authorities or dispatched agencies of the National Energy Administration) shall be included in the consumption of self-consumption market entities。

3. Supplement (substitution) to complete the consumption. The consumption amount purchased from other market entities that bear the responsibility for consumption, or the consumption converted from the purchase of green certificates, shall be included in the consumption amount of the purchaser. The amount of consumption sold or transferred by a market entity that bears the responsibility for consumption, as well as the amount of consumption corresponding to the sale of green certificates, shall no longer be included in the consumption volume of that market entity.

Fourth, organization and implementation

(1) Formulate an annual implementation plan

According to the weight of the annual renewable electricity consumption responsibility issued by the state, the Energy Bureau of the Autonomous Region, in conjunction with the Department of Industry and Information Technology of the Autonomous Region, shall organize and formulate the implementation plan for the consumption of renewable electricity in the Autonomous Region on an annual basis, and report it to the People's Government of the Autonomous Region for approval before implementation。 (Responsible units: Autonomous Region Energy Bureau, Autonomous Region Department of Industry and Information Technology)

(2) Management mechanisms for market entities

1. Each market entity that bears the responsibility for consumption shall complete the account registration or withdrawal at the power trading institution in the business area before the official start of the assessment year of the weight of consumption responsibility. Before the end of February of each year, the power trading institution shall submit to the Energy Bureau of the Autonomous Region a list of market entities that bear the responsibility for consumption in the Autonomous Region for the current year。 (Responsible units: Inner Mongolia Electric Power Trading Center, State Grid Mengdong Electric Power Trading Center)

2. In the first quarter of each year, the Energy Bureau of the Autonomous Region shall publish to the whole society the list of market entities that bear the responsibility for consumption in the Autonomous Region for the current year, and take the initiative to accept social supervision. 3. In accordance with this consumption implementation plan, power grid enterprises shall organize the market entities that bear the responsibility for consumption in their respective business areas to complete the weight of consumption responsibility, and prepare the "Implementation Rules for the Weight of Consumption Responsibility" in the business area, which shall be implemented after approval by the Energy Bureau of the Autonomous Region。 (Responsible units: Inner Mongolia Electric Power (Group) Co., Ltd., State Grid Mengdong Electric Power Co., Ltd.)

4. Each market entity that bears the responsibility for consumption shall be responsible for completing the weight of its own consumption responsibility, and make a commitment to the power trading institution in the business area to fulfill the weight of the consumption responsibility; The "Renewable Energy Electricity Consumption Plan" shall be formulated on an annual basis, and the preliminary arrangements for the completion of the consumption task shall be submitted to the power trading institutions of the respective business districts, the Energy Bureau of the Autonomous Region and the dispatched agencies of the National Energy Administration before the end of February each year。 (Responsible unit: each market entity that bears the responsibility for consumption)

(3) Organize the performance of consumption responsibilities

1. The Energy Bureau of the Autonomous Region, in conjunction with the power grid enterprises, shall be responsible for supervising and urging the market entities outside the electricity trading market to bear the responsibility for consumption and complete the weight of their respective consumption responsibilities。 (Responsible units: Autonomous Region Energy Bureau, Inner Mongolia Electric Power (Group) Co., Ltd., State Grid Mengdong Electric Power Co., Ltd.)

2. The Autonomous Region's Department of Industry and Information Technology, in conjunction with power grid enterprises and power trading institutions, is responsible for organizing the market entities that bear their responsibilities in the power trading market and completing their respective consumption responsibilities. (Responsible units: Autonomous Region Department of Industry and Information Technology, Inner Mongolia Electric Power (Group) Co., Ltd., State Grid Mengdong Electric Power Co., Ltd., Inner Mongolia Electric Power Trading Center, State Grid Mengdong Electric Power Trading Center)

3. The power trading institution shall be responsible for organizing and carrying out the relevant trading of renewable electricity in the region, guiding market entities to give priority to the completion of electricity transactions corresponding to the consumption of renewable electricity, and reminding market entities in the review of medium and long-term power trading contracts and the publication of electricity trading information。 (Responsible units: Inner Mongolia Electric Power Trading Center, State Grid Mengdong Electric Power Trading Center)

4. The power trading institution shall be responsible for organizing the transaction or transfer of consumption in the autonomous region, and formulating the detailed rules for the transaction or transfer。 (Responsible units: Inner Mongolia Electric Power Trading Center, State Grid Mengdong Electric Power Trading Center)

(4) Assess the completion of consumption

1. The power trading institution shall be responsible for the management of the consumption account information of each relevant market entity in its business area, including the establishment and cancellation of consumption accounts, the accounting of the actual consumption, trading, transfer and purchase of green certificates and other account information of each market entity, and the monitoring and statistics of the completion of the consumption of each market entity。 (Responsible units: Inner Mongolia Electric Power Trading Center, State Grid Mengdong Electric Power Trading Center)

2. Each market entity that bears the responsibility for consumption shall report the completion of the weight of the consumption responsibility to the power trading institution in the business area within 3 working days at the beginning of each month, and promise the authenticity and accuracy of the data. 3. The power trading institution shall report to the Energy Bureau, the Department of Industry and Information Technology of the Autonomous Region and the dispatched agencies of the National Energy Administration on a quarterly basis the completion of the consumption responsibility weight of each relevant market entity, and report the completion of the consumption responsibility weight of the business area to which it belongs in the previous year before the end of January of each year。 (Responsible units: Inner Mongolia Electric Power Trading Center, State Grid Mengdong Electric Power Trading Center)

4. Before the end of January each year, the power grid enterprise shall report to the Autonomous Region Energy Bureau, the Department of Industry and Information Technology and the dispatched agencies of the National Energy Administration the completion of the organization of the consumption responsibility weight in the business area in the previous year。 (Responsible units: Inner Mongolia Electric Power (Group) Co., Ltd., State Grid Mengdong Electric Power Co., Ltd.)

5. Safeguard measures

(1) Raising awareness

1. All relevant units and enterprises should improve their ideological understanding, establish and improve the guarantee mechanism for renewable electricity consumption, effectively improve the level of renewable electricity consumption, and work together to promote the sustained, healthy and high-quality development of renewable energy in the autonomous region.

2. All relevant units should strengthen organization and coordination, form a joint work force, and jointly promote the implementation of the implementation plan for the guarantee of renewable electricity consumption。 Power grid enterprises and power trading institutions should strengthen organization and management, and earnestly do a good job in the implementation and trading of renewable electricity consumption。 All market entities that bear the responsibility for consumption should take active measures to conscientiously fulfill their consumption responsibilities.

(2) Strengthen evaluations

1. The Energy Bureau of the Autonomous Region, in conjunction with the Department of Industry and Information Technology of the Autonomous Region, shall assess and publicize the completion of the annual consumption responsibility weight of each market entity.

2. Among the electricity sales and electricity consumption of various market entities, agricultural electricity and heating electricity for special metering are exempt from the assessment of the weight of consumption responsibility。 According to the principle of equal rights and responsibilities, the consumption corresponding to this part of the electricity cannot be used for trading or transfer.

3. If the power generation of renewable energy is significantly reduced or the transmission is restricted due to natural causes or major accidents, the National Energy Administration shall be reported to the National Energy Administration for the corresponding reduction of the weight of the consumption responsibility, and the Energy Bureau of the Autonomous Region and the Department of Industry and Information Technology shall assess each market entity according to the weight of the consumption responsibility after the reduction。

4. At this stage, if the autonomous region completes the annual minimum consumption responsibility weight issued by the state, the market entities that bear the consumption responsibility in the autonomous region will no longer be separately assessed.

5. If the autonomous region is unable to complete the annual minimum consumption responsibility weight issued by the state, the autonomous region's Energy Bureau, in conjunction with the autonomous region's Department of Industry and Information Technology, is responsible for urging market entities that have not completed the consumption responsibility weight to make corrections within a time limit, and punish market entities that fail to complete rectification on time in accordance with laws and regulations, include them in their negative credit records, and give joint disciplinary action. The Energy Bureau of the Autonomous Region, in conjunction with the dispatched agencies of the National Energy Administration, shall study and formulate punitive measures against enterprises that refuse to perform their annual consumption responsibilities and weights and have their own power plants.

6. Each market entity that bears the responsibility for consumption shall be responsible for the authenticity of the data provided by the unit, and if there is any falsehood, once verified, the Autonomous Region Energy Bureau, together with the Autonomous Region Department of Industry and Information Technology, and the dispatched agencies of the National Energy Administration, shall be punished in accordance with laws and regulations.

(3) Strengthen measures

1. The Energy Bureau of the Autonomous Region, together with the Department of Industry and Information Technology of the Autonomous Region, urges all market entities to improve the capacity of renewable electricity consumption through measures such as supporting energy storage facilities, adjustable loads, participation of self-provided units in peak shaving, and flexible transformation of thermal power。 The amount of load regulation, the peak regulation of self-provided units, the power generated by energy storage projects under the unified dispatching and operation management of the power grid, and the electricity used by wind power heating projects are all recognized as renewable energy consumption。

2. The Department of Industry and Information Technology of the Autonomous Region, in conjunction with the Energy Bureau of the Autonomous Region and relevant enterprises, shall study and demonstrate the specific measures for captive power plants to participate in peak regulation。

3. Encourage qualified market entities to voluntarily complete the amount of consumption higher than the prescribed assessment indicators, and the responsible entities that exceed the amount of consumption will be rewarded with a notification of the whole region. Enterprises included in the energy consumption assessment, on the basis of the completion of the incentive consumption responsibility weight determined in this implementation plan, the energy consumption converted from the excess consumption shall not be included in the energy consumption assessment。
