The full text of the announcement is as follows:

Announcement on the issuance of the Administrative Rules for the Registration of Carbon Emission Allowances (for Trial Implementation), the Administrative Rules for Carbon Emission Trading (for Trial Implementation) and the Administrative Rules for the Settlement of Carbon Emission Allowances (for Trial Implementation).


In order to further standardize the registration, trading and settlement activities of carbon emission allowances across the country, and protect the legitimate rights and interests of all participants in the national carbon emission trading market, our ministry has organized and formulated the rules for the registration and management of carbon emission allowances (for trial implementation), the rules for the management of carbon emission trading (for trial implementation) and the rules for the management of carbon emission allowance settlement (for trial implementation), and the relevant matters are hereby announced as follows:

1. Before the establishment of the national carbon emission allowance registration agency, by:Hubei Emissions Trading CenterThe company undertakes specific work such as account opening, operation and maintenance of the national carbon emission allowance registration system.

2. Before the establishment of the national carbon emission trading agency, by:Shanghai Environment and Energy ExchangeThe company is responsible for the opening, operation and maintenance of the national carbon emission trading system account.

3. Rules for the Administration of Carbon Emission Allowance Registration (for Trial Implementation), Rules for the Administration of Carbon Emission Trading (for Trial Implementation) and Rules for the Administration of Carbon Emission Allowance Settlement (for Trial Implementation)It shall come into force on the date of issuance of this announcement。
