Sichuan launched the "No. 136 Document" bidding: the electricity price is 0.2-0.4012 yuan/kWh, and the single limit is 80%, 12 years

Fengmang Energy learned that on November 6, Sichuan issued the "Notice on Matters Related to the Mechanism of Incremental New Energy Projects in 2025-2026".

According to the notice, the scope of this bidding includes wind power and photovoltaic projects (including centralized wind power, photovoltaic, distributed photovoltaic, and distributed wind power) that will be put into operation from June 1, 2025 to December 31, 2026, and a batch of bidding will be organized. Among them, new energy projects supporting cross-provincial and cross-regional DC projects do not participate in bidding, and distributed photovoltaic projects for natural person households can only participate in bidding after they are put into operation.

Organize bidding and clearance according to two categories: wind power and photovoltaic.

The key parameters of bidding are as follows:

(1) Estimated installed capacity. It is expected that the total installed capacity of the wind power project will be about 2.2 million kilowatts; The installed capacity of photovoltaic projects is about 13.8 million kilowatts.

(2) The scale of mechanical electricity bidding. The scale of mechanical electricity bidding for wind power projects is 880 million kWh, and the bidding scale of mechanical electricity for photovoltaic projects is 4.14 billion kWh.

(3) The upper limit of the declared power of the project. The scale of the declaration mechanism of a single new energy project shall not be higher than 80% of its power generation capacity.

(4) Upper and lower limits of bidding. The upper limit of the bid is 0.4012 yuan/kWh, and the lower limit of the bid is 0.2 yuan/kWh.

(5) Enforcement period. The implementation period of the mechanism electricity price is 12 years.

It is understood that on September 30, the Sichuan Provincial Development and Reform Commission officially issued the "Sichuan Province New Energy Feed-in Electricity Price Market-oriented Reform Implementation Plan", clarifying that the mechanism electricity price of existing new energy projects (excluding the competitive allocation project of the first phase of the southern photovoltaic base in Ganzi Prefecture in 2020) will be implemented according to the current coal-fired power generation benchmark price of 0.4012 yuan/kWh.
