More than 95 million kilowatts!

Recently, the National Development and Reform Commission held a media briefing on the economic situation in the first half of the year, and Li Yunqing, director of the National Development and Reform Commission's operation bureau, replied to questions about measures taken to ensure energy security and stable supply this year and the guarantee of energy peak summer. Vigorously promote the construction of large-scale wind power and photovoltaic bases focusing on deserts, Gobi and desert areas, and the first batch of projects has started more than 95 million kilowatts.



Li Yunqing pointed out that ensuring a safe and stable supply of energy is crucial to stabilizing growth, employment and prices. Since the beginning of this year, energy supply and demand have been generally stable, affected by factors such as the growth of electricity consumption in key industries and the rise in temperature, the daily power generation of the country has risen rapidly since the beginning of summer, and the national dispatching power generation reached 27.854 billion kilowatt-hours on July 13, and the highest dispatching load reached 1.222 billion kilowatts, all of which hit a record high, and the demand for energy has rebounded significantly.

According to Li Yunqing, the National Development and Reform Commission and all relevant parties conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, coordinate development and security, strengthen comprehensive coordination, strengthen scheduling balance, pay close attention to the implementation of measures, and make every effort to ensure energy supply during the peak summer.

First, we will continue to improve our resource support capabilities. Organize all coal-producing provinces and regions to actively tap the potential for increasing production and effectively release advanced production capacity on the premise of ensuring safe, clean and efficient utilization. From January to May, the national coal output was 1.81 billion tons, a year-on-year increase of 10.4%, and it has maintained a high output level since June. To further enhance power generation capacity, the installed power generation capacity of the country has reached 2.44 billion kilowatts, the scale of unplanned shutdown and output interruption of coal-fired power has dropped to the lowest level in many years, and the peak output of gas-fired power generation has increased significantly. From January to May, the national crude oil output was 85.69 million tons, a year-on-year increase of 4.1%; Natural gas production was 92.4 billion cubic meters, a year-on-year increase of 5.8%.

The second is to take multiple measures to strengthen the connection between supply and demand. Organize and carry out the signing of medium and long-term thermal coal contracts and the supervision of performance to ensure the stable supply and price of thermal coal. In the first half of the year, the national railway transported 690 million tons of thermal coal, a year-on-year increase of 9.1%. At present, 170 million tons of coal are stored in the power plant, an increase of nearly 60 million tons year-on-year, and it can be used for 26 days. Formulate a plan to increase the production and supply of refined oil products one by one, and organize gas supply enterprises and localities to basically complete the signing of contracts throughout the year and the heating season, so as to lay a solid foundation for continuous and stable supply.

The third is to accelerate the development of renewable energy. Optimize the dispatch of power grids, generate more hydropower to reduce thermal coal consumption, maintain the safe and full power generation of nuclear power, and promote the full generation of wind power and solar power generation. From January to May, the country's hydropower generation increased by 22.4% year-on-year, much higher than the average growth rate of 7.6% in the past 12 years. Vigorously promote the construction of large-scale wind power and photovoltaic bases focusing on deserts, Gobi and desert areas, and the first batch of projects has started more than 95 million kilowatts.

Fourth, accelerate the construction of energy reserve capacity. Accelerate the construction of coal storage facilities, steadily increase coal storage capacity, and ensure coal demand during peak periods. Strengthen the construction of oil and gas reserve capacity, do a good job in production and operation scheduling, ensure the sufficient and stable supply of refined oil, and the stable supply and demand of natural gas, and the underground gas storage has completed 60% of the annual gas injection plan. Vigorously promote the development and construction of pumped storage power stations, and encourage the development of new energy storage facilities.

Li Yunqing said that through the comprehensive adoption of the above measures, the foundation of energy security has been further consolidated, and the energy supply has been generally stable and orderly since the beginning of summer, and the energy demand for economic and social development has been effectively met. In the next step, the National Development and Reform Commission will work with the members of the inter-ministerial coordination mechanism for coal, electricity, oil and gas transportation to continue to strengthen the construction of the energy production, supply, storage and marketing system based on the current situation and focus on the long-term, closely follow the goal of ensuring supply and stabilizing prices, do a good job in the implementation of policies and measures, and do a good job in energy supply, so as to ensure the safety and stability of energy supply in the peak summer, and ensure the energy demand for people's livelihood and economic and social development.
