National Energy Administration: Vigorously enhance oil and gas exploration and development

Ren Jingdong, a member of the party group and deputy director of the National Energy Administration, said at a press conference that China's multi-wheel drive energy supply system has been gradually improved, the quality and efficiency of supply have been continuously improved, and the energy self-sufficiency rate has remained above 80%.

Ren Jingdong further said that the focus is on maintaining the bottom line of energy security from three aspects:

The first is to do a solid job of consolidating the foundation and strengthening the foundation. Adhere to the domestic diversified supply to ensure security, give full play to the role of coal as a ballast stone and the basic regulatory role of coal power, vigorously improve oil and gas exploration and development, and strive to achieve an annual comprehensive domestic energy production capacity of more than 4.6 billion tons of standard coal by 2025. At the same time, it is necessary to further establish and improve the coal and oil reserve system, especially to speed up the construction of reserve depots, liquefied natural gas receiving stations and other facilities, to ensure that the energy supply maintains a reasonable elastic margin.

The second is to do a good job of orderly substitution. Focusing on the needs of long-term development, we will comprehensively build a clean energy supply system such as wind, solar, water and nuclear, solidly promote the construction of major hydropower and nuclear power projects, coordinate and promote the construction of large-scale wind power and photovoltaic bases focusing on deserts, Gobi and desert areas, and develop biomass energy, geothermal energy and other renewable energy sources according to local conditions, so as to ensure that the proportion of non-fossil energy consumption will reach about 20% by 2025 and about 25% by 2030.

The third is to do a good job in risk management and control. We will continue to strengthen bottom-line thinking and risk awareness, vigorously promote the construction of energy security monitoring and early warning capabilities, establish and improve early warning mechanisms for coal, oil and gas, and electricity supply and demand, continuously strengthen the construction of infrastructure such as emergency power supply and pipeline network interconnection, solidly improve the level of regional mutual assistance and multi-energy complementarity, and continue to strengthen the safe supply of energy in key regions and key periods.

Regarding energy transition and ensuring the stability of energy supply, Ren Jingdong mentioned that while further consolidating the foundation of conventional energy supply, we will vigorously develop renewable energy, actively promote green and low-carbon transformation, and strive to provide strong energy security for high-quality economic and social development. Focus on five aspects of work:

First, we should do a good job in monitoring the situation and managing operations. Study and judge the supply and demand situation of power in summer and winter in advance, and make a detailed plan to ensure supply. Implement the mechanism of daily dispatch of national coal production and the monitoring mechanism of price and inventory, and strengthen the direct dispatch of output of key coal enterprises. Supervise and urge all kinds of power units to open as much as possible, and fully release the cross-provincial mutual assistance capacity of the large power grid. Use a market-oriented approach to guide users to stagger peaks and avoid peaks.

The second is to coordinate and ensure the supply of fuel for power generation. Signed the "Coal Safety and Supply Guarantee Responsibility Letter", provided policy incentives or constraints on the completion of production and transfer of relevant provinces and regions, and simultaneously strengthened the supervision of the performance of medium and long-term thermal coal contracts. At present, the coal storage of power plants in the country remains above 170 million tons, an increase of about 1 time over the same period last year and at the highest level in history.

The third is to strengthen the construction of coal power production capacity. In the first eight months of this year, the country's coal output was 2.93 billion tons, an increase of 11% year-on-year. Since the "14th Five-Year Plan", the installed capacity of various power sources has exceeded 270 million kilowatts, and the new power transmission capacity to the central and eastern regions has exceeded 20 million kilowatts.

Fourth, promote the high-quality development of the oil and gas industry. Coordinate and promote the construction of the production, supply, storage and marketing system, vigorously enhance the intensity of oil and gas exploration and development, and continuously improve the oil and gas import guarantee system. At present, domestic crude oil production has increased for three consecutive years, and natural gas production has increased by more than 10 billion cubic meters for five consecutive years.

Fifth, vigorously develop clean energy. Steadily promote the construction of large-scale wind power photovoltaic bases and offshore wind power bases focusing on deserts, Gobi and desert areas, accelerate the construction of large-scale hydropower stations in southwest China, such as Wudongde and Baihetan giant hydropower stations have been completed and put into operation, and actively develop coastal nuclear power in a safe and orderly manner. Vigorously develop pumped storage power stations, build new energy storage power stations, and continuously improve the regulation capacity of the system.
