Guangdong: Take the county as the unit to adopt the model of "company + village and town + farmer" to build decentralized scenery and voluntary distribution and storage

Although the state has not officially issued the "Thousands of Towns and Villages Wind Control Action" plan, the decentralized rural revitalization in various places has become a prairie fire. According to incomplete statistics from public information, up to now, new energy rural revitalization projects have been carried out in Jilin, Henan, Guangxi, Yunnan, Liaoning, Xinjiang, Hunan and other places.

On February 20, the Guangdong Provincial Energy Bureau, the Guangdong Provincial Department of Agriculture and Rural Affairs and the Guangdong Provincial Rural Revitalization Bureau issued the "Implementation Plan for Accelerating Rural Energy Transformation and Development in Guangdong Province to Help Rural Revitalization".

The "Notice" pointed out that the service level of rural power grids will continue to be improved. Build a strong, simple, orderly, flexible and reliable distribution network architecture, and continue to strengthen the construction of distribution network. Make up for the shortcomings of power supply in areas with weak power grids, further improve the structure of power grids in old revolutionary areas, support the clean energy transformation in old revolutionary areas, and implement projects to consolidate and upgrade rural power grids. Improve the level of power supply guarantee for rural revitalization, promote the upgrading of rural power infrastructure, build a new urbanization distribution network demonstration area and a modern rural power grid demonstration county, etc., improve the level of rural electrification, and serve the modernization and industrial upgrading of agriculture and rural areas.

Support the large-scale development of clean energy at the county level. It is necessary to accelerate the construction of rooftop distributed photovoltaic power generation projects in 32 counties (cities and districts), and use this as a starting point to explore a new model for large-scale development of clean energy at the county level. Support areas with resource conditions, especially poverty alleviation areas and old revolutionary base areas, to build centralized wind power and photovoltaic power generation projects, open up green channels, and strengthen the coordination and guarantee of project resource elements.

Promote the spontaneous self-consumption of electricity by thousands of villages and households. At the same time, we will support areas with resource conditions, take the county as a unit, adopt the model of "company + village and town + farmer", use the idle land of farmers and the roofs of farmhouses, build distributed wind power and distributed photovoltaic power generation, and voluntarily allocate a certain proportion of energy storage, self-consumption, local consumption, surplus electricity grid, and farmers can obtain stable rent or electricity income.

Expand the comprehensive effect of the new energy industry. Strengthen the integrated development of agriculture and photovoltaics, strictly implement the planting and breeding requirements of agriculture-photovoltaic and fishery-photovoltaic complementary projects, strengthen policy support and expand the sales channels of agricultural products, enhance the comprehensive utilization value of land, and effectively increase the income of rural households through land leasing, participation in the operation and maintenance of power stations, and farm labor services. Explore the construction of "photovoltaic + ecological governance" projects in rocky desertification areas such as Shaoguan. The construction of new energy + rural landscape demonstration, led by local governments, combined with the upgrading and improvement of supporting infrastructure for new urbanization construction and suburban lighting projects, to promote the integrated development of new energy and public facilities such as street lamps and seats.

Encourage the development of new green and low-carbon models and new business forms. Explore the construction of multi-energy complementary and source-load interactive comprehensive energy systems in county-level industrial parks and agricultural industrial parks, so as to improve the comprehensive utilization rate of energy in the parks. Adopt the contract energy management operation model, guide enterprises, social capital, village collectives and other parties to participate, build a micro-energy network for the efficient use of new energy, and provide users with comprehensive energy services such as electric heating and air conditioning. Improve supporting policies and mechanisms, promote the development of incremental power distribution enterprises to provide comprehensive energy services, and innovate and develop new energy direct power supply, partition wall electricity sales and other models.

As early as April 13, 2022, the "14th Five-Year Plan for Energy Development in Guangdong Province" has proposed to moderately develop onshore wind power projects in areas with abundant wind energy resources, and develop decentralized onshore wind power according to local conditions. During the 14th Five-Year Plan period, about 3 million kilowatts of onshore wind power capacity will be added. Improve the supply capacity of green electricity in rural areas, strengthen the clean and efficient use of rural energy, and promote the construction of green energy villages. Actively promote the development and utilization of renewable energy sources such as solar energy, wind energy, biomass energy, and geothermal energy.

With the encouragement of policies, more and more localities and enterprises have begun to test the "new energy + rural revitalization" model.

On May 23, 2022, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Rural Construction Action Implementation Plan", which pointed out that during the "14th Five-Year Plan" period, the National Energy Administration will vigorously promote the development of renewable energy in rural areas, focusing on the use of vacant land in courtyards and fields to promote the distributed development of wind power and photovoltaics, and implement the "Wind Control Action in Thousands of Towns and Villages".

On June 1, 2022, the National Development and Reform Commission, the National Energy Administration, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture and Rural Affairs, the China Meteorological Administration, and the National Forestry and Grassland Administration issued the "Notice on Printing and Distributing the 14th Five-Year Plan for Renewable Energy Development", stating that the "Wind Control Action in Thousands of Towns and Villages" will be implemented to vigorously promote the development of rural wind power. Vigorously promote the construction of rural wind power at the county level, and promote the development of rural wind power in about 100 counties and about 10,000 administrative villages.

On August 12, 2022, Wang Dapeng, deputy director of the New and Renewable Energy Department of the National Energy Administration, said that at present, the "Wind Control Action for Thousands of Towns and Villages" is being organized and compiled, and strive to promote its implementation as soon as possible.

Jilin Province is the first region in the country to introduce a provincial-level "new energy + rural revitalization" plan.

In June 2022, the Jilin Provincial Energy Bureau issued a notice on the "Jilin Provincial Energy Bureau's 2022 Work Plan for Promoting New Energy Rural Revitalization Projects".

As the first provincial-level "new energy + rural revitalization" plan issued in the country, the "Notice" stated that in 2022, about 3,000 administrative villages will carry out new energy rural revitalization projects in 9 cities (prefectures) in the province, as well as the Changbai Mountain Management Committee and Meihekou City (a total of 9,034 administrative villages in the province have not carried out rural revitalization projects, and the number of administrative villages in each county (city, district) is subject to the data provided by the Provincial Department of Civil Affairs). Each administrative village will build a 100 kW wind power project or a 200 kW photovoltaic power generation project, and achieve full coverage in the province in 2024.

Huaibin County, Henan Province is the first area in the country to compile the implementation plan and the first batch of pilot projects to start construction in the country.

With a total investment of 15 billion yuan, the project plans to select 295 seats in 295 administrative villages in 19 townships and towns in the county, with a total installed capacity of about 1,800 megawatts, and plans to achieve the first batch of 650 megawatts of grid-connected power generation by the end of 2023, and the remaining 1,150 megawatts of grid-connected power generation by the end of 2024.
