The Action Plan proposes that by 2025, we will vigorously promote the integrated development of oil and gas exploration and development and new energy, and actively expand the scale of development and utilization of green power by oil and gas enterprises, with the main development goals being:

-- Oil and gas supply has grown steadily. Promote the efficient development and utilization of new energy through oil and gas, meet the new power demand of oil and gas fields to increase the electrification rate, replace the exploration and development of self-used oil and gas, and increase the supply of natural gas commodities by about 4.5 billion cubic meters in total. Through measures such as increasing pressurized exploitation, the cumulative production of natural gas has increased by about 3 billion cubic meters. Through low-cost green power support, the production of crude oil has been increased by more than 2 million tons.

-- Remarkable results have been achieved in green development. Adhere to the development in protection, protection in development, and environmental protection first, accelerate the development and utilization of geothermal, wind and solar energy resources, innovate the core technology and working mode of dynamic matching of energy supply and demand, actively promote the oil and gas production system that is environmentally friendly, energy-saving and emission reduction, and multi-energy integration, and strive to build "low-carbon" and "zero-carbon" oil and gas fields.

-- The transformation of the industry has been significantly accelerated. Vigorously promote the development of oil and gas enterprises in the new energy industry, and continue to promote the transformation and upgrading of energy production and supply structure. Actively promote onshore oil and gas exploration and development, self-consumption wind power and photovoltaic power generation, and centralized and distributed development of wind and solar power generation. Coordinate the promotion of offshore wind power and oil and gas exploration and development, form a complementary power supply model for the regional power system of offshore wind power and oil and gas fields, and gradually realize the integrated development of industries.

First, the development situation

China's economy has been improving for a long time, and energy demand continues to grow. During the "14th Five-Year Plan" period, it is imperative to accelerate the green and low-carbon transformation of the industry on the basis of stabilizing oil and gas and increasing gas supply capacity and improving the supply capacity of oil and gas resources. It is necessary to strengthen the integrated development of oil and gas exploration and development and new energy, vigorously promote the development of new energy and low-carbon and carbon-negative industries, increase the development and utilization of clean energy and the substitution of energy for production, increase the supply of oil and gas commodities, and continue to improve the net contribution rate of oil and gas and the ability to guarantee comprehensive energy supply. (1) Guiding ideology

Promote oil and gas development enterprises to improve the supply of oil and gas commodities, the development and utilization of new energy and storage capacity, and promote the clean, low-carbon, safe and efficient development and utilization of energy.

(2) Basic principles

3. Optimize the development mode and promote the high-quality development of oil and gas exploration and development and the integration of new energy

Adhere to ecological priority, adapt measures to local conditions, and diversified and integrated development, and focus on local and nearby consumption in the initial stage, vigorously promote wind power and photovoltaic power generation in onshore oil and gas mining areas and surrounding areas, coordinate the promotion of offshore wind power and oil and gas exploration and development, accelerate the improvement of new energy development, utilization and storage capacity in the upstream of oil and gas, and actively promote the demonstration construction of green oil and gas fields.

(1) Coordinate the promotion of onshore oil and gas exploration and development and wind and solar power generation. Make full use of the advantages of onshore oil and gas fields with good wind and solar energy resource endowment, superior construction conditions, and conditions for sustainable large-scale development, and strive to improve the local consumption capacity of new energy. Focus on promoting the centralized development of wind power and photovoltaic power generation in Daqing, Changqing, Shengli, Tarim, Xinjiang, North China and other oilfields, support oil and gas exploration and development of clean energy, accelerate the realization of fuel oil and gas substitution, improve oil and gas recovery, and greatly increase the supply of oil and gas commodities. In oil and gas mining areas and surrounding areas, actively promote the distributed development of wind power and photovoltaic power generation in oil areas, focus on promoting the application of low-speed wind power technology, rationally use resources such as barren hills and hills, and coastal mudflats, and actively promote the development of wind power in the vicinity. In Xinjiang, Qinghai, Gansu and other areas rich in oil and gas and solar energy resources, we will build demonstration projects for the simultaneous development and comprehensive utilization of oil and gas and solar energy, and make full use of solar concentrating heat collection and heat storage technology to achieve clean heating in the oil and gas production process and help low-carbon oil and gas development.

(2) Coordinate the promotion of offshore oil and gas exploration and development and offshore wind power construction。 Through the development of offshore wind power, it will provide green power for oil and gas platforms, replace distributed gas or oil-fired power generation, improve energy efficiency, reduce carbon emissions, and form a complementary power supply mode between offshore wind power and oil and gas field regional power systems. Considering that the development of offshore oil and gas fields and the subsequent rolling production involve the planning and layout of aviation, transportation and pipeline construction, the construction of new energy in the surrounding areas should be prioritized by oil and gas development enterprises as a whole, so as to gradually realize the integrated development of offshore wind power and offshore oil and gas industry. Fully rely on shore power to ensure the integrated development of the oil and gas industry and offshore wind power. In the absence of shore power, promote offshore wind power to supply power directly to the isolated grid of the platform, and implement partial substitution of green power; In the case of shore power, the power grid will be used as peak shaving, and a high proportion of offshore wind power will be promoted to supply power to oil and gas platforms, and all green power will be gradually replaced. Actively and orderly develop floating wind power to deliver green power to deep-sea oil and gas platforms.

(3) Accelerate the improvement of the storage and absorption capacity of new energy in the upstream of oil and gas. Promote the large-scale application of new energy storage in the upstream of oil and gas. Give full play to the multiple functions of energy storage such as peak regulation and frequency regulation, emergency backup, and capacity support, promote the application of energy storage in multiple scenarios on the power supply side and the user side of oil and gas exploration and development, and promote the coordinated development of energy storage and new energy in an orderly manner. Onshore, natural gas peaking power stations should be rationally deployed in areas rich in wind and solar resources to improve system regulation capacity. Offshore will build a comprehensive energy model based on the integrated development of wind power and natural gas power generation, and provide stable and reliable green power for offshore platforms.

(4) Actively promote the demonstration construction of green oil and gas fields. In oil and gas fields where new energy is enriched and institutional mechanisms are innovated and piloted, a number of low-carbon or zero-carbon oil and gas field construction demonstration projects will be built. Promote the integration of oil and gas exploration and development and new energy technologies, and innovate in application methods and institutional mechanisms, further reduce the amount of natural gas self-consumption, expand the scale of distributed energy access and application, innovate the cooperation model for the development and utilization of the whole new energy industry chain, complete the construction and demonstration of low-carbon oilfields, and strongly support the clean and low-carbon transformation of the oil and gas industry.

Fourth, safeguard measures

(1) Improve systems and mechanisms and strengthen policy support. Promote the low-carbon transformation of energy, stimulate the vitality of market players, improve the market-oriented development system and mechanism of new energy, improve the green energy consumption mechanism, and give full play to the decisive role of the market in the allocation of resources. Energy authorities at all levels should increase their support, and give priority to new energy projects such as solar energy, wind energy, hydrogen energy, and geothermal, which are clean alternatives to oil and gas exploration and development, to be included in energy development plans at all levels。 All oil and gas development enterprises should refine the implementation measures and speed up the progress of the work in accordance with the requirements of the plan. All power grid enterprises should actively support the integrated development of oil and gas exploration and development and new energy, accelerate the construction of smart grids, promote the coordinated development of power grids at all levels, and support the priority of local and nearby consumption of new energy. The National Energy Administration will strengthen organization, coordination, tracking and scheduling, and organize on-site supervision in a timely manner.

(2) Improve the efficiency of the filing of oil and gas exploration and development and new energy integration projects. Relying on the national online approval and supervision platform for investment projects, new energy facilities such as wind and solar power generation, hydrogen energy and geothermal, source-grid-load-storage, microgrids and other new energy facilities used for oil and gas exploration and development shall be used as supporting facilities for the capacity construction of oil and gas development projects, and the filing procedures shall be handled as a whole.

(3) Intensify efforts to tackle key problems in technological innovation in oil and gas exploration and development and the integrated development of new energy. It will focus on promoting low-cost solar thermal utilization, oil and gas field energy storage (electricity and heat) technology, distributed microgrids and integrated energy intelligent management and control supporting oil and gas capacity construction projects. Improve the accuracy of wind and solar energy resource forecasting and wind power and photovoltaic power generation prediction accuracy, improve the ability of wind power and photovoltaic power generation to adapt to power system disturbances, and support the smooth operation of oil and gas production.

(4) Vigorously promote ecological restoration of new energy production capacity supporting projects. Support the development of new energy projects with ecological environmental protection and restoration benefits in oil and gas mining areas such as rocky desertification and desertified land. In accordance with the requirements of relevant laws and regulations, do a good job in the analysis of the carrying capacity of resources and environment in the area where the new energy production capacity supporting projects are located and the prediction and assessment of the ecological environmental impact, analyze the environmental impact of the project construction, and put forward policies, management and technical measures to prevent or mitigate adverse environmental impacts, so as to further promote the coordinated development of oil and gas exploration and development, new energy integration and ecological environmental protection.
