China's western region is vast, sparsely populated, has long sunshine hours, strong solar radiation, and is very rich in solar energy resources. According to statistics, renewable energy resources in the western region account for more than 70% of the country's total resources, wind resources account for more than 85%, and solar energy resources account for about 90%. It is estimated that 1% of the land area of the western region, that is, about 100 million mu of barren mountains, barren beaches, deserts, Gobi and other non-cultivated land, will be used to build a new energy base in the western part of the country, and the annual power generation will reach 10 trillion kWh. The "14th Five-Year Plan for the Development of Renewable Energy" jointly issued by the National Development and Reform Commission and the National Energy Administration and other nine departments clearly states that a number of eco-friendly and economically superior large-scale wind power and photovoltaic bases should be built in the deserts, Gobi and desert areas in the northern western regions of Inner Mongolia, Qinghai and Gansu, based on wind and solar resources, supported by flexible power supply, and supported by ultra-high voltage transmission channels.

Under the guidance of national policies, the new energy industry represented by photovoltaics continues to gather and expand to the west. The western region is becoming the main battlefield of new energy construction, and batch after batch of new energy projects spanning east and west and connecting north and south are accelerating the landing.

The 2023 government work reports of Qinghai, Inner Mongolia, Shaanxi, Ningxia and other western provinces and regions all focus on the layout of the new energy industry, which is behind the rise of the 100-billion-level new energy industry chain in the west, and this strategic emerging industry has also become the development code for the rapid growth of the west. The new energy revolution has brought about the overall development of photovoltaic, wind power and other industries in the western region.

In general, the new energy industry mainly has two main lines: power and electricity, the former focuses on new energy vehicles, and the latter focuses on the transformation and upgrading of energy and power systems. Under these two main lines, various places have been "chasing the wind and chasing the sun", and the installed capacity of wind power and photovoltaic generators in China has increased rapidly.

The development of the new energy industry will extend the energy category from traditional fossil energy and hydropower to wind and solar resources, providing more possibilities for regional economic rebalancing. The western region is blessed with unique resources, and the vast land, strong wind power, and abundant solar energy required by the wind power and photovoltaic industries are all very concentrated. Driven by leading enterprises with high market value and high revenue, the new energy industry in the western region has shown stronger development potential.

The pattern of photovoltaic and wind power industries is being reshaped, and the pattern of the western industry chain from the upstream materials to the downstream is gradually extending, the industrial agglomeration and industrial chain are further improved, and the manufacturing industry of photovoltaic and wind power is experiencing "westward expansion".

In addition to investing in the province, leading photovoltaic companies such as Tongwei, LONGi and Jinko also focus on the western region in the country. For example, Tongwei has frequently invested in the western region in the past two years, and its high-purity crystalline silicon projects have landed in Baotou, Inner Mongolia, Leshan, Sichuan, and Baoshan, Yunnan; LONGi's bases in Yunnan and Ningxia are its two largest industrial bases in China. The agglomeration of industries has further attracted many photovoltaic companies to invest in projects and production lines in the western region, and companies such as Trina Solar, GCL Technology, and TCL Zhonghuan have also laid out in the western region.

Today, in some of the once barren areas of the west, rows of solar photovoltaic panels form a "sea of blue", and towering windmills rise from the ground like "white forests". The development momentum of the new energy industry in the western region is strong, more and more new energy enterprises are constantly "moving westward", and a new round of large-scale development of the western region in the field of new energy is being staged.
