The meeting pointed out that in the past five years, with the joint efforts of all relevant departments and localities, the national energy system and the oil and gas industry have anchored the task objectives of the "Seven-Year Action Plan", continuously strengthened policy supply, increased investment and workload in oil and gas exploration and development, further promoted the strategy of scientific and technological innovation, promoted the stable production and increase of crude oil production, the rapid production of natural gas, and vigorously improved the intensity of oil and gas exploration and development, and achieved remarkable results, making significant contributions to China's oil and gas supply security. In the past five years, the annual production of crude oil has increased from 189 million tons to 205 million tons, and the annual production of natural gas has increased from 160.2 billion cubic meters to 220.1 billion cubic meters. Offshore oil and gas exploration and development continues to march into deep water, and the offshore crude oil production will reach 58 million tons in 2022, becoming the main force in increasing crude oil production. Unconventional oil and gas such as shale oil and shale gas have achieved leapfrog development, and shale oil production will exceed 3 million tons in 2022, quadrupling from 2018. Shale gas production reached 24 billion cubic meters, an increase of 122% compared to 2018. Accelerating the development of deep land, important breakthroughs have been made in large-scale oil and gas fields such as Fuman and Shunbei in Xinjiang, and large-scale high-quality reserves have been discovered. The old oil and gas fields, represented by Daqing and Shengli, continue to break through the development limit and maintain hard and stable production. In 2022, China's oil and gas self-sufficiency rate will increase by about 2 percentage points year-on-year, of which the crude oil self-sufficiency rate will increase from 27.8% to 28.8%, and the natural gas self-sufficiency rate will increase from 55.7% to nearly 60%.

The meeting emphasized that as the world's largest energy consumer, how to tap the potential of increasing production and supply and effectively ensure national energy security has always been the primary task of China's energy development. China's energy development is in a new stage of accelerating the planning and construction of a new energy system, and oil and gas resources are an indispensable and important part, and they are the bottom line of energy security that needs to be built for a long time at present and in the future. It is necessary to have a clear understanding of the heavy political responsibility shouldered, base ourselves on the domestic market, and do everything possible to enhance the capacity of independent oil and gas supply.

The meeting demanded that we should strengthen confidence and strive to promote the increase of oil and gas reserves and production to a new level. It is necessary to focus on key projects to ensure the completion of the task of increasing oil and gas production and ensuring supply throughout the year. We will make every effort to promote the construction of a national oil and gas supply guarantee base, and promote increased investment, concentrated exploration, and large-scale production in resource-rich areas. Strengthen deep-sea oil and gas exploration and development, and accelerate the construction of a maritime power. We will further promote the shale revolution, promote the secondary leapfrog development of shale gas, and make shale oil a strategic successor to stable crude oil production. Accelerate the integrated development of oil and gas exploration and development and new energy, increase the promotion and application of CCUS technology, and actively and steadily promote the green and low-carbon transformation of the oil and gas industry. Promote the formation of a strong synergy of all parties to jointly support the work of increasing oil and gas reserves and production.

In the next step, the national energy system and the oil and gas industry will continue to thoroughly implement the decision-making and deployment of the 20th National Congress of the Communist Party of China on "in-depth promotion of the energy revolution" and "increasing the exploration and development of oil and gas resources, increasing reserves and production", strengthening overall planning and forward-looking thinking, coordinating scientific and technological research and application of achievements, building a scientific and long-term development strategy, establishing strategic self-confidence, strengthening confidence in victory, unswervingly increasing oil and gas reserves and production, and resolutely ensuring China's core oil and gas demand.

At the meeting, PetroChina, Sinopec, CNOOC and Yanchang Petroleum introduced the progress of the work and follow-up work considerations. The National Oil and Gas Strategic Research Center, the National Energy Shale Gas R&D Center, the National Energy Shale Oil R&D Center, the National Energy Continental Sandstone Old Oilfield Sustainable Exploitation R&D Center, and Sinopec Shengli Oilfield made special reports on the new field of "two deeps and one non", the enhanced oil recovery hard stability of old oilfields, and the green transformation of oil and gas exploration and development.
