On June 12, the Jiangsu Provincial Development and Reform Commission issued the Notice of the Provincial Development and Reform Commission on Regulating the Development of Onshore Wind Power in Jiangsu Province.


According to the Notice, by the end of 2023, the grid-connected installed capacity of onshore wind power in Jiangsu Province will be 11.03 million kilowatts, which has strongly supported the transformation of the province's energy structure and the development of the wind power industry.

According to the Circular, the basic principles include adapting measures to local conditions and rational layout. Adhere to the premise of conforming to the layout of land and space planning, comprehensively consider resource endowment, construction conditions, absorption capacity and ecological environment, etc., reasonably select the direction of development, scientifically lay out onshore wind power projects and supporting facilities, and promote the implementation of projects in an orderly manner。

Power grid support to ensure consumption. Combined with the scale layout of various projects, we will actively carry out the transformation and upgrading of power grids and the construction of grid connection projects, strengthen the stability and reliability of power grids, optimize power grid access methods according to different types, and make every effort to ensure the grid connection and consumption of various onshore wind power projects.

Ecological priority, resource intensive. Priority should be given to coordinating ecological and environmental protection and onshore wind power development, improving the utilization efficiency of wind energy resources in accordance with the principle of "high efficiency, low noise, and less land occupation", promoting the organic integration of wind power development and the surrounding landscape environment, and making every effort to create a new model of eco-friendly onshore wind power development.

Diversified integration, innovative development. Cultivate a new model for onshore wind power development, and promote the integrated development of wind power development and photovoltaic power generation, low (zero) carbon parks, rural revitalization, ports and oil fields, etc. Encourage cutting-edge technological innovation in onshore wind power, meet the demand for green power in various scenarios, and help local industries develop green and low-carbon.

The "Notice" also mentions that centralized wind power should be developed prudently and prudently. In areas with abundant wind energy resources and far away from residential areas, priority should be given to the use of reclamation farms, coastal salt farms and other areas that meet land use requirements, and the appropriate deployment of centralized onshore wind power as needed. Advance planning to promote the integrated development of wind and solar, and realize the multi-energy complementarity of wind and solar in the same field. Explore the appropriate amount of wind turbines to be built within the land area of the completed centralized photovoltaic projects, and make full use of the completed centralized photovoltaic transmission lines to bundle and send out, so as to improve the stability of wind and solar transmission and the development economy.

Develop distributed wind power according to local conditions. Innovative application scenarios, under the premise of complying with laws, regulations, standards and specifications, carry out decentralized wind power construction in industrial parks, transportation infrastructure, old oil and gas fields and other areas with large electricity consumption, good absorption conditions and abundant wind energy resources, so as to match the green power needs of relevant scenarios.Promote the green and low-carbon development of related industries. Decentralized wind power projects built with villages as units, village-enterprise cooperation as the main form, and the use of scattered and idle land in rural areas shall be implemented in accordance with the requirements of the Notice of the National Development and Reform Commission, the National Energy Administration, and the Ministry of Agriculture and Rural Affairs on Organizing and Carrying out the "Wind Control Action in Thousands of Towns and Villages" (Fagai Energy [2024] No. 378), and the specific measures will be notified separately.

Efficiently promote the transformation and upgrading of old wind turbines. In accordance with the new round of large-scale equipment renewal and the decision-making and deployment of consumer goods trade-in, wind farms that have been connected to the grid for more than 15 years or have a single unit capacity of less than 1.5 megawatts are encouraged to carry out transformation and upgrading, so as to improve the quality and efficiency of land resources, wind energy resources and power grid resources, and improve the resource utilization efficiency and power generation level of wind farms.

The "Notice" mentions that the implementation of energy storage configuration. In accordance with the requirements of the Notice of the Provincial Development and Reform Commission on Further Improving the Construction of New Energy Storage Supporting for Market-oriented Grid-connected Projects of Renewable Energy Generation (Su Fa Gai Energy Fa (2023] No. 983), new onshore wind power projects (except for all self-generated and self-used distributed wind power projects) shall adopt the method of self-construction, joint construction or purchase of new energy storage (including electrochemical, compressed air, gravity energy storage, etc.) with a power of not less than 10% of the installed capacity and a duration of 2 hours to implement the market-oriented grid-connected conditions. The new energy storage device should adopt safe, efficient, advanced and reliable equipment and system design, and the onshore wind power project should have the corresponding supporting peak regulation capacity throughout the life cycle.

The "Circular" stresses the need to improve the market mechanism. Give full play to the decisive role of the market in the allocation of resources, actively create a standardized, efficient, fair competition, and fully open market development environment, and strictly prohibit improper market intervention behaviors such as mandatory industrial support, investment landing, and disguised collection of resource fees. Support and encourage private capital and other diversified market entities to participate in project development, encourage all localities to rely on existing industrial endowments to take into account the differentiated development of the province's industrial chain, and avoid excessive homogeneous competition.
