On December 15, the 2025 National Energy Work Conference was held in Beijing. The meeting conscientiously implemented the deployment of the Central Economic Work Conference and the requirements of the National Development and Reform Work Conference, summarized the work in 2024, and planned the key work in 2025. 2024 Wind Power and Photovoltaic Report Card:

In 2024, more than 300 million kilowatts of new renewable energy capacity will be installed nationwide, accounting for more than 85% of the new installed capacity, and the total installed capacity of wind power and photovoltaic will be 1.35 billion kilowatts, fulfilling General Secretary Xi Jinping's solemn commitment at the Climate Ambition Summit six years ahead of schedule.

China's wind power and photovoltaic power has achieved leapfrog development: by the end of 2024, the national installed wind power capacity will be about 510 million kilowatts, and the national photovoltaic installed capacity will be about 840 million kilowatts, and the utilization rate will remain above 95%.


2025 wind power and photovoltaic installed capacity targets:

In 2025, China will adhere to the green and low-carbon transformation and vigorously promote the development and utilization of wind power and photovoltaics: about 200 million kilowatts of new wind power and photovoltaic capacity will be added throughout the year, and the consumption of renewable energy will exceed 1.1 billion tons of standard coal.


The meeting emphasized that the important directions of energy work in 2025:

The first is to thoroughly study and implement the spirit of General Secretary Xi Jinping's important expositions and important instructions, and practice the new strategy of energy security with higher standards. Accelerate the planning and construction of a new energy system, adhere to scientific and technological innovation as the guide, system reform as the driving force, safety and abundance as the premise, economic behavior basis, and gradually establish a new energy system with non-fossil energy as the main supply, fossil energy as the bottom line, new power system as the key support, and green and smart conservation as the energy use orientation, and promote the implementation of the new energy security strategy to achieve greater results.


The second is to thoroughly implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, and promote energy reform and the construction of the rule of law in depth. Accelerate the construction of an institutional mechanism to adapt to the new energy system, initially build a unified national electricity market, optimize the operation and scheduling mechanism of the oil and gas pipeline network, promote the independent operation of natural monopoly links and market-oriented reform of competitive links, and take the implementation of the Energy Law as an opportunity to consolidate the foundation of the energy rule of law.


The third is to better play a guiding and leading role and promote the preparation and implementation of energy planning as a whole. Strengthen the dynamic monitoring of planning and implementation, and strive for the successful conclusion of the "14th Five-Year Plan" energy plan. Scientifically plan and prepare the "15th Five-Year Plan" energy plan, adhere to the concept of "overall chess" of national energy planning, and promote the preparation of provincial energy planning as a whole.


Fourth, we should shoulder the primary responsibility for energy security and comprehensively enhance our supply guarantee capabilities. Strengthen bottom-line thinking and strategic determination, make every effort to complete the task of ensuring energy supply, give full play to the role of coal and coal power as a backstop, promote the increase of oil and gas reserves and production, strengthen the construction of energy reserve capacity, and continue to promote the construction of monitoring and early warning system.


Fifth, adhere to the green and low-carbon transformation and continue to promote the optimization and adjustment of the energy structure. We will vigorously promote the development and utilization of wind power and photovoltaics, coordinate the development of hydropower and ecological protection, actively develop nuclear power in a safe and orderly manner, and promote the construction of new power systems as a whole.


Sixth, accelerate the promotion of self-reliance and self-improvement in science and technology, and vigorously develop new quality productive forces in the energy field. Strengthen the management of major national science and technology projects, continue to promote the demonstration of major technical equipment, and strengthen scientific and technological innovation and standardized management.


Seventh, we should always adhere to the problem-oriented approach and strive to improve the overall efficiency of market supervision. Deepen the comprehensive supervision of the power sector, promote the special supervision of the energy sector, make the supervision truly "long teeth and thorns", ensure the effectiveness of the national energy policy, and improve the level of people's livelihood protection.
