Hassana Rabehi said that the Belt and Road Initiative is aimed at uniting countries around the world for common development, and African countries, including Algeria, see this as a very good opportunity. "Housing construction is the top priority of Algeria's infrastructure projects, and Algeria plans to implement 1.6 million housing units from 2015 to 2019, and we expect more Chinese companies to participate in it." In recent years, Africa has gradually become a hot spot for Chinese enterprises to "go global". The International Monetary Fund predicts that seven of the 10 fastest-growing countries in the world will be in Africa in 2015.

According to the Ministry of Commerce, China's non-financial direct investment flows to Africa reached US$4 billion in 2014, up 14% year-on-year. There are more than 3,000 Chinese enterprises operating in non-investment fields, involving finance, telecommunications, energy, manufacturing, agriculture, trade and logistics, etc., creating more than 400,000 local jobs.

Cao Jiachang, deputy director of the Department of West Asia and Africa of the Ministry of Commerce, said that in the new era, the common concerns and mutual needs of China and Africa have increased, and the two sides have increased their willingness to find new growth points in economic and trade cooperation and promote their respective economic development. Chinese companies are actively participating in Africa's industrialization, urbanization and regional integration processes.

On the same day, the Hunan Provincial Department of Commerce, one of the organizers of the event, signed a strategic cooperation framework agreement with the China-Africa Development Fund and CGCOC respectively to achieve resource sharing, complementary advantages and common development in Africa.

Chi Jianxin, chairman of the China-Africa Development Fund, said that Chinese enterprises should be mentally prepared for long-term investment when going out, and should go out in clusters with upstream and downstream support, so as to avoid going it alone.

As a major industrial and agricultural province in central China, Hunan has rich development experience in the fields of construction machinery, rolling stock, building materials, crop cultivation, infrastructure construction and industrial park development.

Xu Xiangping, director of the Hunan Provincial Department of Commerce, said that with the full implementation of China's "Belt and Road" construction and China-Africa "three networks and one industrialization", and the acceleration of international cooperation in production capacity and equipment manufacturing, Hunan's advantageous enterprises have ushered in a rare historical opportunity to enter Africa.
