It is a great pleasure to meet you and introduce China's renewable energy development achievements. Renewable energy is a green and low-carbon energy source, an important part of China's multi-wheel drive energy supply system, which is of great significance for improving the energy structure, protecting the ecological environment, responding to climate change, and achieving sustainable economic and social development.
Since the founding of the People's Republic of China, under the great attention of the CPC Central Committee and the State Council, and under the strong promotion of the Renewable Energy Law, China's renewable energy industry has gone through an extraordinary development process from scratch, from small to large, and from large to strong. In recent years, especially since the 18th National Congress of the Communist Party of China, under the strong leadership of the CPC Central Committee, the national energy industry has thoroughly implemented Xi Jinping Thought on Ecological Civilization and the new energy security strategy of "Four Revolutions and One Cooperation", made concerted efforts to overcome difficulties, and vigorously promoted the leapfrog development of renewable energy, and made great achievements that have attracted worldwide attention.
1. The scale of development and utilization ranks first in the world, providing strong support for the green and low-carbon transformation of energy. By the end of 2020, the total installed capacity of renewable energy in China reached 930 million kilowatts, accounting for 42.4% of the total installed capacity, an increase of 14.6 percentage points over 2012. Among them: 370 million kilowatts of hydropower, 280 million kilowatts of wind power, 250 million kilowatts of photovoltaic power generation, and 29.52 million kilowatts of biomass power generation, ranking first in the world for 16 consecutive years, 11 years, 6 years and 3 years respectively. In 2020, China's renewable energy power generation reached 2.2 trillion kWh, accounting for 29.5% of the total electricity consumption of the whole society, an increase of 9.5 percentage points over 2012, strongly supporting China's non-fossil energy to account for 15.9% of primary energy consumption, and to achieve the solemn commitment of non-fossil energy consumption to reach 15% in 2020 as scheduled. About 40% of our installed capacity is now renewable energy, and about 30% of our electricity generation is renewable energy, and all renewable energy installed capacity is the largest in the world.
Second, the level of technology and equipment has been greatly improved, injecting surging momentum into the development of renewable energy. China has formed a relatively complete renewable energy technology industrial system. In the field of hydropower, it has the world's largest independent design and manufacturing capacity of million-kilowatt hydro turbines, and the design and construction capacity of extra-high dams and large underground caverns are at the world's leading level. Low-speed wind power technology ranks among the top in the world, with more than 90% of domestic wind power installed using domestic wind turbines, and 10 MW offshore wind turbines starting trial operation. The rapid iteration of photovoltaic power generation technology has refreshed the world record of cell conversion efficiency for many times, and the photovoltaic industry occupies a dominant position in the world.Photovoltaic modulesAmong the top 10 enterprises in the world, China occupies 7. In the past 10 years, the average cost per kilowatt of onshore wind power and photovoltaic power generation projects has decreased by about 30% and 75% respectively, and the industrial competitiveness has continued to improve, injecting strong impetus into the vigorous development of new models and new forms of renewable energy.
3. Remarkable results have been achieved in reducing pollution and carbon emissions, laying a solid foundation for the construction of ecological civilization. Renewable energy emits neither pollutants nor greenhouse gases, and is a natural green energy source. In 2020, the scale of renewable energy development and utilization in China reached 680 million tons of standard coal, equivalent to replacing nearly 1 billion tons of coal, and reducing carbon dioxide, sulfur dioxide and nitrogen oxide emissions by about 1.79 billion tons, 864,000 tons and 798,000 tons respectively, providing a strong guarantee for the fight against air pollution. At the same time, China actively promotes the clean utilization of biomass energy such as urban and rural organic waste, and promotes the improvement of the living environment; Actively explore the photovoltaic desertification control model that combines desert control, photovoltaic power generation, and planting and breeding, promote the combination of photovoltaic development and ecological restoration, and realize the coordinated development and complementarity of renewable energy development and ecological civilization construction.
Fourth, the results of benefiting the people and benefiting the people have been fruitful, and green power has been contributed to the decisive battle against poverty. While promoting the extension of power grids in areas without electricity, China has actively implemented independent power supply projects for renewable energy, allowing millions of people without electricity to use green electricity, and successfully solving the problem of electricity consumption for people without electricity. Since 2012, a total of 31 large-scale hydropower stations with a total capacity of 64.78 million kilowatts have been built in poverty-stricken areas, contributing to local economic development and poverty alleviation and prosperity of migrants. Innovative implementation of photovoltaic poverty alleviation projects, a total of 26.36 million kilowatts of photovoltaic poverty alleviation power stations have been built, benefiting nearly 60,000 poor villages, 4.15 million poor households, generating 18 billion yuan of power generation income every year, and placing 1.25 million public welfare posts.
Fifth, international cooperation continues to expand, and China will make China's contribution to jointly addressing climate change. As the world's largest renewable energy market and equipment manufacturer, China continues to deepen international cooperation in the field of renewable energy. The hydropower business covers many countries and regions around the world, and the photovoltaic industry supplies more than 70% of the modules to the global market. The wide application of renewable energy in the Chinese market has effectively promoted and accelerated the reduction of renewable energy costs, further promoted the development and utilization of renewable energy in countries around the world, and accelerated the process of global green energy transformation. At the same time, in recent years, China's investment in renewable energy projects in countries and regions along the Belt and Road has shown a continuous growth trend, actively helping underdeveloped countries and regions to promote the application of advanced green energy technologies, and contributing China's wisdom and strength to the high-quality green Belt and Road cooperation.

Your question is very good, under the strategy of carbon peak and carbon neutrality, renewable energy is vigorously developed. On the one hand, we cannot vigorously develop it, and on the other hand, there is a large number of wind and solar abandonment. In the past few years, due to the mismatch between the development of new energy and the absorption capacity of the power system, there has indeed been a more prominent problem of curtailment of wind and solar energy. Since 2018, the National Energy Administration has formulated a "three-year action plan for clean energy consumption", and from 2018 to 2020, wind and solar curtailment have improved year by year, and the utilization rate of wind power and photovoltaic has increased significantly, reaching 97% and photovoltaic utilization rate by 2020. We looked at countries around the world, and this level is the best in the world.
In the next step, in order to achieve the strategic goal of carbon peak and carbon neutrality, we must promote new energy to become the main body of power supply, so we must build a new power system and take multiple measures to ensure the high-level consumption and utilization of new energy.
First, we should optimize the layout of new energy development as a whole. On the premise of meeting the needs of carbon peak and carbon neutrality, combined with the new energy resource conditions of various regions, including land and other construction conditions, especially make full use of the relatively large space for grid-connected consumption of new energy in the central and eastern regions, and actively promote the local development and utilization of new energy. In the western region, the northern region, and the areas rich in new energy resources, we must scientifically plan and lay out a number of power supply bases and power transmission channels based on new energy, so as to realize the overall optimal allocation of new energy power.
Second, we must vigorously improve the flexible adjustment capacity of the power system. In the past, our power generation facilities were adjusting power generation with the needs of users, and power generation, transmission, and electricity consumption were completed at the same time. The situation has changed after the large-scale new energy grid connection, the new energy has a certain dependence on the characteristics of the sky, and the user's electricity needs to be reliably guaranteed, how to integrate and connect the two aspects, which requires the construction of a new power system to provide flexible adjustment capabilities to make the new energy better consumption. On the power generation side, we will strengthen the flexibility transformation of thermal power, including promoting the construction of pumped storage power stations and natural gas peaking power stations. On the power grid side, we should increase infrastructure construction and improve the ability to optimize the allocation of resources, especially to give full play to the role of mutual assistance in the resources of the large power grid. On the user side, we will promote the substitution of terminal electric energy, especially green electric energy, and improve the responsiveness of the demand side. In addition, accelerate the large-scale development of energy storage, promote the comprehensive digitalization of the power system, and build an efficient and intelligent dispatching and operation system. For example, electric vehicles, our power system needs to charge it, which seems to be a power supply task, but through the development of technology, including taking economic measures, electric vehicles can be allowed to promote the improvement of our system capabilities. When the electric car is at a low point, the system recharges it; At peak power consumption, let the electric car discharge our system. An electric car can become an energy storage device for the power system, and if there are thousands of large-scale electric vehicles, it is a very beneficial factor for our system. Therefore, we should accelerate the construction of charging and swapping infrastructure, on the one hand, to promote the development of new energy vehicles, on the other hand, to promote the construction of new power systems, which is a very good thing.
Third, it is necessary to build a long-term mechanism for the consumption of new energy. A brief introduction to three considerations. First, on the basis of the power grid to ensure consumption, through the integration of source, grid, load and storage, multi-energy complementarity, etc., to realize the power supply, power grid, users, energy storage and other market entities to jointly bear the responsibility of clean energy consumption. The second is to coordinate the resources of the load side, the power supply side and the power grid side, improve the new energy dispatching mechanism, improve the regulation capacity of the power system in multiple dimensions, and ensure that the regulation capacity matches the scale of new energy development and utilization. Third, it is necessary to scientifically formulate the target of reasonable utilization of new energy. To form a dynamic adjustment mechanism conducive to the development of new energy and the overall optimization of the new power system, the wind and solar resources in each place are different, the load situation is different, and the system power grid structure is different. Overall, during the 14th Five-Year Plan period, renewable energy development will face new situations and new tasks, and a series of major changes will take place in the boundary conditions, development logic and development mechanism of renewable energy development. Overall, the development of renewable energy in the 14th Five-Year Plan period will enter a new stage, which presents the following characteristics:
First, large-scale development. On March 15, General Secretary Xi Jinping emphasized at the ninth meeting of the Central Financial and Economic Commission that achieving carbon peak and carbon neutrality is a broad and profound economic and social systemic change, and it is necessary to incorporate carbon peak and carbon neutrality into the overall layout of ecological civilization construction, and take out the momentum to achieve the goal of carbon peak in 2030 and carbon neutrality in 2060 as scheduled. There are still two five years left before carbon peaking in 2030, a total of ten years. The 14th Five-Year Plan is the first five-year period, and it is also a critical period for low-carbon energy transition. We will focus on the following three aspects of measures to accelerate the work of carbon peaking.
The first is to vigorously develop non-fossil energy. By 2030, the primary energy consumption ratio of non-fossil energy will reach about 25%, and the total installed capacity of wind power and solar energy will reach more than 1.2 billion kilowatts. Our country has made remarkable achievements in the development of renewable energy in recent years, but in the process of development, there are indeed problems such as insufficient subsidy funds and arrears of renewable energy subsidies that you just mentioned. The state attaches great importance to this problem, and the National Energy Administration, together with relevant departments, has carried out active research to explore ways and channels to solve the problem of subsidy arrears. Not long ago, the National Development and Reform Commission, the Ministry of Finance, the People's Bank of China, the China Banking Regulatory Commission and the National Energy Administration jointly issued the Notice on Guiding and Increasing Financial Support to Promote the Healthy and Orderly Development of Wind Power and Photovoltaic Power Generation Industries. In general, there are several measures:
First, financial institutions are encouraged to negotiate with renewable energy companies to extend or renew loans in accordance with the principle of commercialization. At present, some renewable energy enterprises are relatively short of funds due to subsidy arrears, but in fact, these subsidy funds objectively exist and are guaranteed by government credit, so we require financial institutions to extend or renew loans or adjust the repayment schedule and repayment period according to the actual project and cash flow on the basis of independent negotiation between the bank and the enterprise, so as to ensure the continuous cash flow of enterprises.
Second, financial institutions are encouraged to issue subsidized loans for projects that have been included in the subsidy list. Some time ago, the Ministry of Finance and other departments have organized the review of the subsidy list, as long as it passes the review and is included in the subsidy list, it is equivalent to confirming the arrears of subsidies.
Third, enterprises are encouraged to reduce their interest burden and share the interest pressure through green certificate transactions. We and relevant departments are studying the issuance of green certificates to enterprises based on the loan contracts and other materials filed by enterprises, allowing enterprises to reduce the pressure of interest sharing by trading green certificates, which is also an effective means to reduce the burden on enterprises.
Fourth, we need to do a good job in collecting all the additional funds for renewable energy electricity prices. At present, there is an additional "renewable energy electricity price surcharge" in the electricity price, and the current collection rate has not reached 100%, and we hope to achieve 100% additional collection at the front end, in the additional collection link, so as to expand the source of subsidy income and the scale of subsidy income.
Fifth, optimize the management of subsidy funds. Priority will be given to enterprises in projects that voluntarily convert to parity, and at the same time, they will be encouraged to continue to increase credit support for projects and enterprises that voluntarily convert to parity.
The above are a few main ways to solve the problem of subsidy arrears and the lag of subsidy funds, and we will work with relevant departments to further implement various policies and gradually alleviate and finally solve the problem of subsidy arrears. Thank you.

We must build a new power system, and promote the interconnection and mutual assistance of various energy modes and the deep integration of source, grid, load and storage through equipment technology and institutional innovation, so as to achieve the goals of clean and low-carbon, safe and reliable, intelligent and flexible, and cost-effective. Here I can introduce you to five measures.
First, efforts should be made to build a power production, supply, storage and marketing system that adapts to the development of large-scale new energy to ensure the safety and reliability of electricity. This is a very good question about how to ensure the security of supply. The bottom line for building a new power system is to ensure a secure supply, which is a very important task. Here are some measures: first, we must play the role of a platform for the allocation of resources in the power grid; Second, we must promote the construction of strong local power grids; Third, we must reasonably promote the construction of supporting power supply and basic power supply; Fourth, it is necessary to build a power system with reasonable scale, hierarchical partitioning, safety and reliability, strengthen power safety and disaster resistance, and solidly improve the intrinsic safety level of the power industry.
Second, efforts should be made to improve the flexible adjustment capacity of the power system. Director Jianhua has made a full introduction just now, and I also mentioned when I introduced the problem of avoiding wind and solar curtailment, we should promote the flexible adjustment ability of the power system through the power supply side, the grid side, the demand side, the energy storage side and other aspects, and adapt to the requirements of large-scale new energy grid connection. After the new energy is connected to the grid, there can be no problem of a large number of curtailment of wind and solar power, nor can there be a shortage of electricity, it is necessary to ensure the safety of power supply, and turn the fluctuating and intermittent new energy characteristics into a new system that is friendly and ensures the supply of users through the flexible adjustment of the system.
Third, efforts should be made to promote the interactive integration of source, grid, load and storage, improve the efficiency of system operation, and meet the diversified energy needs of various users. To guide the sustainable and healthy development of new models and new forms of electric power, the supply side should realize multi-energy complementarity and optimization, and the consumption side should be diversified and deeply integrated with electricity, heating and air conditioning, continuously improve the service level of obtaining electricity, and realize the full use of a high proportion of new energy and the harmony and mutual assistance of multiple energy sources. Promote the coupling development of power systems and advanced information and communication control technologies, cultivate new business models, and improve the level of comprehensive energy services for electric power.
Fourth, efforts should be made to increase the focus on tackling key technologies, testing and demonstrating, and popularizing and applying key technologies of the new power system. Promote the deep integration of artificial intelligence, big data, advanced information and communication technologies of the Internet of Things and power technology, and form a key technology system for a new power system with China's independent intellectual property rights. It is necessary to organize the tackling of some key technologies that are stuck in the neck, speed up the research and development and application of key technologies, and carry out a number of innovative engineering demonstrations of new power systems.
Another key is to promote the construction of the power market and the innovation of institutional mechanisms, and build a market system for a new power system.
