In order to continue to promote the high-quality development of wind power and photovoltaic power generation, the relevant matters related to the development and construction of wind power and photovoltaic power generation in 2021 are hereby notified as follows:Thoroughly implement General Secretary Xi Jinping's important exposition on the new strategy for energy security, implement the goals of carbon peak and carbon neutrality, as well as the tasks of non-fossil energy accounting for about 25% of primary energy consumption by 2030 and the total installed capacity of wind and solar power generation reaching more than 1.2 billion kilowatts, adhere to the goal orientation, improve the development mechanism, release the space for consumption, optimize the development environment, give play to the leading role of the local government, mobilize the enthusiasm of investors, and promote the high-quality development of wind power and photovoltaic power generation. In 2021, the proportion of wind power and photovoltaic power generation in the whole society will reach about 11%, and it will increase year by year, reaching about 16.5% by 2025.2. Strengthen the guidance mechanism for the weight of responsibility for renewable electricity consumptionIn accordance with the principle of goal orientation and shared responsibility, formulate and publish the weights of responsibility for renewable electricity consumption in each provincial-level administrative region, guide the provincial-level energy authorities to actively promote the construction of wind power and photovoltaic power generation projects and inter-provincial power transactions in their own provinces (autonomous regions and municipalities) based on the responsibility weights of non-hydropower consumption in their respective regions, and determine the annual grid-connected scale and new approval (filing) scale of new wind power and photovoltaic power generation projects necessary for the province (autonomous region and municipality) to complete the minimum consumption responsibility weight of non-hydropower. Conscientiously organize and coordinate the project development, construction and reserve work.3. Establish a multi-guarantee mechanism for grid connectionEstablish multiple guarantee mechanisms for grid connection such as guaranteed grid connection and market-oriented grid connection.All provinces (autonomous regions, municipalities) shall complete the new grid-connected projects necessary for the annual minimum consumption responsibility weight of non-hydropower, and the power grid enterprises shall implement guaranteed grid-connection projects。 If the scale of guaranteed grid connection can be replaced between provinces, and the weight of non-hydropower consumption responsibility is implemented through inter-provincial power trading, after consultation between the sending and receiving provinces and the signing of long-term agreements with power grid enterprises, the scale of guaranteed grid connection in the receiving province shall be reduced accordingly according to the transmission (trading) of new energy and increased to the sending province。 Guaranteed grid-connected projects shall be organized by the provincial-level energy authorities through competitive allocation。For projects that are still willing to connect to the grid outside the scope of guaranteed grid connection, the grid enterprises can connect to the grid after implementing the grid connection conditions through market-oriented methods such as self-construction, joint construction and sharing, or purchase of services. The grid-connected conditions mainly include the flexible adjustment capabilities such as pumped storage, thermal storage solar thermal power generation, thermal power peak shaving, electrochemical energy storage, and adjustable load.Fourth, accelerate the construction of existing projectsWind power projects that have been approved before the end of 2020 and are within the validity period of approval, as well as existing wind power and photovoltaic power generation projects such as parity and bidding photovoltaic projects in 2019 and 2020, are directly included in the scope of guaranteed grid-connected projects of various provinces (autonomous regions and municipalities). All kinds of stock projects should be completed and put into operation within the specified time limit, and for projects that have been approved (recorded) for a long time and are not constructed, the provincial energy authorities shall organize a clean-up in a timely manner, and if they do not have the construction conditions, they shall be abolished in a timely manner。The guaranteed grid-connected scale of each province in 2021 is mainly used to arrange existing projects. For provinces (autonomous regions and municipalities) where the existing projects cannot meet the requirements of the minimum consumption responsibility weight requirements for non-hydropower this year and there is still room for guaranteed grid connection, the provincial-level energy authorities shall organize and carry out competitive allocation according to the remaining guaranteed grid connection scale, determine the new projects connected to the grid in 2021, accelerate approval (filing), actively promote construction, and ensure that they are completed and put into operation as soon as possible.5. Steadily promote the construction of household photovoltaic power generationIn 2021, the national financial subsidy budget for household photovoltaic power generation projects will be 100 million yuan, the amount of electricity subsidy will be implemented in accordance with the relevant policies in 2021 issued by the price department of the State Council, and the project management and application procedures shall be implemented in accordance with the relevant requirements of the Notice of the National Energy Administration on Matters Related to the Construction of Wind Power and Photovoltaic Power Generation Projects in 2019 (Guoneng Fa Xinneng [2019] No. 49). Household photovoltaic power generation projects shall be guaranteed by power grid enterprises for grid-connected consumption。Sixth, pay close attention to the promotion of project reserve and constructionProvincial-level energy authorities shall, in accordance with the clear direction and tasks of the 14th Five-Year Plan for Renewable Energy Development, determine the scale of guaranteed grid-connection in 2022 according to the minimum non-hydropower consumption responsibility weight of the province (autonomous region, municipality) in 2022, pay close attention to organizing and carrying out the competitive allocation of guaranteed grid-connected projects, organize the approval (filing) of a number of new wind power and photovoltaic power generation projects, do a good job in project reserves, promote the timely start of construction of projects, and achieve continuous development。The provincial-level energy authorities shall optimize the business environment, standardize the order of development and construction, and shall not use supporting industries as the threshold for project development and construction。 It is necessary to urge local governments to implement project construction conditions, promote the introduction of land, fiscal and financial support policies, reduce the unreasonable burden of new energy development and construction, and mobilize the enthusiasm of various market entities for investment. It is necessary to increase coordination with departments such as natural resources, forestry and grassland, ecological environment, and housing construction, so as to create favorable conditions for the development and construction of wind power and photovoltaic power generation projects.Power grid enterprises should simplify the network connection process, facilitate the network connection procedures, promote the new energy cloud platform, achieve full coverage of the country, and serve the new power system with new energy as the main body. It is necessary to strengthen the construction of grid connection projects to ensure that the projects that are included in the scope of guaranteed grid connection and have implemented market-oriented grid connection conditions can be "merged".
