1.Encourage the construction of "wind, solar, and storage integration" power stations, and strictly control "wind, solar, thermal (storage) integration" projects that rely on incremental thermal power.
2. The new energy in the project should be connected to the nearest consumption, relying on the incremental power load after the implementation of the project,In principle, the proportion of renewable energy electricity shall not be less than 50% of the overall electricity of the project。
3. Multi-energy complementary projects are divided into wind, solar, thermal (storage) projects, and wind-solar-storage projects. Among them, wind, solar, thermal (storage) projects, for existing coal-fired power projects, it is encouraged to carry out flexible transformation of thermal power, rationally allocate energy storage, heat storage and other equipment, and increase the peak regulation capacity of the system. For the new peak shaving capacity, the scale of new energy allocation shall be determined in combination with the new energy development conditions, collection conditions, and transmission capacity.
4. After the implementation of the multi-energy complementary project, in principle, it will not occupy the public peak regulation resources of the large power grid. Encourage the joint dispatch and operation of coal-fired power and new energy plants。
5. Wind and solar energy storage projects should reasonably optimize the allocation of energy storage scale and proportion in combination with new energy characteristics, power supply scale, economic cost, etc.
6. After the implementation of the project, in principle, the large power grid will not be subject to peak regulation. The proportion of energy storage allocation can refer to the "source-grid-load-storage integration" demonstration project in Ulanqab and the "fire-wind-solar-storage-production-research integration" demonstration project in Tongliao City.
