Lifting the ban and breaking the ice, Northeast wind power is revived again

As early as 2009, Sany Renewable Energy has begun to deepen the wind power market in Northeast China. In that year, the construction of the Sany Tongyu Wind Power Industrial Park project started, and it was completed and put into operation in 2010. The project is committed to building Tongyu into a large-scale wind power industrialization base in China, and a wind power equipment processing and manufacturing center covering the entire Northeast China, eastern Mongolia and parts of North China. The abundant wind resources and solid industrial foundation in Northeast China nourish Sany Renewable Energy's ambition to "break into the eastern part of the country".

However, as the main position of China's wind power, the development of the wind power market in Northeast China is not a smooth road. With the expansion of wind power installation, the problem of consumption has become increasingly prominent, and the Northeast wind power with serious wind curtailment and curtailment has also been stopped by the National Energy Administration's "red alert". During the "13th Five-Year Plan" period, wind power in Northeast China almost came to a standstill.

In 2019, Northeast Wind Power ushered in an inflection point of completely lifting the ban and breaking the ice. The National Energy Administration's investment early warning monitoring results were announced: Jilin Province directly changed from red to green; Heilongjiang turns from orange to green; Liaoning continues to be green. According to the National Energy Administration, the green area will be built in an orderly manner according to the plan, which means that the ban on "red picking" in the northeast will be lifted and wind power development will be fully released. Northeast Wind Power, which has taken off the "tight spell", is catching up with the new development opportunity of "wind power center of gravity returning to the 'Three Norths'".

The first to release a positive signal was Jilin Province. The Jilin Provincial Energy Bureau then adjusted the 13th Five-Year Plan to 8.75 million kilowatts of wind power capacity in 2020, an increase of 3.25 million kilowatts over the original plan. In April 2021, the "Outline of the 14th Five-Year Plan for National Economic and Social Development of Jilin Province and the Long-Range Objectives Through the Year 2035" was issued. The document pointed out that the "Three Gorges on Land" project should be launched in a timely manner: with a total investment of 100 billion yuan, the construction of three tens of millions of kilowatts of new energy production bases in the province, such as consumption bases, transmission bases and hydrogen production bases, and the UHV power channel of "Kyrgyzstan Power Transmission to the South"; Construction of Lugu DC UHV Transmission Supporting Wind Power Projects: Wind power projects with a total installed capacity of 3 million kilowatts will be built in Da'an, Taonan, Tongyu, Qian'an, and Changling for Lugu DC UHV Transmission.

Heilongjiang and Liaoning have also set plans for the development of wind power in the 14th Five-Year Plan. The Heilongjiang Provincial Development and Reform Commission issued the "Notice on Planning Renewable Energy Bases and Optimal Development and Construction Plans", which clearly states that during the "14th Five-Year Plan" period in Heilongjiang Province, Heilongjiang Province will launch the planning and construction of Harbin and Suihua comprehensive energy bases, Qiqihar and Daqing renewable energy comprehensive application demonstration bases, and high-proportion renewable energy delivery bases in the east (all tentative names). Liaoning Province issued the "Proposal for the 14th Five-Year Plan for National Economic and Social Development of Liaoning Province and the Long-Range Objectives for the Year 2035", which clearly proposes to cultivate and expand new energy industries such as hydrogen energy, wind power, and photovoltaics, promote the clean, low-carbon, safe and efficient use of energy, and promote the adjustment of energy consumption structure.

The policies of the three provinces in Northeast China have been introduced one after another, which is bound to lead the revival of wind power in Northeast China during the "14th Five-Year Plan" period. Under the guidance of the national "dual carbon" goal and the concept of "new energy as the main power system", wind power is bound to become the main force of energy transformation and "carbon peak and carbon neutrality" in Northeast China.

Accumulation of Sany Renewable Energy "Breaking through the East of the Kanto"

In October 2018, Sany Renewable Energy signed a cooperation agreement on the development of 1 million kilowatts of wind resources with Tongyu County, Jilin Province, planning to build Sany Renewable Energy's first million kilowatt wind power base, with a total investment of 8.5 billion yuan.

In October 2020, Li Deming, Secretary of the Tongyu County Party Committee, and his party visited Sany Renewable Energy Nankou Industrial Park, and Zhou Fugui, Chairman of Sany Renewable Energy, warmly received them. The two sides highly affirmed the cooperation and persistence for more than ten years, and said that in the future, the two sides will continue to deepen cooperation in the new energy industry and work together to jointly promote the development of wind power.

In January 2021, Han Jun, Deputy Secretary of the Jilin Provincial Party Committee and Acting Governor of Jilin Province, and his delegation came to Sany Renewable Energy Wind Power Equipment Industrial Park in Tongyu County for investigation and investigation. The two sides conducted in-depth exchanges on responding to the national "3060 goal" and strengthening cooperation in the fields of new energy and equipment manufacturing during the 14th Five-Year Plan period.

In February, Li Wei, member of the party group and vice governor of Jilin Province, and his party visited Sany Renewable Energy Beijing Nankou Industrial Park for a visit and investigation, and Zhou Fugui, chairman of Sany Renewable Energy, warmly received and accompanied the investigation. The two sides conducted in-depth exchanges on Sany equipment manufacturing and intelligent manufacturing of wind turbines.

On March 12, Han Jun, Deputy Secretary of Jilin Provincial Party Committee and Governor of Jilin Province, visited Sany Renewable Energy Beijing Nankou Industrial Park. Through the talks, the two sides reached a consensus on cooperation in 10 aspects, including the construction of Tongyu Wind Power Industrial Park, blade manufacturing, the second phase of the wind power intelligent manufacturing industrial park project, the smart wind turbine R&D test base project, localization cooperation, and industrial Internet, and signed the Tongyu Wind Power Investment Cooperation Agreement. Liu Zhenxing, mayor of Tongyu County, Jilin Province, and Zhou Fugui, chairman of Sany Renewable Energy, signed the agreement on behalf of both parties.

Sany Renewable Energy has been deeply involved in the wind power industry for more than ten years, and now it has ranked among the top 10 wind turbine manufacturers in the world (BNEF data); Jilin Province is a province with large wind resources in China, and plans to achieve the comprehensive revitalization of Jilin by 2030. The cooperation between the two sides has a long history and a long history, and will reach a new level of cooperation in the new era of "carbon neutrality".
