Recently, the National Renewable Energy Information Management Center sent a letter to enterprises to assist in the verification of the additional subsidy funds for renewable energy electricity prices in 2021. According to the Notice on Carrying out the Verification of Additional Subsidy Funds for Renewable Energy Electricity Prices jointly issued by the Department of Economic and Construction of the Ministry of Finance, the Price Department of the National Development and Reform Commission, and the New Energy Department of the National Energy Administration, the National Renewable Energy Information Center will verify the wind power, photovoltaic power generation, biomass power generation projects and public independent system projects that enjoy the additional subsidy funds for renewable energy electricity prices. The timely and fair distribution of subsidy funds, and the inconsistency between the actual grid-connected capacity and the approved (recorded) capacity, have become the focus of verification.





The verification will take a combination of information verification and on-site verification, and power generation enterprises need to complete the information filling of relevant projects through the renewable energy power generation project information management platform of the National Energy Administration before August 10. According to the verification content requirements of the Notice on Carrying out the Verification of Additional Subsidy Funds for Renewable Energy Electricity Prices, the key verification content includes nine aspects: first, whether the power grid enterprises strictly implement the renewable energy power generation policy in accordance with the "Fund Management Measures"; second, whether the power grid enterprises standardize management and timely and fair allocation of subsidy funds; third, whether the power grid enterprises issue subsidy funds in accordance with the relevant subsidy policies and allocation requirements; Fourth, whether the power grid enterprise completes the performance evaluation as required; Fifth, whether the renewable energy power generation project has incomplete procedures, circumvention of industry management, and inconsistency between the actual grid-connected installed capacity and the approved (recorded) capacity; Sixth, whether there is an abnormal amount of electricity on the grid of renewable energy power generation projects; Seventh, whether the renewable energy power generation project has reached the reasonable utilization hours; Eighth, whether the biomass power generation project has illegal fossil fuel blending and emission standards; Nine is the operation of public independent systems, operation and maintenance cost accounting, etc.; Based on the results of information verification, the National Renewable Energy Information Center will organize professionals to carry out on-site verification of projects in groups from August 2021, and this year's project verification will focus on seven items as follows: First, whether the procedures for power generation project approval (filing), electricity price approval, construction and grid connection are in line with relevant national policies, and whether the supporting documents are complete; Second, whether there is any inconsistency between the actual grid-connected installed capacity of renewable energy power generation projects and the approved (recorded) capacity; third, whether the renewable energy power generation project has abnormal on-grid electricity; fourth, whether the renewable energy power generation project has reached the reasonable utilization hours; Fifth, whether the biomass power generation project does not meet the requirements of fossil fuel blending and emissions do not meet the standard; Sixth, the operation and operating costs of public independent systems; Seventh, whether the allocation of subsidy funds is standardized and timely.
