"Carbon reduction, but not sports carbon reduction!"

Since the beginning of this year, all regions and departments have actively promoted the work related to carbon peak and carbon neutrality, and have achieved certain results. However, in the work, there are indeed some places, industries, and enterprises that have "deviated" from the focus of their work, and the action measures taken do not meet the requirements of seeking truth from facts, respecting the law, step-by-step, and establishing first and then breaking, which is mainly manifested in three aspects:

First, the goal setting is too high and out of touch with reality.Some places, industries, and enterprises are eager to "grab the jackpot", and the goals put forward go beyond the development stage; Some places have implemented a "one-size-fits-all" shutdown of high-energy-consuming projects; Some financial institutions have suddenly withdrawn loans from coal power projects and cut off loans.

Second, the action to curb the "two supremes" is weak.Curbing the blind development of the "two high" projects is the top priority and top priority of the current carbon peak and carbon neutrality work, but some places have shouted loud slogans, actions cannot keep up, and some places have even launched the "two high" projects in violation of regulations, and the problem of building before approval is more prominent.

Third, the foundation for energy conservation and emission reduction is not solid.Carbon peak and carbon neutrality and energy conservation and emission reduction, climate change work in the same line, some places do not pay enough attention to energy conservation and emission reduction, energy consumption "dual control" implementation is not effective, just reported the first half of the energy intensity reduction situation, it should be said that the situation is more grim; Some industries do not do a solid job in structural energy saving, technical energy saving, and management energy saving, but hope that a certain technology will solve the problem once and for all; Some institutions are keen to label and issue brands, and carbon neutrality "hats" are flying all over the sky.

Meng Wei pointed out that these phenomena run counter to the original intention and requirements of carbon peak and carbon neutrality, and must be resolutely corrected. She said that the meeting of the Political Bureau of the Central Committee clearly required that the work of carbon peak and carbon neutrality should be done in an orderly manner, and the action plan for carbon peak before 2030 should be introduced as soon as possible.
