As a green energy that can be seen everywhere, wind energy is inexhaustible and has resource advantages in most rural areas in China. The development of wind power can not only transform resource advantages into collective income, but also speed up the transformation of rural energy structure, while taking into account the ecological environment, is a new path to revitalize rural industrial resources, land resources, tourism resources, and rural collective assets, so that idle resources can produce economic benefits, and rapidly expand the rural collective economy.

First of all, the vast rural areas have the resource base for the development and utilization of wind power.On the one hand, China's wind energy resources are abundant and widely distributed. There are about 690,000 administrative villages in the country, and if each of the 100,000 administrative villages finds 200 square meters of scattered land in the fields, in front of the village and behind the house, and on the country road, for the installation of two 5 MW wind turbines, the country can achieve 1 billion kW of wind power installation.

Secondly, the remote management mode of wind power has technical feasibility.Under the current technical conditions, wind turbines in rural areas can be connected to the nearest ready-made 10kV, 35kV or 110kV transmission lines according to the actual situation, and realize the nearby utilization and consumption of electric energy. On the premise of ensuring a reasonable level of income, wind power development enterprises can share a part of their profits with the village collective, thereby providing a fixed income of 150,000 yuan to 200,000 yuan per year for the village collective. In 2019, nearly half of the village collectives in the country had an income of less than 50,000 yuan, and 60% had an income of less than 100,000 yuan. Jiangsu Province has proposed to increase the collective operating income of 562 low-income villages to more than 180,000 yuan by the end of 2020; Zhejiang Province proposes that by the end of 2022, the administrative villages with an annual collective economic income of more than 200,000 yuan in the province will be basically covered. It can be seen that vigorously developing wind power can quickly improve the collective economic income level in China's vast rural areas.

Finally, the wind power project is a perfect combination of the construction of a new countryside and the construction of a modern ecological civilization.Wind power projects not only have economic and environmental benefits, but also have industrial spillover effects, which can drive the development of local service industries. By combining with the local natural and cultural landscape, wind power facilities can achieve coordinated development with local tourism development, characteristic town construction, and people's livelihood improvement projects. For example, wind power projects such as Huaneng Henan Tangyin have been integrated with the local natural ecological environment, humanities and history, and have become cultural and tourist attractions that blend history and modernity, truly achieving the harmonious development of wind power development and ecological environment. At present, Huaneng is taking the Puyang project in Henan Province as a pilot, which is expected to increase the collective income of the village while closely integrating with the construction of the local ecological environment to help the construction of beautiful villages.

Wind power generation technology is mature, stable income, environmentally friendly, relying on the abundant wind energy resources and land resources in rural areas, giving birth to a broad space for development.Based on this, it is suggested that the "100 counties, 100 villages, 10,000 units project" should be implemented nationwide to revitalize the rural collective economic construction in an innovative way. Specifically, 5,000 villages can be selected in the first batch of 100 counties across the country, and 2 wind turbines can be installed in each village, with a total of 10,000 units. Through the "100 counties, 10,000 villages and 10,000 units" project, village enterprises have cooperated to develop wind power, creatively activate the economic vitality of the village collective, and implement the "last mile" of the Party Central Committee's decision-making and deployment.

To promote the implementation of the "100 counties, 100 villages and 10,000 units project", first, it is necessary to make overall planning and promote it as a whole. In order to reduce the cost of wind power development and improve economic benefits, it can be implemented at the county level in a unified planning, approval, distribution, and development to the villages. Each county is responsible for the development and construction of an investment and development entity, and each rural village determines the installed capacity according to the actual situation. Second, it is necessary to establish an equal cooperation mechanism between village enterprises. Through the joint construction of village enterprises, we can achieve win-win cooperation. Wind power enterprises make full use of their own capital and technical advantages, and are fully responsible for project development, construction, operation and maintenance. Under the village-enterprise cooperation mechanism, villagers can participate in part of the operation and maintenance work after professional training, so as to increase rural employment. Third, it is necessary to strengthen the construction of rural power infrastructure. The weak infrastructure of rural power grids and the poor transmission channels are the key constraints to give full play to their advantages in energy resources. Further improve the infrastructure of rural power grids, increase the capacity of power grids, and smooth power transmission channels, so as to improve the rural electricity environment and improve the quality of life of farmers.
