In order to achieve the goals of carbon peak before 2030 and carbon neutrality before 2060 as scheduled, the Central Committee of the Communist Party of China and the State Council recently issued the "Opinions on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality" to strictly control fossil energy consumption. Accelerate the large-scale development of unconventional oil and gas resources such as shale gas, coalbed methane, and tight oil and gas. Strengthen risk management and control to ensure a safe and stable supply of energy and a smooth transition. This is also the top-level design of China's carbon peak and carbon neutrality, and puts forward specific goals and measures.
The "Opinions" put forward five main goals: building a green, low-carbon and circular development economic system, improving energy efficiency, increasing the proportion of non-fossil energy consumption, reducing carbon dioxide emissions, and improving the carbon sink capacity of the ecosystem. Among them, by 2025, energy consumption per unit of GDP will be reduced by 13.5% compared with 2020; CO2 emissions per unit of GDP decreased by 18% compared to 2020; The proportion of non-fossil energy consumption reaches about 20%; The forest coverage rate reached 24.1%, and the forest stock reached 18 billion cubic meters.

Liu He, academician of the Chinese Academy of Engineering, mentioned the carbon emission situation of China's oil and gas industry, in 2020, the global greenhouse gas emissions were 55 billion tons, and fossil energy accounted for 62%, and the global methane emissions in 2020 were 8.5 billion tons, and fossil energy accounted for 34%, and the related carbon emissions in the global energy were 44%, 34%, and 22% respectively. At the critical moment of the comprehensive transformation of the international energy industry, promoting the construction of smart oil and gas fields is an important means for the oil and gas industry to improve quality and efficiency, innovation and development.
Xu Yubing, chairman of Xinjiang Green Carbon Technology Co., Ltd., introduced the path and practice it has explored to achieve "double carbon compliance". CCUS (Carbon Capture, Utilization, and Storage) is an important component of China's technology portfolio to achieve the goal of carbon neutrality, and it is of great significance - CCUS is the only technical choice to achieve large-scale zero-emission utilization of fossil energy, the main technical means to maintain the flexibility of the power system under the goal of carbon neutrality, and a feasible technical solution for deep decarbonization of industries such as steel and cement. The negative emission technology of CCUS and new energy coupling is the technical guarantee for achieving carbon neutrality.
Fu Jinhua, deputy general manager of PetroChina Changqing Oilfield, believes that in the future, Changqing Oilfield will reach 68 million tons of oil and gas equivalent by 2025. It is expected to reach 63 million tons this year.
Mr. Zhang Dawei, a member of the Advisory Committee of the Consulting and Research Center of the Ministry of Natural Resources and vice president of the China Association of Mining Rights Appraisers, put forward the idea of "building the country's first national shale oil and gas and new energy science and technology innovation industrial park in Chongqing". It is pointed out that the main target of China's natural gas development is shale gas, and the main target of oil development is shale oil.
Ms. Zhang Xiao, President of ECF International Shale Gas Forum, believes that the energy crisis has swept the world since September 2021, and 2021 will be a turning point in the change of energy transition model.
