In the face of the severe challenges facing mankind, we must bravely overcome all kinds of obstacles on the way forward, make every effort to sweep away the haze of the new crown pneumonia epidemic, make every effort to promote economic and social recovery and development, and let the sunshine of hope illuminate mankind!
Today's world is undergoing profound changes unseen in a century. This change is not limited to one event, one country and one region, but a profound and magnificent change of the times. The changes of the times and the pandemic of the century have superimposed each other, and the world has entered a new period of turbulence and change. How to beat the pandemic? How to build a post-pandemic world? This is a major issue of common concern to the people of all countries in the world, and it is also an urgent and important topic that we must answer.
"If the world is not prosperous, it will decline, and if the world does not advance, it will retreat." The world always develops in a movement of contradictions, and there is no world without contradictions. Throughout history, human beings have grown up by overcoming tests and crises. We must advance in the logic of historical progress and develop in the trend of the development of the times.
No matter the wind or rain, humanity always has to move forward. We must be good at thinking from the comparative analysis of the long cycle of history, and we must also be good at perceiving the changes in things from the subtleties, cultivate new opportunities in the crisis, open a new situation in the changing situation, and gather a powerful force to overcome difficulties and challenges.
First, we need to work together to defeat the pandemic.In the face of this once-in-a-century pandemic, which is related to the future and destiny of mankind, the international community has waged a stubborn battle against it. Facts have once again shown that in the turbulent waves of the global crisis, countries are not on a small boat with more than 190 small boats, but on a big boat with a common destiny. The small boat can't withstand the wind and waves, and the giant ship can withstand the stormy waves. With the joint efforts of the international community, important progress has been made in the global fight against the epidemic, but the repeated delay of the epidemic, the increase in virus mutations, and the acceleration of transmission have posed a serious threat to people's lives and health, and have had a profound impact on the development of the world economy.
Strengthening confidence and working together is the only right way to defeat the epidemic. Any mutual restraint and any unwarranted "throwing the blame" will delay the fighter plane and interfere with the overall situation. Countries around the world should strengthen international anti-epidemic cooperation, actively carry out cooperation in drug research and development, jointly build multiple lines of defense against the epidemic, and accelerate the construction of a global community of health for all. In particular, we must make good use of the powerful weapon of vaccines, ensure the fair distribution of vaccines, accelerate the speed of vaccination, bridge the international "immunization gap", and protect life and health and people's livelihoods.
China has provided more than 2 billion doses of vaccines to more than 120 countries and international organizations. China will provide another 1 billion doses of vaccines to African countries, of which 600 million doses will be provided free of charge, and will also provide 150 million doses of vaccines to ASEAN countries free of charge.
Second, we need to defuse various risks and promote the stable recovery of the world economy.The world economy is coming out of the doldrums, but it also faces many constraints. Risks such as disruptions in global industrial and supply chains, rising commodity prices, and tight energy supplies have exacerbated the uncertainty of the economic recovery process. The global low inflation environment has changed significantly, and the risk of compound inflation is emerging. If the monetary policies of major economies "brake sharply" or "make a sharp turn", there will be serious negative spillover effects and challenges to world economic and financial stability, and the vast number of developing countries will bear the brunt. We need to explore new drivers of economic growth, new models of social life and new paths for people-to-people exchanges under the conditions of normalized epidemic prevention and control, promote cross-border trade facilitation, ensure the safety and smoothness of industrial and supply chains, and promote the steady and solid recovery of the world economy.
Economic globalization is the trend of the times. The river rushes to the sea, and there will always be a countercurrent, but no countercurrent can stop the river from going east. The power helps it move forward, and the resistance makes it strong. Although there have been many adverse currents and dangerous shoals, the direction of economic globalization has never changed and will not change. All countries in the world should adhere to true multilateralism, tear down walls instead of building walls, open up instead of isolation, and integrate instead of decoupling, so as to promote the building of an open world economy. It is necessary to lead the reform of the global governance system with the concept of fairness and justice, maintain the multilateral trading system with the World Trade Organization at its core, create universally accepted and effective rules for artificial intelligence and the digital economy on the basis of full consultation, create an open, fair and non-discriminatory favorable environment for scientific and technological innovation, and promote economic globalization to develop in a more open, inclusive, inclusive, balanced and win-win direction, so that the vitality of the world economy can fully burst out.
At present, there is a consensus that in order to push the world economy out of the crisis and achieve recovery, it is necessary to strengthen macroeconomic policy coordination. Major economies should establish a sense of community, strengthen the concept of systems, strengthen the transparency and sharing of policy information, and coordinate the objectives, intensity and pace of fiscal and monetary policies, so as to prevent the world economy from bottoming out again. Major developed countries should adopt responsible economic policies, control policy spillovers, and avoid serious impacts on developing countries. International economic and financial institutions should play a constructive role, build international consensus, enhance policy coordination, and guard against systemic risks.
Third, we need to bridge the development gap and revitalize global development.The global development process is suffering a serious shock, and the North-South gap, the recovery divergence, the development fault line, and the technological divide are becoming more prominent. The human development index has dropped for the first time in 30 years, with more than 100 million new poor people in the world, nearly 800 million people living in hunger, and more difficulties in areas of people's livelihood, such as food security, education, employment, medicine and health. Some developing countries have fallen back into poverty and chaos due to the epidemic, and many people in developed countries have fallen into difficulties in their lives.
No matter what difficulties we encounter, we must adhere to the people-centered development philosophy, put the promotion of development and ensuring people's livelihood in a prominent position in global macro policies, implement the United Nations 2030 Agenda for Sustainable Development, promote synergy among existing development cooperation mechanisms, and promote balanced global development. We need to uphold the principle of common but differentiated responsibilities, advance international cooperation on climate change within the framework of development, and implement the outcomes of the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change. Advanced economies should take the lead in fulfilling their responsibilities to reduce emissions, implement financial and technical support commitments, and create the necessary conditions for developing countries to respond to climate change and achieve sustainable development.
Last year, I launched the Global Development Initiative (GDI) at the United Nations General Assembly, calling on the international community to pay attention to the pressing issues facing developing countries. This initiative is a public good open to the world, aiming to align with the United Nations 2030 Agenda for Sustainable Development and promote common global development. China is ready to work with all parties to jointly promote the implementation of the Initiative and strive to leave no country behind.
Fourth, we need to abandon the Cold War mentality and achieve peaceful coexistence and mutual benefit。 Today's world is not peaceful, and remarks inciting hatred and prejudice are incessant, and the resulting encirclement, suppression, and even confrontation are harmful to world peace and security. History has repeatedly proven that confrontation is not only useless, but also has disastrous consequences. Engaging in protectionism and unilateralism will not protect anyone, and will only harm others and oneself in the end. Engaging in hegemony and bullying is even more contrary to the trend of history. It is inevitable that there will be contradictions and differences between countries, but it will not help to engage in a zero-sum game in which you lose and we win. Any act of insisting on building "small courtyards and high walls" and "parallel systems", any act of being keen on engaging in exclusive "small circles" and "small groups" to divide the world, any act of generalizing the concept of national security and curbing the economic and technological development of other countries, and any act of inciting ideological confrontation and politicizing and weaponizing economic and technological issues will seriously weaken the efforts of the international community to meet common challenges. Peaceful development and win-win cooperation are the right path for mankind. Different countries and civilizations should develop together while respecting each other and achieve win-win cooperation while seeking common ground while reserving differences.
We need to follow the general trend of history, work to stabilize the international order, promote the common values of all mankind, and promote the building of a community with a shared future for mankind. We must adhere to dialogue rather than confrontation, inclusiveness rather than exclusivity, and oppose all forms of unilateralism and protectionism, as well as all forms of hegemonism and power politics.

"The rich of the country cares about the rich people." China's economy has made great strides and the people's living standards have improved substantially, but we are well aware that it will take long-term and arduous efforts to meet the people's yearning for a better life. China has made it clear that it will make more visible and substantive progress in promoting all-round human development and common prosperity for all people, and will make efforts in all aspects to this end. China wants to achieve common prosperity, but instead of engaging in egalitarianism, it must first make the "cake" bigger, and then divide the "cake" through reasonable institutional arrangements, so that the rising tide can lift all boats and each has its own place, so that the fruits of development can benefit all people more and more fairly.

China will build a unified, open, competitive and orderly market system to ensure that all enterprises have equal status before the law and equal opportunities before the market. China welcomes all kinds of capital to operate in China legally and in accordance with regulations and play a positive role in China's development. China will continue to expand high-level opening-up, steadily expand institutional opening-up in terms of rules, management and standards, implement national treatment for foreign-funded enterprises, and promote the high-quality development of the Belt and Road Initiative. The Regional Comprehensive Economic Partnership (RCEP) agreement came into force on 1 January this year, and China will faithfully fulfill its obligations and deepen economic and trade ties with all parties to the agreement. China will also continue to promote the process of joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership (DEPA), further integrate into the regional and world economy, and strive to achieve mutual benefit and win-win results.

I have often said that economic development cannot be done without exhausting resources and the ecological environment, and ecological environmental protection is not to abandon economic development and seek fish for the sake of wood. China adheres to the concept that lucid waters and lush mountains are invaluable assets, promotes the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasslands and sands, and goes all out to promote the construction of ecological civilization, strengthen pollution prevention and control, and improve the production and living environment of the people. China is building the world's largest national park system. China successfully hosted the 15th Conference of the Parties to the United Nations Convention on Biological Diversity last year, contributing to the building of a clean and beautiful world.
Achieving carbon peak and carbon neutrality is an intrinsic requirement for China's high-quality development, and it is also China's solemn commitment to the international community. China will keep its promises and make firm progress, and has released the Action Plan for Peaking Carbon Emissions Before 2030, and will continue to release specific implementation plans in the fields of energy, industry, and construction. China has built the world's largest carbon market and clean power generation system, with an installed renewable energy capacity of more than 1 billion kilowatts, and a 100 million kilowatt large-scale wind power and photovoltaic base has started construction in an orderly manner. Achieving carbon peak and carbon neutrality cannot be achieved in one go. China will make steady progress and gradually and orderly reduce traditional energy sources in the process of promoting reliable substitution of new energy sources to ensure stable economic and social development. China will actively carry out international cooperation on climate change and jointly promote the comprehensive green transformation of economic and social development.
