Heilongjiang incremental wind and solar bidding results: unified bidding, the electricity price is 0.228111 yuan/kWh, and the wind power owners involve Datang, State Power Investment, etc

Fengmang Energy learned that on November 24, the results of Heilongjiang's 2025-2026 mechanism electricity price bidding were announced.

The bidding clearance results of unified bidding projects: the scale of mechanical electricity is 6.304 billion kWh, the mechanical electricity price level is 0.228111 yuan/kWh, and there are 277 projects.

Among them, 11 wind power projects are involved, all of which are centralized onshore wind power projects, with a mechanical electricity price of 0.228111 yuan/kWh and a mechanical electricity scale of 5.271 billion kWh, with an implementation period of 12 years.

On October 11, the bidding announcement for new energy projects in Heilongjiang Province in 2025-2026 was announced.

According to the announcement, considering that the single category of bidding subjects is relatively concentrated, the overall scale is small, and there is a lack of effective competition, wind power and photovoltaic are uniformly combined and cleared.

Bidding parameters:

(1) Power scale. The total scale of the mechanism is 6.304 billion kWh (calculated on a full-year basis).

(2) Declaration adequacy rate. The adequacy rate of the final price declaration shall not be less than 125%.

(3) The proportion of mechanical power. The proportion of electricity in the declaration mechanism of a single project shall not exceed 85% of its total on-grid electricity.

(4) Upper and lower limits of bidding. the upper limit of wind power and photovoltaic bidding is 0.3 yuan/kWh; The lower limit of the final price is 0.114 yuan/kWh, including tax.

(5) Enforcement period. The implementation period of the mechanism electricity price is 12 years.

(6) The average power generation utilization hours of wind power and photovoltaic projects. In the past three years, the average power generation and utilization hours of wind power and photovoltaic projects in Heilongjiang Province were 2,485 hours and 1,517 hours respectively.
