Beijing, May 23 (Xinhua) -- Recently, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Implementation Plan for Rural Construction Actions" and issued a circular requiring all localities and departments to conscientiously implement it in light of actual conditions.

The main contents of the "Rural Construction Action Implementation Plan" are as follows.

Rural construction is an important task in the implementation of the rural revitalization strategy and an important part of the country's modernization. Since the 18th National Congress of the Communist Party of China, all regions and departments have conscientiously implemented the decisions and arrangements of the Party Central Committee and the State Council, focused on the construction of public infrastructure in rural areas, and continued to improve rural production and living conditions. At the same time, China's rural infrastructure and public service system are not perfect, and there are still some outstanding shortcomings and weak links in some fields, and there is still a gap between them and the growing needs of the peasant masses for a better life. In order to solidly promote the rural construction action and further improve the level of rural livability and work, this plan is formulated.

1. General requirements

(1) Guiding ideology. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the priority development of agriculture and rural areas, put rural construction in an important position in socialist modernization, conform to the peasant masses' yearning for a better life, focus on inclusive, basic and comprehensive people's livelihood construction, strengthen planning and guidance, coordinate resource elements, mobilize all forces, strengthen the construction of rural infrastructure and public service systems, and establish a bottom-up, villager autonomy, and farmer participation implementation mechanism We will strive to make the countryside have better living conditions and build beautiful villages that are suitable for living and working.

(2) Working principles 

——Respect the law and work steadily. Conform to the law of rural development, reasonably arrange the timing of village construction, maintain sufficient historical patience, and work hard for a long time and build calmly. Establish a correct outlook on political performance, build the guarantee and improvement of people's livelihood on the basis of sustainable financial resources and farmers' affordability, prevent windy campaigns, prevent large-scale financing, large-scale demolition and construction, and large-scale development beyond the development stage, and firmly guard the bottom line of preventing and resolving debt risks.

-- Adapting measures to local conditions and providing guidance by category. Rural construction should be compatible with the level of local economic development, coordinated with local culture and customs, combined with the actual needs of the peasant masses, clearly defined goals and tasks by zoning and classification, rationally determined the allocation of public infrastructure and basic public service standards, and did not engage in "one-size-fits-all" and "one-size-fits-all" to avoid ineffective investment and waste in "hollow villages".

Inherit and protect traditional village dwellings and excellent local culture, highlight regional characteristics and rural characteristics, retain the rural style with local characteristics and local flavor, prevent mechanical copying of urban construction models, and create a modern version of the "Fuchun Mountain Residence Map" with its own characteristics.

(3) Action objectives. Second, key tasks

(4) Strengthen the management of rural planning and construction. Adhere to the county-level planning and construction, clarify the classification of village layout, and refine the classification standards. Rationally delineate the boundaries of various types of spatial management and control, optimize the layout of rural living space, define the scope of rural construction planning according to local conditions, strictly protect agricultural production space and rural ecological space, and firmly guard the red line of 1.8 billion mu of cultivated land. (5) Implement the rural road unimpeded project. We will continue to carry out the demonstration and creation of "four good rural roads", and promote rural road construction projects to be more inclined to enter villages and households. With the county as a unit, we will accelerate the construction of a convenient and efficient rural road backbone network, promote the construction of township and township rapid backbone roads, strengthen the construction of rural industrial roads, tourism roads and resource roads, and promote the in-depth integration and development of rural roads and rural industries. Promote the construction of hardened roads through natural villages (groups) with large populations, and orderly promote the reconstruction of two-lane roads through established villages, the widening and reconstruction of narrow roadbed pavement, or the construction of staggered lanes. (6) Strengthen flood prevention and drought control and water supply guarantee in rural areas. Strengthen the construction of flood prevention and drought relief infrastructure, prevent risks such as dam collapse, floods in small and medium-sized rivers, and mountain floods, give full play to the role of backbone water conservancy projects in disaster prevention and mitigation, and improve the system of drought-fighting water source projects. Steadily promote the transformation of rural drinking water security to rural water supply security. Strengthen the protection of water sources and water quality guarantees, promote the demarcation of drinking water source protection zones or protection areas for more than 1,000 people, complete the purification and disinfection facilities and equipment for water supply projects in rural areas for more than 1,000 people, and improve the water quality testing and monitoring system. Implement the construction of large-scale water supply projects and the standardization of small water supply projects, and update and transform a number of old water supply projects and pipe networks. (7) Implement rural clean energy construction projects. (11) Implement the project to improve the quality and safety of rural housing. Promote the renovation of dilapidated houses for key targets such as low-income groups in rural areas and the earthquake-resistant renovation of rural houses in fortified areas with high seismic intensity, and gradually establish and improve long-term mechanisms for housing safety and security for low-income groups in rural areas. Strengthen the comprehensive management of geological disasters around farmhouses. Carry out in-depth investigation and rectification of potential safety hazards in rural housing, focusing on rural self-built houses used for business, and rectify houses that are found to have potential safety hazards in the investigation. Newly built farmhouses should avoid natural disaster-prone areas, conform to the topography and landform, do not arbitrarily cut slopes and fill slag, do not dig mountains and fill lakes, do not destroy water systems, and do not cut down old trees, so as to form a natural, compact and orderly farmhouse community. The construction of farmhouses should meet the requirements of quality safety and seismic fortification, and promote the allocation of plumbing, kitchen and bathroom facilities. Promote safe and reliable new construction methods such as prefabricated steel structures and wood and bamboo structures according to local conditions. With the construction of rural houses and their supporting facilities as the main body, improve the management system of rural engineering construction projects, establish an integrated management system and mechanism from land use, planning, construction to use at the provincial level, and implement safety supervision responsibilities in accordance with the requirements of "who approves and who supervises". Build a comprehensive information management platform for rural housing, and improve technical standards and specifications for rural housing construction. Strengthen the protection and utilization of famous historical and cultural towns and villages, traditional villages, and traditional dwellings, and improve the ability to prevent fire, earthquake, and collapse. Protect ethnic villages, characteristic dwellings, cultural relics and historic sites, agricultural relics, and folk customs.

(12) Implement the five-year action to improve the rural living environment. Promote the revolution of rural toilets, accelerate the research and development of suitable technologies and products for sanitary toilets in drought, cold and other areas, select the technical model of toilet improvement according to local conditions, guide the basic admission of newly renovated household toilets, rationally plan and layout public toilets, and steadily increase the penetration rate of sanitary toilets. Coordinate the improvement of toilets in rural areas and the treatment of domestic sewage and black and odorous water bodies, build sewage treatment facilities in accordance with local conditions, and basically eliminate large areas of rural black and odorous water bodies. Improve the rural domestic waste collection, transportation and disposal system, improve the county and rural three-level facilities and services, promote the classification and reduction of rural domestic waste and resource treatment and utilization, and build a number of regional rural organic waste comprehensive disposal and utilization facilities. Strengthen the construction of roads to households, build a basic network through the village to households, and steadily solve the problems of muddy roads in the village, inconvenient travel for villagers, and unsafe travel. Comprehensively clean up the private construction, indiscriminate stacking, rectification of debris and broken walls, strengthen the maintenance and combing of rural power lines, communication lines, radio and television lines, and rectify rural outdoor advertising. Carry out the greening of barren mountains and wastelands and barren beaches according to local conditions, strengthen the construction and restoration of farmland (pasture) shelterbelts, guide and encourage farmers to carry out greening and beautification of courtyards and villages, and build small and micro parks and public green spaces in villages. Implement pilot projects for water system connectivity and water beauty rural construction. Strengthen the guidance of rural appearance, and compile guidelines for improving the appearance of villages.

(13) Implement actions to improve basic public services in rural areas. Give full play to the supporting role of urban-rural integration development in the county, strengthen the comprehensive service function of the county, promote the downward shift of the service focus and the sinking of resources, and adopt fixed facilities, mobile services and other methods to improve the accessibility and convenience of rural residents to enjoy public services. Priority should be given to planning and continuously improving the basic conditions for running rural compulsory education schools, and supporting the construction of urban and rural school communities. Increase the supply of inclusive preschool education resources in rural areas through multiple channels. Consolidate and improve the popularization level of high school education, develop agriculture-related vocational education, build a number of bases for the integration of industry and education, and build and expand a number of secondary vocational schools. Strengthen the basic capacity building of rural vocational colleges, and further promote the development of continuing education in rural areas. Reform and improve the rural medical and health system, speed up the completion of public health service shortcomings, and improve grassroots public health facilities. Support the construction of a close-knit county-level medical community. Strengthen the construction of fever clinics or clinics and other facilities in township health centers, and select and build a number of central health centers. Continue to improve the standardization and health management level of village clinics, and promote the construction of village-level medical disease control networks. Implement the treatment of rural doctors, ensure reasonable income, and improve policies such as training and use, and old-age security. Improve service facilities for the elderly and the disabled, support the establishment of institutions for the elderly and the disabled in rural areas where conditions permit, build service facilities for the elderly and the disabled and the protection of minors, and cultivate regional service centers for the elderly and the disabled. Develop mutual assistance for the elderly such as rural happiness homes, and support health centers in using existing resources to carry out care services for severely disabled persons in rural areas. (14) Strengthen the construction of rural grassroots organizations. We should pay close attention to party building to promote rural revitalization, and give full play to the leading role of rural grassroots party organizations and the vanguard and exemplary role of party members. 3. Innovate the promotion mechanism of rural construction

(16) Establish a special task responsibility system. In accordance with the requirements of a task and a promotion plan, the leading departments should strengthen overall planning and coordination, formulate special promotion plans, and guide local organizations to organize and implement. All localities should refine measures, strengthen the cohesion and coordination of policies, form a joint work force, strengthen the supervision and management of projects and funds, and prevent the waste of funds and resources.

(17) Establish a project library management system. In accordance with the principles of village declaration, township review, and county approval, a database of rural construction-related projects shall be established at the county level. Strengthen project demonstration, give priority to the inclusion of projects with strong public demand, outstanding shortcomings, and take into account the improvement of agricultural production and farmers' living conditions, and effectively improve the quality of warehousing projects. To arrange funds for rural construction projects, in principle, projects must be selected from the project pool. All localities can formulate a "negative list" in light of actual conditions to prevent image engineering. Establish and improve the review mechanism and performance evaluation mechanism for warehousing projects.

(18) Optimize the project implementation process. For small village construction projects managed in accordance with fixed asset investment, simplified examination and approval shall be implemented in accordance with regulations. For agricultural and rural infrastructure projects implemented in the form of cash-for-work, bidding may not be carried out in accordance with the relevant requirements of the Bidding and Bidding Law and the implementation of simplified examination and approval of village construction projects. For farmers' investment and labor projects, direct subsidies and substitution of awards will be adopted to promote construction. For major rural construction projects, the scope and implementation procedures of bidding projects shall be strictly regulated, and other approval and review procedures shall not be established for the scale of investment, project cost, and preparation of bidding documents outside laws and regulations. Strictly regulate the examination and approval management of rural construction land, and resolutely curb the indiscriminate occupation of farmland and the construction of houses.

(19) Improve the mechanism for farmers' participation in rural construction. Improve the mechanism of villagers' autonomy under the leadership of Party organizations, give full play to the role of villagers' committees, villagers' affairs supervision committees, and collective economic organizations, adhere to and improve the system of "four discussions and two openness", and rely on villagers' meetings, villagers' representative meetings, villagers' councils, villagers' councils, villagers' boards of supervisors, etc., to guide farmers to participate in rural construction throughout the process, and ensure farmers' rights to know, participate, and supervise. (20) Improve the management and protection mechanism of rural public infrastructure. All localities should clarify the main body of village public infrastructure management, management and protection responsibilities, management and protection methods, and sources of management and protection funds in the form of a list, and establish a publicity system. Infrastructure operators such as water supply, power supply, gas supply, environmental protection, telecommunications, and postal services shall implement universal service requirements and comprehensively strengthen the management and protection of their rural public infrastructure. Where conditions permit, promote the integrated management and protection of public infrastructure in urban and rural areas. Implement a user payment system for commercial and quasi-commercial facilities, and encourage social capital and specialized enterprises to participate in the management and maintenance of rural public infrastructure in an orderly manner. The electricity consumption of rural domestic sewage treatment facilities shall be implemented in accordance with the provisions of the residential electricity price。

Fourth, strengthen policy support and factor guarantees

(21) Strengthen investment guarantees. The central government will continue to actively support rural construction through existing channels, and the central budget will actively support rural construction actions as a key focus, and give appropriate preference to underdeveloped areas. Rural construction should be regarded as a key area of local government expenditure, and capital investment should be rationally arranged.
