Outline of High-quality Development of Meteorology (2022-2035)

Meteorological undertakings are science and technology-based, basic and leading social public welfare undertakings. Since the 18th National Congress of the Communist Party of China, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core, all regions and relevant departments have made unremitting efforts to promote the development of China's meteorological undertakings and made remarkable achievements. In the context of global warming, the number of extreme weather and climate events in China has increased, the requirements for overall development and security to prevent major risks of meteorological disasters are getting higher and higher, and the people's demand for meteorological services for a better life is becoming more and more diverse. This outline is formulated in order to implement the decisions and arrangements of the Party Central Committee and the State Council, adapt to the new situation and new requirements, and accelerate the high-quality development of meteorology.

1. General requirements

(1) Guiding ideology.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, completely, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, face the major national strategies, the people's production and life, and the world's frontiers of science and technology, and provide high-quality meteorological services as the guide, adhere to innovation-driven development, demand-driven development, and multi-party coordinated development, accelerate the modernization of meteorology, and strive to build a modern meteorological system with leading science and technology, precise monitoring, accurate forecasting, fine service, and people's satisfaction. Give full play to the role of meteorological disaster prevention and mitigation as the first line of defense, ensure life safety, production development, affluent life and good ecology in an all-round way, better meet the people's growing needs for a better life, and provide strong support for accelerating the construction of ecological civilization, building a modern socialist country in an all-round way, and realizing the Chinese dream of the great rejuvenation of the Chinese nation.

(2) Development goals.

By 2025, the key core technologies of meteorology will be independent and controllable, the innovation, service, business and management system of modern meteorological science and technology will be more sound, the ability of precise monitoring, accurate forecasting and fine service will be continuously improved, the supply capacity and equalization level of meteorological services will be significantly improved, and the modernization of meteorology will reach a new level.

By 2035, major breakthroughs will be made in key meteorological science and technology, meteorological monitoring, forecasting and service levels will be leading in the world, international competitiveness and influence will be significantly improved, and meteorological modernization with smart meteorology as the main feature will be basically realized. Meteorology and various fields of the national economy are deeply integrated, the coordinated development mechanism of meteorology is more perfect, the monitoring system with optimized structure and advanced functions is more sophisticated, the seamless and full-coverage forecasting system is more accurate, the coverage and comprehensive benefits of meteorological services have been greatly improved, and the satisfaction of public meteorological services has been steadily improved.

2. Enhance the ability of independent innovation in meteorological science and technology

(3) Accelerate the development of key core technologies. Implement the medium and long-term development plan of national meteorological science and technology, and incorporate major meteorological core technology research into the national science and technology plan (special projects, funds, etc.) for key support. Strengthen basic research on weather mechanisms, climate laws, climate change, the occurrence mechanism of meteorological disasters and multi-sphere interactions of the earth system, and strengthen scientific research and technological research in the fields of numerical prediction models of the earth system, severe weather forecasting, climate change, weather modification, and meteorological equipment. Carry out atmospheric science experiments such as heavy rainfall, severe convective weather, monsoons, typhoons, the Qinghai-Tibet Plateau and the ocean. Strengthen the deep integration and application of artificial intelligence, big data, quantum computing and meteorology. Promote in-depth cooperation in international meteorological science and technology, and explore and take the lead in organizing international major scientific programs and projects in the fields of earth system and climate change.

(4) Strengthen the construction of meteorological science and technology innovation platform. Promote the construction of meteorological research capacity in the ocean, Qinghai-Tibet Plateau, desert and other regions, strengthen and optimize the national key laboratories related to severe weather, and explore and coordinate meteorological science and technology innovation platforms and capacity building such as major meteorological equipment, meteorological satellites, heavy rains, and typhoons. Promote the construction of national meteorological field scientific observation and research stations, and build a number of meteorological field scientific test bases in key areas. Strengthen the scientific and technological innovation capacity building of meteorological scientific research institutions, and explore the development of new research and development institutions and meteorological industry technology innovation alliances. Study and implement a plan to multiply the strength of meteorological science and technology.

(5) Improve the system and mechanism of meteorological science and technology innovation. Establish a joint research mechanism for key core technologies such as numerical forecasting, and promote the integrated allocation of projects, talents, and funds in key meteorological fields. Improve the organization and management of meteorological science and technology projects, and improve the system of "unveiling the leader". Deepen the reform of meteorological research institutes and expand the autonomy of scientific research. Improve the classification and evaluation system of meteorological scientific and technological achievements, and improve the transformation and application of meteorological scientific and technological achievements and the incentive mechanism for innovation. 3. Strengthen the basic capacity building of meteorology

(6) Build a precision meteorological monitoring system. In accordance with the unified layout of relevant plans, we will jointly build a national weather, climate and climate change, professional meteorological and space meteorological observation network, and form an integrated, coordinated and efficient precision meteorological monitoring system for land, sea, air and space. Encourage and regulate social meteorological observation activities.

(7) Build an accurate weather forecasting system. Strengthen the capacity building of the Earth System Numerical Prediction Center, develop independent and controllable Earth System Numerical Prediction Models, and gradually form the "Five Ones" accurate forecasting capability, so as to achieve early warning of local severe weather one hour in advance, hourly weather forecasting one day in advance, severe weather forecasting one week in advance, major weather processes in January in advance, and global climate anomalies one year in advance. Improve professional weather forecasting models for typhoons, oceans, and the environment, improve the intelligent digital forecasting business system, and improve the level of weather forecasting, severe weather forecasting, and prediction of important climate events in important cities around the world. Establish a collaborative, intelligent and efficient comprehensive meteorological forecasting and analysis platform.

(8) Develop a fine meteorological service system. Promote the digital and intelligent transformation of meteorological services, develop scenario-based and impact-based meteorological service technologies, study and build meteorological service big data, intelligent product production and integrated media release platforms, and develop intelligent meteorological services with intelligent research and judgment and accurate push. Establish an interactive mechanism between meteorological departments and various service subjects, explore the creation of a meteorological service support platform and a public innovation platform for the whole society, and promote the efficient application of meteorological information in all fields.

(9) Build a meteorological information support system. On the premise of ensuring the security of meteorological data, we should build a big data platform for the earth system and promote information openness, co-construction and sharing. Improve the regulatory system for the acquisition, storage, collection, and use of cross-departmental and cross-regional meteorology-related data, develop high-quality meteorological data sets, and improve the ability of meteorological data application services. Moderately advance the upgrade and iteration of the meteorological supercomputer system. Research and construction of fixed-mobile fusion, high-speed ubiquitous meteorological communication network. Build a digital twin of the atmosphere to improve the ability of atmospheric simulation and analysis. Formulate policies for the protection of property rights of meteorological data. Strengthen the security of meteorological data resources, information networks and application systems.

Fourth, build the first line of defense for meteorological disaster prevention and mitigation

(10) Improve the ability of meteorological disaster monitoring, forecasting and early warning. Adhere to the supremacy of the people and the supremacy of life, improve the monitoring, forecasting and early warning system for meteorological disasters by disaster type and key industries, and improve the ability to forecast and warn of meteorological risks such as extreme weather and climate events, floods in small and medium-sized rivers, mountain floods, geological disasters, marine disasters, floods in river basins, and forest and grassland fires. (11) Improve the ability of the whole society to prevent and respond to meteorological disasters. Carry out comprehensive risk surveys and risk zoning of meteorological disasters on a regular basis. Strengthen the preparation of meteorological disaster prevention planning and the construction of facilities, revise infrastructure standards and optimize defense measures according to the impact of meteorological disasters, and improve the level of infrastructure fortification and disaster-bearing capacity in key areas and sensitive industries. Coordinate the formulation of meteorological disaster early warning release procedures, establish a "green channel" system for the rapid release of early warning information of major meteorological disasters, and promote the application of fifth-generation mobile communication (5G), cell broadcasting and other technologies in the release of early warning information. Implement the "grid + meteorology" action, and integrate meteorological disaster prevention and mitigation into the grid management of townships, streets and other grassroots levels. Strengthen the popularization of science and the construction of meteorological and cultural bases. Strengthen emergency drills for major meteorological disasters.

(12) Enhance the ability of weather modification. Prepare and implement a national plan for the development of weather modification. Strengthen the construction of national, regional, and provincial weather modification centers and national weather modification test bases. Develop safe and efficient weather modification operations and new operating equipment such as high-performance rain-enhancing aircraft, and improve the level of weather modification operations such as disaster prevention, mitigation and relief, ecological environmental protection and restoration, support for major national activities, and emergency support for major emergencies. Improve the working mechanism of weather modification, and improve the unified and coordinated command and operation system of weather modification. Strengthen the safety management of weather modification operations.

(13) Strengthen the construction of meteorological disaster prevention and mitigation mechanisms. Adhere to the principle of hierarchical responsibility and territorial management, and improve the system and mechanism of meteorological disaster prevention and mitigation. Improve the specifications for the production and release of emergency plans and early warning information for meteorological disasters. Improve the linkage mechanism with meteorological disaster early warning as the guide, improve the ability of meteorological support services for emergency rescue and emergency rescue, and establish a disaster prevention and avoidance system for extreme weather. Regularly carry out meteorological disaster prevention level assessments, and supervise the implementation of meteorological disaster prevention measures. Do a good job in the climate feasibility demonstration of major planning and key engineering projects in accordance with the law, and strengthen the meteorological service guarantee for the construction of major national projects.

5. Improve the level of high-quality economic development of meteorological services

(14) Implement meteorological actions to improve the quality and efficiency of agricultural services. Strengthen meteorological services for agricultural production, strengthen the application of advanced technologies such as hyperspectral remote sensing and related equipment in agricultural monitoring, and improve the ability to accurately forecast meteorological disasters in the whole process of grain production and grain production. For grain production functional areas, important agricultural product production protection areas and special agricultural product advantage areas, strengthen the capacity building of agricultural meteorological disaster monitoring, forecasting and early warning, do a good job in pest control meteorological services, and carry out seed production meteorological services. Explore the construction of smart agricultural meteorological service bases, strengthen characteristic agricultural meteorological services, and achieve full coverage of straight-through meteorological services for new agricultural business entities. We should make full use of climatic conditions to guide agricultural production and agricultural restructuring, and strengthen the development and utilization of agro-climatic resources.

(15) Implement meteorological support actions for maritime powers. Strengthen the construction of marine meteorological observation capacity, implement the plan for carrying meteorological observation equipment on platforms such as ocean-going ships and large wind farms, and promote the sharing and sharing of marine and meteorological data. Strengthen the monitoring, forecasting and early warning of marine meteorological disasters, and make every effort to ensure marine ecological protection, maritime traffic safety, marine economic development and protection of marine rights and interests. Strengthen the global ocean-going navigation meteorological service capacity, and provide meteorological information services for important shipping routes and important fulcrums of maritime transportation.

(16) Implement meteorological support actions for transportation powers. Explore the creation of a modern comprehensive traffic meteorological service platform, and strengthen the construction of traffic meteorological monitoring, forecasting and early warning capabilities. Carry out refined traffic meteorological services by disaster type, road section, waterway, water area and railway line. Strengthen major projects such as the Sichuan-Tibet Railway, the new land-sea corridor in the western region, and the South-to-North Water Diversion Project, as well as traffic and meteorological services in some key waters. Strengthen hazardous weather advisory services. Establish a multimodal logistics meteorological service system and carry out global trade logistics meteorological support services.

(17) Implement the "Meteorological +" empowerment action. Promote the deep integration of meteorological services into production, circulation, consumption and other links. Improve the level of meteorological services for energy development and utilization, planning and layout, construction and operation, and deployment, storage and transportation. Strengthen the forecasting and early warning of power meteorological disasters, and do a good job in the safe operation of the power grid and refined meteorological services for power dispatching. Actively develop financial, insurance, and agricultural futures meteorological services. Improve relevant systems and policies, promote and regulate the orderly development of the meteorological industry, and stimulate the vitality of meteorological market entities.

(18) Implement meteorological actions to help regional coordinated development. In the implementation of major regional strategies such as the coordinated development of Beijing-Tianjin-Hebei, the development of the Yangtze River Economic Belt, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, the integrated development of the Yangtze River Delta, and the ecological protection and high-quality development of the Yellow River Basin, we will strengthen the capacity building of meteorological service guarantee and provide high-quality meteorological services. Encourage the eastern region to take the lead in realizing high-quality meteorological development, promote new breakthroughs in meteorological development in Northeast China, support the accelerated development of meteorology in the central and western regions, and build a meteorological service guarantee system that is compatible with the regional coordinated development strategy.

6. Optimize the supply of meteorological services for people's better life

(19) Strengthen the supply of public meteorological services. Innovate the supply mode of public meteorological services, establish a list system of public meteorological services, and form a long-term mechanism to ensure the effective operation of the public meteorological service system. Promote the equalization of public meteorological services, strengthen the construction of meteorological service information dissemination channels, and realize full access to meteorological information of all kinds of media. Enhance the convenience of access to meteorological information in rural areas, mountainous areas, islands, remote areas, the elderly, the disabled and other groups, and expand the coverage of meteorological services.

(20) Strengthen the supply of high-quality life meteorological services. Carry out personalized and customized meteorological services, and promote the upgrading of meteorological services to high quality and diversification. Promote the integration of meteorology into digital life, and accelerate the inclusive application of digital meteorological services. Strengthen the development of tourism resources and the supply of meteorological services for tourism safety. Improve the level of meteorological services for competitive sports such as ice and snow sports and water sports, as well as national fitness.

(21) Build a meteorological service system covering urban and rural areas. Strengthen the monitoring and early warning of urban meteorological disasters, encrypt urban meteorological observation stations in accordance with relevant plans, and develop refined forecasts by region, time period, and intensity. Meteorological risks and climate carrying capacity should be fully considered in urban planning, construction and operation, and urban climate adaptability and major meteorological disaster prevention and control capabilities should be enhanced. Meteorological services will be fully connected to the urban data brain, and the meteorological service system will be explored and promoted to ensure the intelligent management of urban water supply, power supply, gas supply, flood control and drainage, transportation and travel, and building energy conservation. Rural meteorological disaster prevention and mitigation should be incorporated into rural construction actions, a meteorological early warning information release and response system covering all administrative villages should be built, and the capacity building of monitoring and early warning services in high-risk areas of rural meteorological disasters should be strengthened.

7. Strengthen meteorological support for the construction of ecological civilization

(22) Strengthen scientific and technological support for climate change. Strengthen the monitoring of the impact of global warming on the Qinghai-Tibet Plateau and other areas with fragile climate carrying capacity. Carry out research on the impact of climate change on food security, water security, ecological security, transportation security, energy security, national defense security, etc., and research on response measures. Strengthen the assessment of climate carrying capacity, establish an early warning system for climate security, and strengthen the capacity of climate change risk early warning and intelligent decision-making in key areas. Strengthen the monitoring and dynamic tracking of greenhouse gas concentrations. Establish a climate change monitoring and release system. Strengthen international scientific assessments of climate change, and enhance the capacity to participate in global climate governance with scientific and technological support.

(23) Strengthen the rational development and utilization of climate resources. Strengthen the survey, planning and utilization of climate resources, establish a unified system for surveying, zoning, monitoring and disseminating information on climate resources such as wind and solar energy, and study and accelerate the construction of relevant monitoring networks. Carry out the assessment of wind power and photovoltaic power generation development resources, and conduct a comprehensive exploration and evaluation of the available wind power and photovoltaic power generation resources in the country. 8. Build a team of high-level meteorological talents

(25) Strengthen the construction of high-level meteorological talents. Increase the support of national talent plans and talent awards in the field of meteorology. Implement the special talent plan, cultivate a group of meteorological strategic scientific and technological talents, scientific and technological leading talents and innovative teams, build a team of young scientific and technological talents with international competitiveness, and accelerate the formation of a high-level meteorological talent echelon. Beijing-Tianjin-Hebei, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area and the central cities where high-level talents are concentrated should deepen the reform and innovation of the meteorological talent system and mechanism, and further strengthen the attraction and agglomeration of high-level meteorological talents.

(26) Strengthen the training of meteorological personnel. Strengthen the construction of disciplines and majors in the field of atmospheric sciences and the training of top-notch students. Encourage and guide colleges and universities to set up meteorological majors, expand the enrollment scale, optimize the professional structure, strengthen the training of interdisciplinary meteorological talents, promote the cross-integration of basic meteorological disciplines and applied disciplines, and form a high-level meteorological talent training system. Meteorological talents will be included in the national basic research talent project. Strengthen international cooperation in the training of meteorological personnel. Strengthen the meteorological education and training system and capacity building, and promote the transformation and development of meteorological personnel and the improvement of their quality.

(27) Optimize the environment for the development of meteorological talents. Establish an evaluation system for meteorological talents oriented by innovation value, ability and contribution, improve the close connection with job responsibilities, work performance, actual contributions, etc., fully reflect the value of talents, encourage innovation and creativity, and implement the relevant provisions on the distribution of income from the transformation of achievements. Coordinate the development of talents at different levels, in different regions and in different fields, and integrate the training of meteorological talents into the construction of local talent teams. Guide and support college graduates to engage in meteorological work in the central and western regions and difficult and remote areas, optimize the setting of grassroots posts, implement the policy of "targeted evaluation and targeted use" among professional and technical personnel at grassroots stations, and consolidate the foundation of meteorological talents at the grassroots level. Vigorously carry forward the spirit of scientists and craftsmen, and increase the publicity of advanced models. Units and individuals who have made outstanding contributions to the high-quality development of meteorology shall be commended and rewarded in accordance with relevant national regulations.

9. Strengthen organization and implementation

(28) Strengthen organizational leadership. Adhere to the party's overall leadership over meteorological work, improve the working mechanism for high-quality meteorological development with departmental coordination and linkage between upper and lower levels, incorporate high-quality meteorological development into relevant plans, and make overall plans for funds, land and other guarantees. The China Meteorological Administration should strengthen the comprehensive coordination and supervision and inspection of the implementation of the outline, carry out pilot projects for high-quality development of meteorology, explore and form replicable and generalizable experiences and practices, and make a demonstration for accelerating the modernization of meteorology.

(29) Overall planning and layout. Scientifically formulate and implement plans for the layout and construction of meteorological facilities, and promote the rational allocation, efficient utilization, and open sharing of meteorological resources. Deepen the supply-side structural reform of meteorological services, and promote the adaptation of supply and demand of meteorological services and the diversification of subjects. Establish a system and mechanism for the overall development of meteorology in relevant industries, incorporate the meteorological detection facilities built by various departments and industries into the national meteorological observation network, and implement unified planning, supervision and coordination by meteorological departments.

(30) Strengthen the establishment of the rule of law. Promote the improvement of the system of meteorological laws and regulations. Protect meteorological facilities and meteorological detection environments in accordance with the law, implement a unified system for the release of public meteorological forecasts, severe weather warnings and meteorological disaster early warning signals, and regulate activities such as weather modification, meteorological disaster prevention, protection and development and utilization of climate resources, and meteorological information services. Strengthen the safety supervision of lightning protection and weather modification operations. Improve the meteorological standard system.

(31) Promote openness and cooperation. Deepen the integrated development of production, education, research and application in the field of meteorology. Strengthen the global service of Fengyun meteorological satellites, and provide strong support for the joint construction of meteorological services for the "Belt and Road" countries. Strengthen the construction of an open cooperation platform for meteorology, and actively participate in the formulation and revision of rules and standards for international meteorological affairs under the framework of the World Meteorological Organization.

(32) Strengthen investment guarantees. Strengthen policy and financial support for promoting high-quality meteorological development. In the implementation of the national science and technology plan, we will support scientific research and the construction of scientific research projects in the field of meteorology. Improve the upgrading iteration and operation and maintenance mechanism, and support the basic meteorological capacity building at the grassroots level and in underdeveloped areas. Implement the relevant treatment of grassroots meteorological workers in hardship and remote areas in accordance with regulations. Actively guide social forces to promote the high-quality development of meteorology.
