Recently, the Development and Reform Commission of Chengde City, Hebei Province issued a reply to Proposal No. 01 of the second meeting of the 15th Chengde Municipal Committee of the Chinese People's Political Consultative Conference.

According to the "Reply", the goal of the work is to accelerate the development of the industrial chain of clean energy power generation and application. Give full play to the advantages of wind, solar, and water "green electricity" enrichment and small carbon footprint, and focus on the construction of centralized wind power and photovoltaic power generation projects on dams and high-altitude areas such as Fengning and Weichang. During the "14th Five-Year Plan" period, the installed capacity of wind power and photovoltaic power generation will strive to increase by 12 million kilowatts, relying on large-scale clean power development, supporting the implementation of water electrolysis hydrogen production projects, and promoting the implementation of a number of integrated demonstration projects such as wind and solar hydrogen storage and wind and solar hydrogen heat, so as to build a green electricity production green hydrogen base.

Accelerate the rise of the R&D industry chain of clean energy equipment production. Cultivate and establish an industrial chain of "production and R&D of key components such as steel for clean energy→ photovoltaic brackets, wind turbine towers, wind turbine flanges→ vanadium batteries, hydrogen production and hydrogenation equipment, liquid hydrogen storage tanks and other equipment→ wind and photovoltaic applications, hydrogen refueling station applications→ and intelligent operation and maintenance of wind and solar hydrogen storage". Relying on the Jianlong National Clean Energy Steel Base, we will actively promote the construction of wind turbines and photovoltaic parts industrial parks, and focus on the development of steel for clean energy equipment such as wind power, photovoltaic and natural gas. Relying on Envision Energy, TBEA, Jinfeng Wind Control and other enterprises, we will improve the manufacturing capacity of key components such as SVG, inverters, and photovoltaic brackets.

Actively promote the large-scale, intensive and integrated development of the industry. Innovate the resource development model and implement large-scale resource management. In order to reduce the development cost of enterprises, adapt to the integrated development model, facilitate the overall layout and consumption of supporting power grid facilities, especially to mobilize the enthusiasm of enterprises to introduce industrialization projects to settle in our city through large-scale construction, we will further deepen the regionalized management model of resources, introduce large-scale strength enterprises, and carry out the overall layout and overall development of the region in the form of a million bases.

Promote the integration mode of field network and realize the intensive utilization of resources. In order to avoid the situation that wind power and photovoltaic power generation development enterprises are fighting for each other, disorderly competition and duplicate construction, we will explore and implement construction modes such as grid integration, shared energy storage, and centralized hydrogen production, that is, the power grid collection station, line, energy storage and hydrogen production between wind farms and photovoltaic power stations will be organized and implemented by the unified layout of the county (city, district) government where the resources are located. According to the distribution of the electric field and the scale of power generation, the resource development enterprise will contribute (or lease it later), and the government will coordinate and entrust the design unit to carry out a unified design of the project layout, and after obtaining the consent of the power grid department, it will be handed over to 1-2 enterprises with strength and willingness to build.

Promote the integrated development model and improve the level of industrial chain. Accelerate the construction of various forms of "clean energy +" compound projects, focus on the mutual development needs of equipment manufacturing, energy storage, hydrogen energy, microgrids and other industries, organically combine the development of wind power and photovoltaic power generation with various industries, realize the synergistic interaction of source, grid, load and storage, and drive the rise of the industrial ecology across the border, promote the deep integration of the industrial chain and the innovation chain, and promote the high-quality development of the industry.
