Recently, the Inner Mongolia Energy Bureau issued the first batch of fully self-generated and self-consumed new energy projects, a total of 39 projects were included, with 496,000 kilowatts of new energy, including 53,000 kilowatts of wind power and 443,000 kilowatts of photovoltaics. The document requires that the new energy side, load side and energy storage side (if any) of the projects that have been included in the first batch of lists of the autonomous region should be completed and put into operation by the end of 2023, and the scale of new energy shall not be put into operation before the new electricity load on which the project construction is based is fully put into operation.

On August 1, the Inner Mongolia Energy Bureau issued the "Implementation Rules of the Inner Mongolia Autonomous Region on Full Self-generation and Self-consumption New Energy Projects (2022 Edition)", which proposes that the power generated by new energy should be fully absorbed by the new load, and no power should be transmitted to the public power grid, and the power supply for the insufficient electricity shall be guaranteed by the power grid; In accordance with the principle of full consumption and no reverse transmission to the public grid, an appropriate proportion of energy storage will be allocated, and priority will be given to supporting loads with adjustable capacity. New loads, energy storage facilities and new energy projects must be completed and put into operation at the same time, and the operation cycle must be matched.

Notice on the issuance of the first batch of new energy projects for full self-generation and self-use

The energy bureaus of all league cities, the development and Reform Commissions of relevant league cities, Inner Mongolia Electric Power (Group) Co., Ltd., and State Grid Inner Mongolia Eastern Electric Power Company:

In accordance with the requirements of the "Inner Mongolia Autonomous Region's Implementation Rules for Fully Self-generated and Self-used New Energy Projects (2022 Edition)", our bureau has evaluated the full self-generation and self-consumption new energy projects declared by various league cities, and 39 projects in the region have been included in the list of fully self-generated and self-used new energy projects in the autonomous region, with a total of 496,000 kilowatts of new energy, including 53,000 kilowatts of wind power and 443,000 kilowatts of photovoltaic power. With the consent of the People's Government of the Autonomous Region, the list of the first batch of new energy projects for full self-generation and self-use (annex) is hereby issued to you, and the relevant requirements are notified as follows.

First, the project construction

The energy authorities of all leagues and cities shall, in strict accordance with the requirements of the implementation rules for the full self-generation and self-consumption of new energy projects in the autonomous region, carry out the approval and construction management of the new energy projects for full self-generation and self-consumption in the region, and ensure the synchronous construction and operation of the new energy side, load side and energy storage side (if any) of the full self-consumption new energy projects in the region。

(1) All leagues and cities shall organize relevant departments and project owners to formulate safeguard measures for the construction of new energy projects for full self-generation and self-use in the region and the implementation mechanism for the construction of new load industries, strengthen the construction management of the new energy side and load side of the new energy projects for full self-consumption in the region, and ensure that the project is constructed and operated in accordance with the declared plan.

(2) The new energy project supporting the construction of the power load of the plant shall start construction after the project is approved (recorded), and the new energy project can be approved (recorded) and started construction only after the new load of other projects is substantially started. In principle, the projects that have been included in the first batch of lists of the autonomous region, the new energy side, the load side and the energy storage side (if any) shall all be completed and put into operation by the end of 2023, and the scale of new energy shall not be put into operation before the new electricity load on which the project construction is based is fully put into operation. For projects that fail to be put into operation before the end of 2023, the energy authorities of the relevant league cities shall make a written decision on whether to abolish the project construction according to the project construction safeguard measures in the region, the implementation mechanism of the load industry, and the actual investment and construction of the project, and report to the Energy Bureau of the Autonomous Region for the record.

(3) In the process of project construction, if there is a part of the new load that cannot be implemented due to the rupture of the capital chain of the load enterprise, the relevant league cities shall verify the situation and invalidate the new energy project in advance, and submit it to the Energy Bureau of the Autonomous Region for the record, and the investment losses caused shall be borne by the project enterprise.

(4) The energy departments of all leagues and cities shall strengthen the supervision of the construction of new energy projects for full self-generation and self-use within their jurisdictions。 For projects with new energy side or load-side investment, slow construction, and clear failure to put into operation as scheduled, as well as projects that fail to be constructed according to the declared plan or change the content of the construction plan without authorization, they shall be effectively disposed of in a timely manner and submitted to the Energy Bureau of the Autonomous Region.

Second, the project network connection

The energy authorities of all leagues and cities shall cooperate with power grid enterprises to do a good job in the review of project network connection and the construction of network connection projects, accelerate the construction of project grid connection projects, and ensure that the network source is constructed and put into operation synchronously.

(1) Power grid enterprises should do a good job in the review of project network connection. The project party should connect with the power grid enterprise as soon as possible and carry out the review of the access system in strict accordance with the application plan. The project shall not supply power to other loads outside the plan, and the new energy of the power consumption project shall be connected to the distribution side facilities for on-site consumption, and shall not be reversed to the public unit. For projects that are not constructed in accordance with the requirements of the application plan and approval (filing), the key technical indicators such as energy storage configuration (if any) do not meet the requirements of the implementation rules for the full self-consumption of new energy projects in the autonomous region or are inconsistent with the application plan, and the new load is not fully put into operation, shall not be connected to the grid.

(2) The energy authorities of all leagues and cities should take the initiative to coordinate with relevant departments to speed up the approval procedures for the grid connection project, accelerate the construction of the main project of the new energy project and the supporting power grid transmission project, and ensure the synchronization of the construction of the network source.

3. Supervision of project operation

The energy authorities of all leagues and cities shall implement their regulatory responsibilities and do a good job in the supervision of the operation of new energy projects for full self-consumption in their respective regions。 After the new energy project supporting the power load of the plant is put into operation, the original operating indicators of the power plant shall not be affected. In the process of operation of other projects, if there is a load interruption or reduction, which affects the operation of the project, the applicant shall propose measures to ensure the self-absorption of the power generated by new energy. In view of the fact that there are different entities between the charging and swapping facilities and the heavy trucks in the heavy truck projects in the mining area, the energy authorities of each league city should focus on supervising the operation of such projects. If the operation capacity of the project does not reach the level of the production curve proposed in the declaration plan after the project is put into operation, and the curtailment of wind and solar power will be caused by the relevant enterprises, and the investment losses caused by the project shall be borne by the relevant enterprises, and the power generated by the self-consumption project shall be sent back to the grid for consumption.

In accordance with the above requirements, the energy authorities of all leagues and cities are requested to organize the construction of new energy projects for full self-consumption that have been included in the first batch of lists in the region, and submit the project approval (filing), project construction, project operation, and existing problems to the Energy Bureau of the Autonomous Region for the record with official documents before the 15th of each month. At the same time, it is necessary to organize the follow-up application of new projects in the region and do a good job in the declaration of projects. In the next step, the new energy projects in our region will be fully self-generated and self-used in accordance with the principle of one mature in the league city, one in the report, and one in the autonomous region, and the evaluation of the autonomous region will be carried out in a timely manner.
