It is reported that on January 28, the Yancheng Municipal Party Committee and Municipal Government of Jiangsu Province held a meeting to promote the construction of a green and low-carbon development demonstration zone in the city.

At the meeting, the "Action Plan for Accelerating the Construction of a Green Energy City in Yancheng" issued proposed that by 2025, a number of key technologies and equipment such as offshore high-power wind turbines and floating offshore wind power will achieve breakthroughs, and a number of high-level scientific and technological innovation platforms such as Jiangsu Coastal Renewable Energy Technology Center will be built, and substantial progress will be made in the construction of a number of integrated demonstration projects such as offshore "energy islands" and marine ranches, the innovation ability of the industrial chain will be significantly enhanced, and the level of independent and controllable core technology and equipment will be greatly improved.

Key tasks include building an offshore wind power capital. Promote the cluster development of offshore wind power, accelerate the construction of the first batch of competitive configuration project groups such as Dafeng 850,000 kW offshore wind power, Dafeng 800,000 kW offshore wind power and Sheyang 1 million kW offshore wind power, and strive to achieve full capacity grid connection by the end of 2024. In the 14th Five-Year Plan, we will promote the competitive allocation of new offshore wind power project clusters, carry out transmission planning research and grid connection scheme demonstration, and continuously improve the level of coordinated development of source and grid. This year is the first year for the full implementation of the spirit of the 20th National Congress of the Communist Party of China, and it is also the starting year for Yancheng to build a green and low-carbon development demonstration zone.

The plan of the year lies in the spring. On January 28, the first working day after the Spring Festival holiday, the Yancheng Municipal Party Committee and Municipal Government held the "First Meeting of the New Year", that is, the city's green and low-carbon development demonstration zone construction promotion meeting, to build a demonstration city that promotes green development and harmonious coexistence between man and nature. At the meeting, the "1+4" policy opinions were issued, namely the "Implementation Opinions of the Yancheng Municipal Committee of the Communist Party of China and the Yancheng Municipal People's Government on Accelerating the Construction of a Green and Low-Carbon Development Demonstration Zone" and the "Notice on Printing and Distributing Four Action Plans for Accelerating the Construction of a Green Manufacturing City, a Green Energy City, a Green Ecological City, and a Green Livable City".

Among them, the blockbuster "Yancheng City to Accelerate the Construction of a Green Energy City Action Plan" proposes to fully implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the decision-making and deployment of the provincial and municipal party committees, closely follow the realization of carbon peak and carbon neutrality goals, deeply practice the new energy security strategy of "four revolutions and one cooperation", and adhere to the construction of a green energy system as an important starting point for Yancheng's green transformation and upgrading. Accelerate the construction of an international green energy city with global influence, innovation driving force, low-carbon leading force and industrial competitiveness, and make every effort to build a green and low-carbon development demonstration zone.

The Action Plan is clear and focused

1. The energy guarantee is safe and reliable. By 2025, the city's installed power capacity will reach 30 million kilowatts, the static coal storage capacity will reach 2 million tons, the annual LNG receiving capacity will reach 20 million tons, and the static oil storage capacity will reach 100,000 tons.

2. Significant results in clean and low-carbon. By 2025, the cumulative installed capacity of new energy will exceed 20 million kilowatts, the proportion of non-fossil energy consumption in energy consumption will exceed 35%, the coal consumption of coal-fired power units for power supply will drop by 10 grams of standard coal/kWh, the role of hydrogen energy and energy storage in energy regulation will be significantly enhanced, the energy structure will be continuously optimized, the construction of a new power system with clean energy as the main body will be accelerated, and the construction of green power cities will be more attractive.

3. The ability to innovate has been significantly enhanced. By 2025, breakthroughs will be made in a number of key technologies and equipment such as offshore high-power wind turbines and floating offshore wind power, a number of high-level scientific and technological innovation platforms such as the Jiangsu Coastal Renewable Energy Technology Center will be built, substantial progress will be made in the construction of a number of integrated demonstration projects such as offshore "energy islands" and marine ranches, the innovation ability of the industrial chain will be significantly enhanced, and the level of independent and controllable core technology and equipment will be greatly improved.

4. The green industry has grown steadily. By 2025, the new energy industry will invoice more than 200 billion yuan, the number of new energy equipment enterprises will exceed 100, the production capacity of photovoltaic modules and batteries will exceed 120GW, the new energy industry cluster will continue to grow, the quality of wind power equipment and crystalline silicon photovoltaic industry chain will be comprehensively improved, the landmark leading role will continue to be strengthened, the emerging industries such as hydrogen energy and energy storage will develop rapidly, and leading enterprises will accelerate their cultivation.

5. Open space continues to expand. By 2025, the construction of international green energy cities will be widely recognized by the International Energy Organization, the brand influence of the "first offshore wind power city" city will be significantly enhanced, the level of opening-up, cooperation and exchanges will continue to improve, the role of the global interactive cooperation window of the industrial chain will be further highlighted, and the green city development in response to the dual carbon initiative will have a richer foundation.

The "Action Plan" focuses on "expanding the diversified supply of new energy and leading the green and low-carbon track", "strengthening the diversified guarantee of conventional energy and broadening the track of support and regulation", "highlighting the diversified construction of energy facilities and extending the track of supply guarantee services", "strengthening the diversified integration of application scenarios and seizing the innovation demonstration track", "the diversified development of cohesive industrial clusters and competing for the track of integration and agglomeration", "deepening the diversified linkage of exchanges and cooperation, and competing for the track of opening up and mutual promotion". There are 20 key tasks, including building a variety of renewable energy development bases, orderly developing clean and efficient coal power, accelerating the pilot demonstration of "low and zero carbon" parks, and promoting the development of high-quality clusters in the wind power industry.

The 20 key tasks are as follows

1. Build an offshore wind power capital. Promote the cluster development of offshore wind power, accelerate the construction of the first batch of competitive configuration project groups such as Dafeng 850,000 kW offshore wind power, Dafeng 800,000 kW offshore wind power and Sheyang 1 million kW offshore wind power, and strive to achieve full capacity grid connection by the end of 2024. We will further implement the "Thousands of Households Muguang Action", accelerate the pilot construction of rooftop distributed photovoltaic development in seven counties (districts), including Binhai, Funing, Sheyang, Jianhu, Yandu, Dafeng and Yancheng Economic and Technological Development Zone, and strive to pass the acceptance by the end of 2023. Encourage the construction of integrated building (BIPV) distributed photovoltaic power generation systems, and promote the reservation and development of the load capacity and distribution network structure of distributed photovoltaic systems in new industrial parks, new major projects, new public buildings, and concentrated contiguous rural residences. Integrate onshore photovoltaic and tidal flat marine photovoltaic resources, compile photovoltaic resource development plans, and promote the construction of large-scale centralized photovoltaic power stations through competitive allocation. Strive to increase the installed capacity of photovoltaic by 2 million kilowatts per year, with an average annual investment of more than 8 billion yuan.

3. Build a variety of renewable energy development bases. Promote the comprehensive utilization of biomass energy, accelerate the construction of bio-natural gas and circular agriculture demonstration projects in rural planting and breeding bases, and explore the integration of bio-natural gas into urban gas pipeline networks. Coordinate the construction of the city's domestic waste incineration power station project, on the basis of doing a good job in environmental protection, strive to solve the problem of "neighbor avoidance" of facilities, accelerate the construction of supporting facilities such as fly ash disposal and slag resource utilization in the city, and realize the sustainable development of harmless waste treatment. Promote the development and utilization of geothermal energy, accelerate the exploration of geothermal resources, find out the base of geothermal resources in the city, scientifically determine the mining limit, and accelerate the exploration of clean development and utilization of geothermal energy through technologies such as completely equal amount of recharge in the same layer and non-interference underground heat exchange.

4. Develop clean and efficient coal-fired power in an orderly manner. Coordinate power supply assurance, pollution reduction and carbon reduction, and accelerate the transformation of coal-fired power to a basic guarantee and system-regulated power supply that provides reliable capacity, peak regulation and frequency regulation. Accelerate the completion and commissioning of 21×00000 kW Sheyang Port Power Plant and 21×10000 kW clean and efficient coal-fired power projects in Guoxin Binhai Port. Strive for more provincial supporting power supply in the salt layout, and promote 2-4 sets of 1 million kilowatt clean and efficient coal-fired power units to settle in the coastal areas of our city. Promote the "three reforms" of energy-saving and consumption-reducing transformation, heating transformation and flexibility transformation of existing coal-fired power units, continue to eliminate outdated coal-fired power production capacity, and scientifically promote the life extension operation of eligible coal-fired power units。 Encourage the integrated development of large-scale coal-fired power plants such as Chenjiagang, Sheyang Port and Binhai Port and coastal industrial parks, extend to "power generation +" businesses such as heat supply, compressed air supply, and photovoltaic power in the construction of plants, and promote the transformation of traditional coal-fired power enterprises into comprehensive energy service providers.

5. Steady development of flexible and fast gas and electricity. Actively seize the "window period" of natural gas power generation development strategy, strengthen the study of electricity and gas market dynamics, optimize the gas and power business model and enhance the system regulation capacity in combination with the power trading curve and natural gas supply characteristics. Study and strive to add new gas and power planning points, accelerate the construction of the second phase of the gas power generation peak shaving project of Funing CNOOC, and strive to plan and build a clean and efficient peak shaving gas turbine project near the LNG receiving station in Binhai Port Industrial Park, and cooperate with the large-capacity access and output of new energy to improve the peak shaving capacity of the power grid and gas network and the ability to guarantee energy security. Support Yancheng Economic and Technological Development Zone and other industrial parks and urban load centers to strive for the construction of a number of distributed gas turbine projects that combine sources, grids, loads and services, and support in-service coal-fired captive power plants to be transformed into gas-fired generator sets through "near-equal capacity" to achieve cascade utilization and efficiency improvement of energy.

6. Moderate development of stable and reliable thermopower. Actively promote the coupling of electricity and heat, appropriately supplement coal-fired cogeneration projects, promote Fengyuan Thermal Power, Jianhu Rich Thermal Power, Binhai Port Industrial Park Heating Center, Funing High-tech Zone Thermal Power and other coal-fired cogeneration projects to accelerate the start of construction, and do a good job in the implementation of coal substitution, energy consumption, emissions and other factor indicators. Develop biomass cogeneration projects according to local conditions, and strictly control biomass projects that only generate electricity but do not provide heat. Actively explore the application of clean heating scenarios such as heat pumps, low-carbon district heating systems, solar heating, hydrogen energy heating, and molten salt heat storage, so as to comprehensively enhance the reliability and stability of thermopower.

7. Accelerate the construction of coal storage and transportation bases. Improve the coal reserve system that combines daily regulation and strategic support, implement the minimum coal storage system for key power plants, form a reserve capacity of coal products not less than 5% equivalent of the city's annual consumption, and improve the level of independent deployment and safe operation control at the municipal level. Promote clean coal transportation methods, improve the high-efficiency coal transportation system of sea-river intermodal transport, form a coal intermodal transport facility supply pattern composed of coastal coal terminals such as Binhai, Sheyang and Dafeng and coastal power plants' own receiving and unloading terminals, and further enhance the role of coastal coal transit, storage and transportation bases as a radiation hub for stable coal supply and emergency support in East China. Accelerate the construction of coal transit reserve bases such as Binhai and Dafeng, promote the cooperation between and China Coal Group, and promote the construction of's large-scale coal reserve base project in Binhai Port Area of Yancheng Port as soon as possible.

8. Accelerate the improvement of oil and gas collection and storage facilities. Improve the market-oriented oil and gas collection and storage system, adhere to the priority of safety, take into account economic rationality, promote the planning and layout of coastal LNG receiving bases, accelerate the construction of key gas storage facilities such as CNOOC Binhai LNG receiving station and Guoxin Binhai LNG receiving station, form a complementary pattern of offshore LNG and onshore pipeline gas as soon as possible, and strive to achieve a receiving capacity of 20 million tons/year by the end of 2025. Strengthen energy conservation and residual energy recovery of LNG processing, storage and transportation facilities, and actively explore the comprehensive utilization of LNG cold energy. Accelerate the construction of Sinopec Zhujiadun gas storage, safe and stable operation of Sinopec Shanggang refined oil depot, and improve the city's oil and gas guarantee capacity.

9. Accelerate the optimization of oil and gas transmission pipeline networks. Strive to optimize the refined oil feeder pipelines in the city, continuously improve the proportion of refined oil pipelines, and scientifically do a good job in the safety protection of Sinopec's Jianhu to Shanggang refined oil pipelines. Under the framework of the reform of the national and provincial pipeline network systems, we will accelerate the market-oriented reform of natural gas in the city, further improve the layout of the natural gas pipeline network, promote the interconnection of pipeline networks, and improve the radiation capacity of coastal LNG resources to Anhui, Henan and other inland provinces. We will speed up the construction of gas pipelines such as the Yancheng section of the China-Russia East Line, the Yancheng section of the Binhai LNG Suzhou-Anhui export pipeline, and the Yancheng section of the provincial coastal gas pipeline, so as to improve the allocation of natural gas resources and the ability to ensure market supply. Accelerate the construction of long-distance natural gas pipeline branch lines such as Xiangshui and Sheyang, open up the "last mile" of gas transmission and distribution links, and achieve full coverage of pipeline gas in all cities and counties (cities and districts) by 2025.

10. Accelerate the construction of a strong smart grid. In accordance with the principles of strong overall structure, toughness of key parts, and flexible system operation, we will accelerate the implementation of power transmission and transformation projects such as Gaorong 500 kV and Peony 220 kV, and adapt to the requirements of large-scale power transmission such as coastal wind power and photovoltaic bases. Accelerate the construction of regional power grids that are coordinated with the adjustment of industrial layout and cross-regional power flow transfer, optimize the scale of coastal 220 kV power grids, and improve the inter-regional accident support and transfer load capacity. Construct a distribution network that is compatible with new urbanization and energy electrification, accelerate the construction of 110 kV chain target grids, achieve full coverage of 10 (20) kV standard grids, and improve access capabilities for distributed energy, microgrids, energy storage, and electric vehicle charging stations. Promote the configuration of substations with charging (swapping) facilities, energy storage in the station area, and photovoltaic power generation systems, and deepen and expand the system functions and application scenarios of power transmission and transformation nodes.

11. Accelerate the development of "scenery +" comprehensive application demonstration. Promote the cooperation between national energy, the Three Gorges of the Yangtze River and other leading energy enterprises and marine aquaculture enterprises and aquaculture equipment enterprises, jointly implement the "wind and solar fishing" demonstration project in the Yancheng sea area, and promote the integrated development of offshore wind power, floating photovoltaic and modern marine ranching. Deepen the linkage innovation of wind and solar power and seawater desalination technology, promote the application and export of complete sets of "wind, solar and water" desalination seawater equipment, and provide "Yancheng freshwater" solutions for coastal cities and islands around the world. Serve the development of large-scale offshore wind and solar bases in Yancheng, study new energy storage allocation methods, promote the construction of "wind, solar and storage" integrated multi-energy complementary demonstration projects, and improve the level of offshore power consumption and utilization and capacity support capacity. We will carry out demonstrations of "wind and solar hydrogen" and "wind and solar ammonia", implement integrated demonstration projects for wind and solar hydrogen production and ammonia, accelerate the construction of deep-sea offshore green hydrogen and green ammonia bases, and innovate and build a stable and efficient offshore green hydrogen and green ammonia production system. Vigorously promote new application models such as "photovoltaic + transportation" and "photovoltaic + industry".

12. Accelerate the pilot demonstration of "low and zero carbon" parks. Promote the pilot construction of low-carbon parks in the city's development zones at or above the provincial level, accelerate the exploration of low-carbon transformation paths in the parks, and strive to create more than 50% of the city's development zones into provincial-level green, low-carbon and circular development demonstration zones by the end of 2025. Support Sheyang Port Economic Development Zone, Huanghai New Area and other parks to carry out pilot construction of zero-carbon parks. Accelerate the establishment of low-carbon product "certification centers" and green "technology innovation centers", explore the establishment of low-carbon products, carbon footprints, carbon neutrality and other low-carbon certification systems, and explore the establishment of carbon emission budget management pilots and green electricity trading mechanisms. Actively build a pure green electricity supply system in the park, promote the optimization of the power grid structure, the upgrading of transmission and distribution facilities and other projects, and promote the transition of green power supply from a high proportion to 100%.

13. Accelerate the development of innovative demonstrations of smart energy and green energy consumption. Implement the construction of cyber-physical systems in the energy field, promote the digital transformation and intelligent upgrading of energy infrastructure, and pilot the construction of demonstration projects such as smart power plants, smart pipelines, digital twin power grids, and virtual power plants. Accelerate the construction of Yancheng smart energy supervision platform (green energy city cockpit) and Yancheng green energy parlor, integrate system energy flow, control flow, digital flow, comprehensive use of big data, artificial intelligence and other modern information means and a new generation of communication technology, through visualization, to promote accurate prediction of green energy, remote perception, intelligent diagnosis, spontaneous balance, closed-loop feedback, to achieve collaborative response. 14. Promote the development of high-quality clusters in the wind power industry. Refine the investment map of the wind power industry, focus on "upgrading and expanding the chain", accelerate breakthroughs in key links in the industrial chain such as control systems, gearboxes, and high-power offshore wind power parts, and make a forward-looking layout of the wind turbine retirement and transformation industry. Focus on the research and development of wind turbine technologies such as low wind speed, large capacity, and salt spray prevention, strengthen the research and development and manufacturing of main bearings, promote technological breakthroughs such as wind turbine integration and long-distance power transmission, develop semi-direct drive large megawatt models and lightweight 100-meter-level blades that adapt to the era of offshore wind power parity, and accelerate the launch of a number of new models with international competitiveness. Relying on scientific and technological innovation carrier platforms such as Jiangsu Coastal Renewable Energy Technology Innovation Center and Goldwind National and Local Joint Laboratory, we will strengthen cooperation with domestic and foreign testing institutions such as China Jianheng and TÜV Rheinland to build a national offshore wind power testing center.

15. Promote the sustainable and healthy development of the photovoltaic industry. Further optimize the development layout of the city's photovoltaic industry, study and formulate the access mechanism for photovoltaic industry projects, and avoid homogeneous competition and disorderly involution. Focusing on "strong chain and strong chain", we will accelerate the breakthrough of key links in the industrial chain such as new battery modules and inverters, and explore the layout of retirementPhotovoltaic cellsand component recycling industry. We will make every effort to tackle new photovoltaic cell technologies and key equipment such as HJT (heterojunction) and TOPCon (passivation contact), explore new utilization technologies of light energy based on plasmon effect, solar thermal seawater desalination technology, etc., and promote product iteration and upgrading. Support Runyang, Trina and other chain main enterprises to strengthen cooperation with key experimental institutions such as the Institute of Electrical Engineering of the Chinese Academy of Sciences and the Institute of Solar Energy Systems of Sun Yat-sen University, so as to create a highland of scientific and technological services for the photovoltaic industry integrating basic research, achievement transformation and application demonstration.

16. Promote the market-oriented and prudent development of the green hydrogen industry. The "Medium and Long-term Plan for the Development of Green Hydrogen Industry in Yancheng City" has been compiled and promulgated, clarifying the layout of green hydrogen infrastructure construction and building a new hydrogen production, storage and transportation network. Focusing on "creating a chain and forging a chain", we will steadily and prudently fill in the blank links in the industrial chain such as green electricity hydrogen production equipment, storage and transportation equipment, purification equipment, and new hydrogen fuel cells, and gradually form an industrial agglomeration. Support Dafeng, Sheyang, Huanghai New Area and other regions to build green hydrogen supply chain bases, and actively strive to carry out large-scale offshore wind power hydrogen production and photovoltaic hydrogen production in non-chemical parks. Adhere to the market application as the traction, explore the demonstration of hydrogen energy commercialization path, strengthen the application of hydrogen pipeline network, hydrogen power supply and other facilities demonstration fields, focus on high-end links in the value chain such as fuel cell stacks, and promote differentiated development in the direction of operating machinery, engineering vehicles, logistics, ships, drones and other directions. Combined with the dual elements of hydrogen production resources and hydrogen demand, priority will be given to planning and layout hydrogen refueling station projects in Dafeng, Huanghai New Area, Xiangshui, Tinghu and other regions. Under the premise of conforming to the existing policy system, the construction procedures of hydrogen refueling stations will be simplified, the construction of comprehensive energy stations will be encouraged, and more than 15 hydrogen refueling stations will be built by the end of 2025.

17. Promote the large-scale and safe development of the new energy storage industry. Formulate the "Implementation Plan for the Development of New Energy Storage in Yancheng City", accelerate the layout of a new energy storage industry system based on electrochemical energy storage, and advance the layout of next-generation cutting-edge battery technologies such as solid-state batteries. Focusing on "building and supplementing chains", we will accelerate breakthroughs in the main links of the industrial chain such as solid-liquid energy storage batteries, battery management systems, energy management systems, and energy storage inverters. Promote the coordinated and optimized operation of new energy storage and new energy and conventional power sources, support Dafeng, Sheyang, Huanghai New Area and other regions to focus on the layout of a number of new energy storage power stations, build a number of large-scale energy storage + conventional thermal power, energy storage + wind and photovoltaic and other peak regulation and frequency modulation complexes, scientifically formulate safe operation specifications, and improve the power system mediation and capacity safety support capabilities. Support the construction of a number of mobile or stationary new energy storage as emergency backup power sources for end users in big data centers, 5G base stations, industrial parks, commercial centers, public places and other end users, relying on distributed new energy and microgrids.

18. Raise the level of interaction and communication. Strengthen the establishment of a normalized exchange mechanism with think tanks such as the General Institute of Hydropower and the Huaneng Qingneng Institute, and carry out in-depth interaction and cooperation in various fields such as industrial projects, technology research and development, and data sharing. Promote the Yancheng Photovoltaic Industry Association, the Wind Power Industry Association, the New Energy and Clean Energy Federation and other institutions in Yancheng to carry out exchanges and dialogues with leading new energy industry associations at home and abroad, and explore the establishment of cooperation and exchange alliances around the frontier direction of industrial technology research, engineering research and product development.

19. Expand the position of international cooperation. Promote the integration of the city's new energy equipment industry into the global industrial chain, support new energy equipment enterprises to establish international marketing service platforms and overseas warehouses in countries along the "Belt and Road" and RCEP related member countries, expand the export business of wind power machines, blades, cells and modules, and promote the acceleration of the construction of Runyang Thailand's photovoltaic cell production base. Carry out diversified and multi-level exchanges and cooperation in various fields such as industrial projects, technology research and development, and data sharing.
