Energy storage and electricity markets
The energy storage and power market has learned that Xinjiang will soon release the list of the first batch of market-oriented grid-connected new energy projects to be included in 2023. According to statistics, there are a total of 14 market-oriented grid-connected new energy projects with a total scale of 40.65GW, including 10.4GW of wind power, 30.05GW of photovoltaic power, and 200MW of solar thermal. Among them, only the project scale in Urumqi is more than 10GW.

From the perspective of owner distribution, China Green Development, Huadian Group & Chongqing Energy Investment, and PetroChina New Energy ranked the top three in terms of installed capacity, with 13GW, 10.2GW, and 6GW respectively.

Among them, CGNPC's 2 million kilowatt new energy project in southern Xinjiang includes two sub-projects:
CGN Hetian Luopu 1 million kilowatt photovoltaic storage project
CGN Bazhou Ruoqiang 1 million kilowatt wind power project
100MW of energy storage will be configured respectively, and a total of 200MW will be allocated and stored
The 450,000 kW fire-PV-storage multi-energy complementary project in Yuli County is equipped with 67.5MW of energy storage.
If the energy storage duration is estimated to be 4 hours, the total distribution and storage scale of the three projects is about 267.5MW/1070MWh.
In addition to these three projects, the other market-oriented grid-connected projects have not clarified the scale of wind power and photovoltaic distribution and storage. According to relevant news, this batch of projects in Xinjiang will adopt the method of shared energy storage to meet the demand for grid connection. It is also reported that Xinjiang's shared energy storage related policies are also being discussed and formulated.
On March 4, 2022, the Xinjiang Development and Reform Commission stated in the "Operational Guidelines for Serving and Promoting the Construction of Large-scale Wind Power and Photovoltaic Bases in the Autonomous Region" that enterprises that build energy storage projects with a duration of more than 4 hours are allowed to build wind power and photovoltaic power generation projects with energy storage scale of 4 times.
On May 15, 2023, the Xinjiang Provincial Development and Reform Commission, the Xinjiang Provincial Energy Bureau, and the State Grid Xinjiang Electric Power issued the Notice on Accelerating the Coordinated Development of New Energy and Related Industries (hereinafter referred to as the "Notice"). The "Notice" expresses support for the construction of shared energy storage and new energy storage, and the scale of shared energy storage projects shall not be less than 50MW/200MWh (4 hours of energy storage time), and the construction costs will be recovered and reasonable benefits will be obtained through the sale and leasing of shared services such as peak shaving capacity. The capacity of the energy storage power station is leased to the new energy station, which can replace the self-built energy storage of new energy as a condition for grid connection. (Please refer to the article: Xinjiang: During the whole life cycle of new energy projects, the leased energy storage capacity and technical indicators shall not be lower than the filing requirements).
According to the 10%/4-hour distribution and storage scale estimate, in addition to the above three distribution and storage projects and 200MW CSP projects, the remaining 38GW of wind and solar projects are expected to lease and share energy storage capacity of 3.8GW/15.2GWh. The total allocation and storage scale of the 14 projects is about 4.07GW/16.27GWh.
According to a news broadcast on July 13, Xinjiang's installed capacity of new energy has exceeded 50 million kilowatts, and the booming new energy is creating opportunities for energy storage.
