The report on the frontier of China's energy development shows that the quality and efficiency of China's energy development are constantly improving

On November 21, the Institute of Industrial Economics of the Chinese Academy of Social Sciences and the Social Sciences Academic Press jointly released the "Energy Blue Book: Report on the Frontier of China's Energy Development (2023) - China's High-quality Energy Development" (hereinafter referred to as the Blue Book), aiming to scientifically judge the current situation and trend of high-quality energy development, analyze the problems and challenges in the process of high-quality energy development at this stage, and provide policy suggestions for promoting high-quality energy development. There are 18 reports in three parts.

On the basis of defining the connotation of high-quality energy development, the Blue Book constructs an index system for high-quality energy development, and evaluates the high-quality development of energy from five dimensions: energy security, green and low-carbon transformation of energy, energy science and technology innovation, energy utilization efficiency, and international energy cooperation. The conclusion shows that in 2012~2020, China's high-quality energy development index showed an overall upward trend, and the quality and efficiency of energy development continued to improve.

From the analysis of five dimensions of high-quality energy development, the overall energy security situation is basically stable, and the energy security index shows a slight downward trend; The situation of green and low-carbon energy transformation is relatively good, and the index of green and low-carbon energy transformation shows an upward trend; The ability of energy science and technology innovation has been greatly improved; continuous improvement of energy efficiency; On the whole, international cooperation in energy is showing a good situation.

In view of the evaluation status of high-quality energy development, the Blue Book further puts forward the direction of improvement from five dimensions. In the dimension of energy security, in the context of building an energy system with new energy as the main body, it is necessary to focus on system security, improve system regulation capabilities, actively play the role of price regulation of supply and demand, enhance energy security emergency response capabilities, and improve energy security risk identification and hierarchical management systems. In terms of green and low-carbon energy transformation, we will reduce pollutants and carbon emission intensity in a phased and orderly manner, accelerate the construction and improvement of new power systems, accelerate the process of electrification, and accelerate the construction of carbon emission standard systems. In terms of energy science and technology innovation, we will increase investment in energy science and technology innovation and research and development, improve the construction of an independent innovation system in the energy field, and promote the deep integration of digital technology and the energy industry. In terms of energy efficiency, we should give full play to the basic role of the market in allocating energy, pay more attention to the incentive mechanism of micro main energy consumption, focus on improving the energy utilization efficiency of the western region, and continue to promote the supply-side structural reform of the energy field. In terms of international energy cooperation, we will further ensure the long-term supply of energy through multilateral cooperation, adhere to independent innovation to promote the export of energy technology, increase the level of international cooperation in energy investment and construction, and actively participate in international energy governance.

The Blue Book comprehensively and systematically summarizes the achievements of the coal, oil, natural gas, coal, nuclear, solar power, wind, hydrogen and energy storage industries, analyzes the problems existing in their high-quality development, and puts forward specific policy recommendations.

In view of the "Belt and Road" energy cooperation, energy consumption revolution and high-quality development, the construction of a unified national energy market, the improvement of energy system mechanisms and policy measures, the construction of new power system status, overall characteristics and key issues, the coordinated development of regional power in the process of green and low-carbon transformation, energy transition investment, high-quality development of rural energy and other hot issues in the energy field. The Blue Book believes that it is necessary to promote higher-quality "Belt and Road" energy cooperation and establish a more professional energy working mechanism under the framework of the "Belt and Road" energy partnership; It is necessary to enhance the soft power of China's energy consumption through institutional revolution, promote the energy consumption revolution, and effectively achieve high-quality energy development; It is necessary to improve the energy system and mechanism and further stimulate the vitality of market players; The high-quality development of the new power system should be aimed at providing a strong guarantee for energy security, and the integrated development of the new power system and the modern infrastructure system should be promoted. In the process of green and low-carbon transformation, to promote the coordinated and high-quality development of regional electric power, it is necessary to accelerate the formation of a policy and institutional system of "multi-energy complementarity, large-scale mutual assistance, and market mechanisms playing a role"; To promote the high-quality development of energy transition investment, it is necessary to deepen the reform of the energy sector system and mechanism, improve the energy transition support policies, and broaden the investment channels of the energy industry; To promote the high-quality development of rural energy, we should focus on promoting the development and utilization of renewable energy in rural areas, improving the level of rural electrification, and promoting the utilization of agricultural and forestry biomass energy.
