Recently, China's first national offshore wind power research and testing base (hereinafter referred to as the "offshore wind power test base"), jointly invested and constructed by the State Grid Corporation of China, China Huadian Group Co., Ltd. and China Power Construction Corporation Co., Ltd., started construction in Jiangyin Port District, Fuqing City, not far from the sea area of Xinghua Bay, Fujian, and is scheduled to be completed and put into operation in 2024.
Pioneer the land-sea joint test

The offshore wind power test base is an important part of the National Key Laboratory of Renewable Energy Grid Integration, including two parts: onshore testing center and test wind farm, and its main function is to carry out full-scale ground tests of wind turbines with six degrees of freedom loading, ultra-large capacity complex power grid simulation, ultra-long blade biaxial high-frequency loading test and scientific research.
It is understood that the onshore testing center is located in Jiangyin Industrial Park, Fuqing City, Fujian Province, close to Jiangyin Port Wharf, adjacent to the Three Gorges Wind Power Industrial Park, mainly building 25 megawatts of six degrees of freedom loading, full-scale ground test platform and 150-meter blade test platform. The pilot wind farm plans to build 6 onshore test stands and 20 to 40 offshore test stands, and the first batch of 20 sea test stands is located in the offshore area of Changle, Fujian Province.
"Before there was no base, our offshore wind power test was a process of 'watching the sky and eating', we needed to set up the wind turbine to the sea, and then people carried the equipment to the sea to do the test, and the test conditions were obviously affected by objective factors such as sea breeze and meteorology." Xue Yang, director of the technical operation center of the Fuzhou branch of China Electric Power Research Institute, said that after the completion of the offshore wind power test base, technicians can move the original offshore tests to the plant, simulate various working conditions in a real and controllable manner, and conduct various types of tests at any time, significantly improving the efficiency and comprehensiveness of the test.
Enter the stage of large-scale development
In recent years, the energy transition has been deepened, and offshore wind power has entered the stage of large-scale development. The 14th Five-Year Plan for the Development of Renewable Energy proposes to "actively promote the large-scale development of offshore wind power" and "promote the technological innovation and demonstration application of deep-sea offshore wind power".

It is understood that China's wind turbine production capacity, blade production capacity, gearbox production capacity, generator production capacity, and fixed foundation production capacity account for 60%, 64%, 80%, 73%, and 76% of the global market respectively.
