China Wind Power News Network News: Recently, the Guangdong Provincial Energy Bureau issued a notice on soliciting the implementation plan of Guangdong Province to carry out the pilot project of "Thousands of Towns and Villages to Harness the Wind" to help the "High-quality Development Project of Hundreds of Counties, Towns and Villages" (Draft for Comments) (hereinafter referred to as the "Implementation Plan"). The "Implementation Plan" shows:

Overall goal: In areas with abundant rural wind energy resources, make full use of scattered idle land in rural areas, combine rural revitalization and development, take administrative villages as units, take village-enterprise cooperation as the form, take benefit sharing as the purpose, and respect the collective decision-making of villages and villagers' opinions as the premise, carry out pilot wind control actions, and strive to complete a number of wind power projects developed and utilized in the vicinity by the end of 2025.

Pilot scope: Based on factors such as local wind resource conditions, grid access, land conditions and local enthusiasm, each prefecture and city will select a maximum of 6 village-level collective economic organizations, with a pilot scale of no more than 20 MW for each administrative village, focusing on supporting counties with vertical assistance and high-quality development at the county level organized by provincial organs and relevant units, as well as towns designated by provincial and central units in Guangdong.

Allocation of energy storage: The project shall configure energy storage in accordance with the notice of the Guangdong Provincial Development and Reform Commission and the Guangdong Provincial Energy Administration on printing and distributing several measures to promote the development of new energy storage power stations in Guangdong Province (Yue Fa Gai Energy Letter [2023] No. 684) and the notice of the Guangdong Provincial Development and Reform Commission on adjusting the configuration of energy storage in new energy power generation projects (Yue Fa Gai Energy Letter [2024] No. 1075) and other relevant requirements.

Investors: Comprehensively consider factors such as the investment and operation capacity of enterprises, the experience of wind power project development and construction, and the ability to support the village collective economy to increase income, and determine 1-2 investment entities through open selection to be responsible for the construction and full life cycle operation and maintenance of pilot projects in the city. Under the same conditions, priority will be given to energy enterprises that have the task of helping in the "High-quality Development Project of 100 Counties, Thousands of Towns and Thousands of Villages" in our province.

Implementation mode: The pilot project should adopt the "village-enterprise cooperation" model, and village collectives can use special funds for rural revitalization, land use rights as valuation, and farmers' fund-raising in accordance with laws and regulations; The pilot project shall implement "benefit sharing", and the collective income increase of the village shall not be less than 20,000 yuan per megawatt per year after the completion and operation of the project (the specific increase amount shall be calculated according to the scale of the pilot project in each village); Encourage investors to actively fulfill their social responsibilities, coordinate rural energy development and improvement of rural infrastructure conditions, and actively integrate into rural revitalization and development.
