Recently, the Ministry of Natural Resources, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Chinese Academy of Sciences, and the National Energy Administration issued the "Guiding Opinions on Promoting the Large-scale Utilization of Marine Energy".

The document pointed out that by 2030, the installed capacity of marine energy will reach 400,000 kilowatts, and a number of island multi-energy complementary power systems and large-scale demonstration projects of marine energy will be built, and the application scenarios of marine energy will continue to expand and enrich, forming a series of efficient, stable and economical marine energy technology and equipment products, and the laws, policies, standard systems and market environment for the large-scale industrialization of marine energy will be further improved, and a number of large-scale development and utilization enterprises of marine energy with strong technological research and development capabilities and global competitiveness will be cultivated.

Promote the large-scale utilization of wave energy. In areas rich in wave energy resources, we will steadily promote the construction of large-scale pilot projects for megawatt wave energy. Support the development of wave energy and offshore wind power at the same site, jointly build and share supporting infrastructure, and reduce the cost of comprehensive development of wave energy resources. Encourage offshore wind farms to develop wave energy。

Carry out multi-energy complementary applications on islands. Support the construction of marine energy multi-energy complementary power stations on islands, realize continuous and stable power supply to islands and nearby waters, alleviate the shortage of electricity for island residents, and improve the island's energy security capacity.

Support multi-field integration pilots. Guide the integrated development of marine energy with seawater desalination, offshore oil and gas platforms, breakwaters, etc., and support marine energy to provide green energy guarantee for marine observation and monitoring equipment and platforms, marine engineering, etc. Encourage deep-sea marine ranches to install marine energy power generation equipment.
