On February 27, the National Energy Administration issued a notice on the "2025 Energy Work Guidance" (hereinafter referred to as the "Notice").
The main objectives of the Circular are:
The total installed power generation capacity of the country has reached more than 3.6 billion kilowatts, the installed capacity of new energy power generation has reached more than 200 million kilowatts, and the power generation capacity has reached about 10.6 trillion kilowatt hours, and the inter-provincial and inter-regional transmission capacity has continued to improve.
The green and low-carbon transformation continues to deepen. The proportion of non-fossil energy power generation capacity will increase to about 60%, and the proportion of non-fossil energy in total energy consumption will increase to about 20%. New progress has been made in the substitution of renewable energy in key areas such as industry, transportation, and construction. Policies and measures for the consumption and regulation of new energy have been further improved, and the policy mechanism for green and low-carbon development has been further improved.
The quality and efficiency of development have been steadily improved. The average coal consumption of thermal power units for power supply remains at a reasonable level. The utilization rate of wind power and photovoltaic power generation remains at a reasonable level, and the comprehensive benefits of photovoltaic desertification control are more significant. Large-scale coal mines are basically intelligent. A unified national electricity market system has been initially established, and the allocation of resources has been further optimized.
The Notice requires:
Maintain the good development trend of non-fossil energy. Actively promote the construction of the second and third batches of "Shagehuang" large-scale wind power and photovoltaic bases and water, wind and solar integration bases in major river basins, scientifically plan the layout plan of "Shagehuang" new energy bases in the "15th Five-Year Plan", steadily promote the construction of major hydropower projects, actively promote the development and construction of offshore wind power projects, increase the construction of photovoltaic sand control and solar thermal projects, promote the installed capacity of pumped storage to reach more than 62 million kilowatts, approve a number of coastal nuclear power projects with mature conditions, and promote the comprehensive utilization of nuclear energy in accordance with local conditions. In-depth research on the high-quality development of the photovoltaic industry, and do a good job in the pilot work of wind power and photovoltaic power generation resource survey. Establish a monitoring mechanism for the development and utilization of non-fossil energy。
Continue to improve the energy system and mechanism. We will improve the overall planning and connection mechanism for energy and resource exploration, production, supply, storage and marketing, continue to deepen the reform of the oil and gas pipeline network mechanism, and optimize the construction and operation mechanism of the pipeline network. Study the establishment of a carbon emission accounting mechanism for the energy industry。 Innovate the price mechanism and consumption mode of new energy, promote the full participation of new energy in the market, and realize the transformation of new energy from guaranteed purchase to market-oriented consumption. Research and formulate policies and measures for direct connection of green electricity。 China has issued policy documents to promote the high-quality development of the green certificate market, implemented a mechanism to promote green electricity consumption, improved the weight system for renewable energy consumption responsibilities, and consolidated the responsibility of power users for green electricity consumption. Establish a market mechanism that adapts to the extensive participation of new energy storage and virtual power plants.
Deepen the construction of a unified national electricity market. Strengthen multi-level market coordination at the national, regional/provincial and other levels. We will continue to improve the design of key mechanisms, further improve the "1+N" basic rule system of the electricity market, promote the continuous operation of the medium and long-term power market, improve the market mechanism for ancillary services, and achieve basic full coverage of the provincial electricity spot market. Realize the long-term settlement and trial operation of the southern regional electricity market, further expand the trading scale of the Yangtze River Delta electricity market, and steadily promote the construction of the Beijing-Tianjin-Hebei electricity market. Promote cross-provincial and cross-regional market-oriented transactions, promote the standardization of provincial-level markets, and formulate guidelines for the construction of electricity spot markets.
Foster, develop and expand new energy industries and new business forms. We will explore a new model of integrated development of large-scale wind power and photovoltaic bases and related industries, steadily develop renewable energy hydrogen production and sustainable fuel industries, steadily promote the pilot application of fuel cell vehicles, orderly promote the construction of a national hydrogen energy information platform, explore and carry out pilot applications of pipeline hydrogen transportation projects in a steady and orderly manner, and promote the establishment and improvement of hydrogen energy management mechanisms in various localities. Deepen research on key issues such as technological innovation and industrial development such as new energy storage, and strengthen the tracking of new energy storage pilot projects. Carry out green liquid fuel technology research and industrialization pilots. Promote the pilot of new technologies and models such as network-building technology, system-friendly new energy power stations, smart microgrids, and computing and electricity coordination. Organize and carry out pilot projects in key areas of intelligent coal mine construction, steadily promote the construction of the first batch of national energy and nuclear power digital transformation technology pilot projects, and promote the pilot application of artificial intelligence technology in the energy field.
