According to the "Notice of the Shanxi Provincial Energy Bureau on Printing and Distributing the Work Plan for the Competitive Allocation of Wind Power and Photovoltaic Power Generation Development and Construction in Shanxi Province in 2025" (Jin Energy New Energy Development [2025] No. 110), the Provincial Energy Bureau has organized and carried out the relevant work related to the competitive allocation of wind power and photovoltaic power generation development and construction in 2025. The relevant matters are notified as follows:

1. Continue to do a good job in project reserves

The municipal energy bureaus should guide all counties (districts) to follow the idea of "starting a batch, reserving a batch, and planning a batch", combined with the resource endowment of the region, conscientiously implement the relevant requirements of the "Guiding Opinions on Promoting New Energy Consumption and Regulation" issued by the state, study the development potential of new energy and key links such as power consumption, scientifically plan the project layout, do a good job in the reserve of new energy "standard land", improve the conversion rate of project landing, and help the high-quality development of new energy in the local "15th Five-Year Plan".

2. Accelerate project construction

All project units should organize project legal persons as soon as possible in accordance with the relevant requirements of the state on fixed asset investment project management, accelerate the preliminary work, promote the organization and construction of projects as soon as possible, and actively promote the development of renewable energy in our province. The municipal energy bureaus are requested to work closely with relevant departments such as natural resources, ecological environment, water conservancy, forestry and grassland, guide the project units to speed up the procedures required for the start of construction, and actively promote the completion and commissioning of the project.

3. Effectively ensure power grid access

The power grid company should simultaneously do a good job in the connection of wind power and photovoltaic power generation projects, do a good job of full docking and communication with the project unit, accelerate the approval of the access system and the construction of supporting grid connection projects, further optimize the access process, simplify the connection and grid connection procedures, and ensure the timely grid connection operation of the project. Encourage qualified projects to implement joint transmission, and municipal energy bureaus should take the lead in coordinating and promoting the construction of joint project transmission projects.

4. Strengthen supervision during and after the event

The municipal energy bureaus should effectively strengthen the organization, management, tracking and scheduling of projects, urge project units to report project progress on a monthly basis, and report the progress on the national renewable energy power generation project information platform and the State Grid cloud platform. Our bureau will strengthen supervision and guidance services with relevant departments, regularly report the progress of projects in various places, and assess and notify project units and local energy bureaus that have not completed grid connection within the specified time. Projects included in the construction plan shall not be transferred without authorization within 5 years after the construction period and full capacity grid connection.

5. Conscientiously do a good job in safe production

All project units should thoroughly implement the spirit of General Secretary Xi Jinping's important instructions and instructions on safety production, strictly implement the main responsibility of safety production, conscientiously strengthen risk control and hidden danger investigation and rectification, and prevent and curb the occurrence of all kinds of safety production accidents. The municipal and county energy authorities should effectively strengthen the safety production management of construction projects, ensure the smooth and orderly implementation of projects, and promote the high-quality development of new energy in our province.
