Hubei's first round of incremental bidding results: wind power 0.387 yuan/kWh, photovoltaic 0.333 yuan/kWh

Bidding clearance results of photovoltaic bidding projects: the scale of mechanical electricity is 488,361.054 megawatt-hours, the mechanical electricity price level is 0.333 yuan/kWh, and there are 20,520 projects.

The bidding clearance results of wind power bidding projects: the scale of mechanical electricity is 1083952.908 megawatt-hours, the mechanical electricity price level is 0.387 yuan/kWh, and there are 21 projects.

On November 4, Hubei announced the "Notice on Carrying out the Bidding Work of the Sustainable Development Price Settlement Mechanism for New Energy Projects in 2025".

According to the notice, the scope of this bidding new energy project includes all kinds of wind power and centralized photovoltaics that are actually (or planned) to be put into operation at full capacity from June 1, 2025 to December 31, 2026; Distributed photovoltaics that are put into operation at full capacity and independently participate in bidding between June 1, 2025 and 1 day before the announcement of this bidding; Aggregators participating in bidding for distributed photovoltaics that meet the above-mentioned regulations during the full-capacity commissioning period.

It is divided into two project groups, wind power and photovoltaics, and organizes bidding and clearance respectively.

The main parameters are as follows:

(1) Upper and lower limits of bidding. The upper limit of wind power bidding is 0.39 yuan/kWh, and the lower bidding limit is 0.26 yuan/kWh; the upper limit of photovoltaic bidding is 0.38 yuan/kWh, and the lower bidding limit is 0.25 yuan/kWh. All prices include VAT. A single project can only declare one electricity scale and one electricity price standard, and the quotation beyond the upper and lower limits and split electricity quotations are invalid.

(2) The total scale of bidding electricity. The proportion coefficients of wind power and photovoltaic bidding power scale (K1 and K2) are both 30%, and the total scale of the corresponding bidding power will be announced after the bidding list is determined.

(3) The scale of a single project declaration. The upper limit of the declared electricity scale of a single project = the expected on-grid electricity of a single project × the declaration ratio coefficient. Among them, the expected on-grid electricity is determined according to the product of the declared capacity (AC side, the same below) and the average power generation utilization hours of this type of project in the province in the past three years (2022-2024), deducting the average plant electricity consumption rate of this type of project in the province in the previous year. The declaration ratio coefficient (M1, M2) is considered according to 1.67 times the proportion coefficient of the bidding scale, and wind power and photovoltaic are both 50%.

(4) Implementation period. The implementation period of the mechanism electricity price for this auction is 12 years.
