"Since April last year, Hunan Province has issued four documents in a row to promote the industrialization of housing, and the industry has entered a new period of development, and has made breakthroughs and phased results. In fact, not only Hunan, but also many provinces and cities across the country have been actively developing industrialized housing since last year, and have put forward specific goals and policies. The industrialization of housing, which began to be advocated in the 90s of the last century, has been tepid before, and now it is finally ushering in the "real spring".

 

The policy is favorable


In 1999, the General Office of the State Council promulgated the Notice on Several Opinions on Promoting the Modernization of the Housing Industry and Improving the Quality of Housing, which started the promotion of China's housing industrialization. The former Ministry of Construction also established the Housing Industrialization Promotion Center, began to establish a housing performance certification and housing parts certification system, and set up a base to promote housing industrialization and the construction of a national healthy housing demonstration project.
At present, 8 cities including Shenzhen and Shenyang have been approved as comprehensive pilot cities for the modernization of the national housing industry, and Changsha is also actively applying. Hunan has three national housing industrialization bases: Yuanda Residential, Yuanda Kejian and Sany Group. On April 3, the Ministry of Housing and Urban-Rural Development approved the establishment of the Ministry of Housing and Urban-Rural Development's New Building Industrialization Integrated Construction Engineering Technology Research Center based on Sany Group, North China University of Technology and China Construction Development Co., Ltd.
Yuanda Housing has been in the industrial housing industry for 19 years, and is one of the 5,656 enterprises registered in the "residential industry" in the country.
According to He Xiaobing, since April last year, Hunan has taken the lead in the country to issue the "Guiding Opinions on Promoting the Development of Housing Industrialization" in the provincial people's government documents, and since then has successively issued relevant provincial departments division of labor documents, drafted and formulated the "Guiding Opinions" implementation rules, established a joint meeting system, etc., and initially built a housing industrialization management system.
It is reported that Hunan has established the national provincial housing industrialization alliance last year, and the 22 member units include Yuanda Residential, Sany Group, Hunan Provincial Architectural Design Institute, China Construction Fifth Bureau, Hunan Construction Engineering Group, Hunan University and many other large enterprises and scientific research and design units in the industrial chain.
Ouyang Zhongxian, deputy director of the Office of the Hunan Provincial Housing Industrialization Development Joint Conference, said that the government attaches great importance to housing industrialization, and has conducted many surveys and instructed to integrate resources to become bigger and stronger and build a 100 billion industrial cluster.

On April 1, 2015, the Changsha two-type housing industrialization work conference was held, which clarified the construction tasks of the city's new housing industrialization in 2015 and 2016 with an area of not less than 3 million and 4 million square meters respectively, and subdivided them into districts and counties.
Ouyang Zhongxian said that Hunan has given many preferential policies to the industrialization of housing, including floor area ratio, tax exemption and exemption for construction, provident fund loan support, etc., and will first go to enterprises to investigate and listen to their opinions before formulating policies.
In addition, the combination of housing industrialization and the construction of new countryside and new towns has also been included in the government's vision, and pilot projects have been carried out in Changsha County and Wangcheng District.
Ouyang Zhongxian said that Hunan has successively launched the construction of a number of residential industrialization bases in Changsha City, Yongzhou City, Chenzhou City, Autonomous Prefecture and other cities, and the production capacity is expected to reach 12 million square meters this year. "The industrial chain is very long, covering more than 110 industries. In the future, it will follow the trinity model of 'alliance + park + project', and is currently preparing to build a residential industrialization park. Ouyang Zhongxian said.

 

Need to guard against "swarming"


At present, Yuanda Housing is stepping up the expansion of production capacity, and the second phase of its Changsha Lugu factory base will be completed soon, with an annual production capacity of 6 million square meters for a single plant, and the global production capacity is expected to reach 50 million square meters by the end of the year.
Different from Yuanda Residential, Sany Group has actually made more efforts in the equipment manufacturing of industrialized housing, and has sold a number of PC (prefabricated concrete) production lines, and PC logistics transport vehicles and other products have also been introduced to the market. "The industrialization of construction is unthinkable without the participation of industrial enterprises." Dai Qinghua said. Talking about this year's sales target, he said that as a new entrant, "500 million" is an acceptable result.
The reporter learned that at present, central enterprises and several listed companies are also rushing to seize Hunan, China Construction Fifth Bureau, Hydropower Eighth Bureau, Beijing New Building Materials, Hangxiao Steel Structure and other enterprises have taken action.
Tang Fen said that what is particularly gratifying is the change in the attitude of developers and construction companies, "Now Vanke, Gemdale, CIFI and other companies have cooperated with us, and design institutes have also begun to spend energy in this regard." ”
While seeing the rapid development of housing industrialization, He Xiaobing also reminded that the momentum is good, but it is also necessary to rationally distribute points, regulate and control, not blindly go to the project, and prevent overcapacity, "The province's production base should be scientifically laid out, and we can't all want to develop in Changsha." ”
In addition, the transition from traditional buildings to industrial buildings has a relatively weak foundation. The compilation of standards and atlases cannot keep up, and how to accept the quota compilation and housing? How to inspect production in the factory? How to keep up with the training of the technical team of design, construction and on-site management? How can manufacturers, design institutes, and development enterprises not be disconnected? In He Xiaobing's view, these problems need to be studied and explored.
He Xiaobing said that at present, there is another problem that the product structure is relatively simple, and not only the development of PC, but also the light steel housing industry. "Light steel housing can be recycled, recyclable, Hunan is a two-type social experimental area, and there are Lianyuan Steel, Xianggang and other iron and steel enterprises, we need to pay attention to the integration of these resources."
Therefore, He Xiaobing hopes that many advantageous enterprises and institutions in the alliance will give full play to their strengths and jointly promote the industrialization of housing.
