China Wind Power News Network: Recently, the National Energy Administration issued the "Wind Farm Renovation and Upgrading and Decommissioning Management Measures" (draft for comments), which applies to all wind farms in the territory of the People's Republic of China and other sea areas under its jurisdiction. Wind farms that have been connected to the grid for more than 15 years are encouraged to carry out transformation, upgrading and decommissioning.

Requirements:

Provincial-level energy authorities should simplify the approval process for wind farm renovation and upgrading projects。 In principle, projects that are included in the implementation plan for wind farm transformation, upgrading and decommissioning and have the conditions for transformation, upgrading and decommissioning shall be approved, and the time for full capacity grid connection shall be clarified. The development entity shall not be changed before the full capacity of the project is connected to the grid.

The decommissioning of wind farms fully respects the wishes of enterprises and shall not be compulsory. When the operation of the wind turbine reaches the design service life, the developer shall entrust a third-party professional organization to carry out a safety assessment, and the assessment results shall be reported to the local energy authorities, dispatched energy regulatory agencies and power grid enterprises. Wind farms that are assessed to not meet the conditions for safe operation and are unwilling to be renovated and upgraded shall be dismantled in a timely manner and the ecological environment shall be restored in accordance with relevant requirements.

The land for wind farm renovation and upgrading and decommissioning shall be implemented in accordance with relevant national laws and regulations. In principle, wind farms in various nature reserves shall not be renovated and upgraded, and wind farms shall not occupy or occupy less forest land as much as possible, and if it is really necessary to use forest land for transformation and upgrading, they shall meet the conditions for using forest land and go through the formalities for using forest land in accordance with the law. For renovation and upgrading projects that do not change the location of wind turbines and the total land area after transformation is less than the area before transformation, if it conforms to the land spatial planning, it is not necessary to re-apply for land use pre-examination and site selection opinions.

The feed-in tariff subsidy part of the wind farm renovation and upgrading project shall be implemented according to the electricity price policy of the original project, and the remaining part of the electricity shall be implemented according to the electricity price policy of the year when the project is re-recorded。
