On October 17, during the 3rd Belt and Road Forum for International Cooperation, under the framework of the official visit of Kazakh President Hasmu-Dolmart Tokayev to China, the Kazakh-Chinese delegation signed 30 commercial documents with a total value of 16.54 billion US dollars, involving cooperation documents in investment, trade, scientific and technological production, finance and other fields, including the cooperation agreement between the Samruk Kazena National Foundation and China Power International Co., Ltd. and Sany Renewable Energy. Kazakhstan is the first place to initiate the "Belt and Road", and Sany Renewable Energy and Kazakhstan have a good foundation for cooperation in wind power projects. In 2022, Sany Renewable Energy won the bid for two wind power projects in Kazakhstan, one of which used its self-developed 6.25MW model. At the same time, Sany Renewable Energy's intelligent manufacturing plant in Tacheng is close to East Kazakhstan and has convenient transportation conditions, which provides important support for industrial investment in Kazakhstan.

On May 18, 2023, during the China-Central Asia Summit, witnessed by Kazakh President Kassym-Jomart Tokayev, Sany Renewable Energy signed a memorandum of cooperation with the Ministry of Energy of Kazakhstan, the Samruk-Kazena Fund and CLP International to build a 1GW wind power + energy storage project in Kazakhstan. The project is the largest new energy project that Chinese enterprises plan to invest and build in Kazakhstan so far.

The signing of the tripartite cooperation agreement of the project will further determine the cooperation mode of the project and lay a solid foundation for the subsequent development of the project.
