The province of Navarra is a well-known industrial development area in Spain, with a mature and complete wind power industry chain, and has settled in a number of world-renowned wind power companies. In addition, the local government provides policy support such as tax reductions for R&D institutions. The city government of Pamplona is very supportive of Sany Renewable Energy's decision to set up a research institute and has said that it will provide *5655 assistance.

In terms of organizational structure and staffing, under the leadership of the person in charge of the center, the European Research Institute will be guided by the technical director to guide the daily work of the four working groups, including the control group, the whole unit, the blade group and the load group. The institute plans to introduce 8-12 industry show users. At present, some positions such as high-level control engineers have arrived at the post, and there will be a number of users in the future.
